Rob Wittman, R-Va., chairman of the House Armed Services Tactical Air and Land subcommittee, said during a recent hearing he was alarmed the Army was just beginning an AOA \u2014 as the service has already spent $2 billion on the program, which is in the prototyping phase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Doug Bush told him the analysis is \u201cadvisory.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m confident &#8230; the AOA, the way it\u2019s structured, is fair,\u201d he added. \u201cIt is very thorough, examining many alternatives. I think that\u2019s good.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bush said the late timing of the AOA is because the Army had not previously decided on an acquisition pathway. The service weighed whether to enter the program at the engineering and manufacturing development stage or take a more traditional approach and go through a technology development phase, according to Bush.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe decided the more responsible approach would be to go to a traditional milestone B [decision], which requires the AOA,\u201d he said, referring to the finding that a program can enter the EMD phase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ll know more later this year,\u201d Bush added. \u201cWe will be in a good place to know exactly where things are going to land in terms of the program schedule.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FARA competitive prototyping program is delayed as <a href=\"https:\/\/www.defensenews.com\/smr\/army-modernization\/2020\/03\/25\/lockheed-and-bell-will-compete-head-to-head-to-build-us-armys-future-attack-recon-aircraft\/\" target=\"_blank\">both competitors<\/a> \u2014 <a href=\"https:\/\/www.defensenews.com\/land\/2021\/08\/05\/bell-changes-design-for-the-us-armys-future-attack-recon-aircraft\/\" target=\"_blank\">Textron\u2019s Bell<\/a> and <a href=\"https:\/\/www.defensenews.com\/land\/2020\/02\/20\/lockheeds-raider-x-already-under-construction\/\" target=\"_blank\">Lockheed Martin\u2019s Sikorsky<\/a> \u2014 wait for the Army\u2019s next-generation Improved Turbine Engine Program engine to be installed in already built prototypes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan was to fly at the beginning of fiscal 2023; now, the aircraft are not expected to fly until the fourth quarter of FY24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">General Electric Aerospace, the engine\u2019s developer, said it has resolved the problems that delayed the engine\u2019s delivery and the first two engines will be delivered to FARA competitors by fall 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Army waits for the engine, <a href=\"https:\/\/www.defensenews.com\/industry\/techwatch\/2023\/04\/24\/us-army-preps-mission-tech-for-future-helicopter-despite-engine-delay\/\" target=\"_blank\">it is developing the weapons systems and a critical modular open-system architecture for the aircraft,<\/a> Maj. Gen. Wally Rugen, who is in charge of the Army\u2019s Future Vertical Lift development, told Defense News in a recent interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is our effort to claw back schedule and claw back scope,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army isn\u2019t slated to reach the technology maturation phase of the program until the first quarter
