{"id":65191,"date":"2023-05-11T16:01:00","date_gmt":"2023-05-11T16:01:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/05\/11\/special-operations-role-in-great-power-competition-needs-work\/"},"modified":"2026-08-08T00:43:40","modified_gmt":"2026-08-08T00:43:40","slug":"special-operations-role-in-great-power-competition-needs-work","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2023\/05\/11\/special-operations-role-in-great-power-competition-needs-work\/","title":{"rendered":"Special operations role in great power competition needs work"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">TAMPA, Fla. \u2014 Special operations will play an important role in competition with China and Russia, but that role needs refining, according to military officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Special Operations Command made major contributions during the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/10\/02\/special-operations-forces-must-look-and-fight-differently-for-future-conflicts\/\" target=\"_blank\">Cold War<\/a> and could be critical again, a retired general said during a Wednesday panel at the Global SOF Foundation\u2019s SOF Week here. But one challenge is determining who\u2019s in charge<b>. <\/b>Special operations can\u2019t run the show but they can be at the front of where policy decisions meet the messiness of real-world operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re in almost as awkward a structure for <a href=\"https:\/\/www.militarytimes.com\/news\/2022\/10\/25\/this-author-sees-opportunity-for-us-in-competition-with-china-russia\/\" target=\"_blank\">competition <\/a>as we were for combatting terrorism in 2002. Who\u2019s the lead globally?\u201d said retired Army Gen. Vincent Brooks, who last commanded U.S. Forces in Korea and is now a principal at the consulting firm<b> <\/b>WestExec Advisors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kimberly Field, director of strategy, plans and policy at SOCOM, said the<b> <\/b>command is working to shape its role. In particular, it\u2019s focused on an exercise called \u201cwhat winning looks like.\u201d This training event starts with the pacing threat of China against Taiwan and then zooms out to see how that fits in a global approach to peer adversaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said leaders in the command must \u201cbe able to express what SOF delivers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One panelist pointed out this is not the command\u2019s first pivot. Michael Vickers, a former undersecretary of defense for intelligence, noted that in the decade after Sept. 11, 2001, SOCOM doubled its force and tripled its budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Early in the shift to great-power competition, top defense and intelligence officials questioned the relevance of SOF. But he said that question is now mostly settled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To make this pivot, he said the command must address anti-access, area-denial systems<b> <\/b>China has rolled out in its region. Those will require clandestine infiltration; intelligence, surveillance and reconnaissance; and \u201cstay behind\u201d capabilities in places such as Taiwan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is similar to some of what Vickers saw in the last Cold War. \u201cOne of the big things that kept the Cold War cold and hopefully will keep the new Cold War cold is nuclear weapons and the threat of escalation,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To leverage special operations capabilities, Army Maj. Gen. Steven Edwards, commander of U.S. SOCOM-Europe, pointed to the importance of building partner- and allied-forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen the war kicked off in Ukraine, we all needed to come together, we could not do it alone, we needed to burden share,\u201d Edwards said during the same panel<b>.<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two-star pointed to \u201creverse burden sharing\u201d as well. He said U.S. forces can\u2019t operate within Ukraine, but some partners can, though he did not give specific names.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reverse burden-sharing means U.S. forces can step in to relieve other pressures from partners in their countries or other locations so that those with access to Ukraine can conduct training and
