Tommy Tuberville, R-Ala. They hope to capitalize on this week\u2019s momentum to confirm the nearly 300 other nominees in the relatively near future after the Senate confirmed <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/06\/08\/joint-chiefs-vacancies-loom-amid-tubervilles-senate-standoff\/\" target=\"_blank\">three joint chiefs <\/a>this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Tim Kaine, D-Va., said that a likely option Democrats are considering to break the Tuberville logjam would be to confirm the roughly 300 other general and flag officers on the floor in large block packages, allowing the confirmations to proceed without monopolizing precious Senate floor time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kaine, a member of the Senate Armed Services Committee, told Defense News he expects more floor votes on military nominees after the chamber completes work on the appropriations legislation and stopgap funding bill, which Congress must pass by the end of the month to<a href=\"https:\/\/www.defensenews.com\/newsletters\/2023\/09\/19\/capitol-hill-dysfunction-threatens-key-defense-initiatives\/\" target=\"_blank\"> avoid a government shutdown<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think you\u2019re going to see some big blocks that we needed to break the ice, but we\u2019re going to get them all through,\u201d Kaine said. \u201cWe haven\u2019t taken anything off the table, and we\u2019re going to continue to increase the pressure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are military officials now filling the roughly 300 vacancies in an acting capacity. But the holds have also <a href=\"https:\/\/www.defensenews.com\/air\/2023\/07\/11\/cq-brown-decries-hold-on-nominations-in-hearing-to-head-joint-chiefs\/\">created uncertainty for troops down the ranks<\/a> trying to plan for their futures, <a href=\"https:\/\/www.defensenews.com\/news\/your-marine-corps\/2023\/09\/18\/as-both-the-no-1-and-no-2-marine-his-schedule-is-not-sustainable\/\">forced senior military officials to perform two jobs at once<\/a>, and raised questions about what authorities acting officers do and don\u2019t have absent Senate confirmation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Democrats would prefer Tuberville simply lift his holds to once again allow the Senate to quickly confirm the nominees by unanimous consent, confirming the hundreds of remaining nominees in large block votes could function as a backup plan to break the logjam.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services Committee Chairman Jack Reed, D-R.I., told reporters Thursday that \u201cnothing\u2019s on the table, nothing\u2019s off the table.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Chuck Schumer, D-N.Y., this week held a series of votes to confirm Gen. <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/05\/05\/what-gen-cq-brown-would-bring-as-chairman-of-the-joint-chiefs\/\" target=\"_blank\">CQ Brown<\/a> as chairman of the Joint Chiefs of Staff by an 83-11 vote, Gen. <a href=\"https:\/\/www.defensenews.com\/land\/2023\/07\/12\/gen-randy-george-once-admonished-is-now-army-chief-in-waiting\/\" target=\"_blank\">Randy George<\/a> as Army chief of staff in a 96-1 vote, and Gen. <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2023\/06\/14\/next-commandant-says-he-will-accelerate-marine-corps-transformation\/\" target=\"_blank\">Eric Smith<\/a> as Marine Corps commandant with a 96-0<b> <\/b>vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville was one of the senators to vote against Brown as Joint Chiefs chairman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI just didn\u2019t want to vote for him,\u201d Tuberville told Defense News on Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pushed for clarification by Defense News, Tuberville responded, \u201cI like Gen. Brown,\u201d but noted his \u201cno\u201d vote was due to the broader situation around <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2022\/10\/20\/military-to-provide-leave-travel-expenses-for-troops-seeking-abortion\/\" target=\"_blank\">the Pentagon\u2019s abortion leave policy<\/a>. This policy, which provides paid leave time for troops to receive abortions if they live in states where it\u2019s illegal, is what prompted Tuberville to instate his hold on all military nominees in February.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville did vote to confirm George and Smith even though the abortion policy remains in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Democrats proceed with block votes on the remaining nominees, the Senate may still hold stand-alone votes on Adm. <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/07\/21\/how-franchettis-experience-made-her-bidens-pick-to-lead-the-navy\/\" target=\"_blank\">Lisa Franchetti<\/a>, the nominee for chief of naval operations, and Gen. <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2023\/05\/17\/why-gen-allvin-is-the-frontrunner-to-become-air-force-chief-of-staff\/\" target=\"_blank\">David Allvin<\/a> to serve as Air Force chief of staff. They both had their <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/14\/aukus-agreement-requires-submarine-production-boost-franchetti-says\/\" target=\"_blank\">confirmation<\/a> <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/12\/value-of-ukraine-f-16s-wont-be-immediate-says-us-air-force-general\/\" target=\"_blank\">hearings<\/a> last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schumer had initially declined to hold floor votes on the top military nominees for months while hundreds of other officers remained logjammed, but <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2023\/09\/20\/one-top-military-leader-confirmed-more-to-come-after-senate-deal\/\" target=\"_blank\">reversed course after Tuberville planned to force a vote on Smith<\/a>. Until Tuberville\u2019s blockade, the Senate had historically confirmed these nominees in a rapid floor procedure called unanimous consent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The series of confirmation votes for three nominees took two days, and that\u2019s after Tuberville agreed to speed up some procedural hurdles so the Senate did not have to remain in session to vote through the weekend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recent Congressional Research Service report found it would take roughly 700 hours of floor time \u2014 almost 90 days \u2014 to <a href=\"https:\/\/www.defensenews.com\/newsletters\/2023\/09\/19\/capitol-hill-dysfunction-threatens-key-defense-initiatives\/\" target=\"_blank\">confirm 301 outstanding nominees<\/a> if the Senate did nothing else and neglected its other duties, like funding the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senate expects to receive roughly 300 more military nominations by the end of the year, approximately doubling that timeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a floor speech on Wednesday, Schumer left the door open to changing Senate procedures to allow for the confirmation of a batch of military nominees at once.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSen. Tuberville\u2019s unprecedented disrespect of the men and women who lead our military has, unsurprisingly, caused many of our colleagues to discuss the ways to change the way we process military nominations,\u201d Schumer said. \u201cThey recognize that the Senate process is being abused and that Sen. Tuberville\u2019s reckless actions are harming hundreds of military families.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a rules change may run into resistance from Republicans, meaning Democrats would be able to afford few \u2014 if any \u2014 defections to enact such a change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI do not think we need a rules change,\u201d Sen.
