{"id":65261,"date":"2023-10-23T19:33:17","date_gmt":"2023-10-23T19:33:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/10\/23\/navy-aims-to-hasten-remaining-columbia-sub-work-in-case-of-test-delays\/"},"modified":"2026-08-08T01:01:43","modified_gmt":"2026-08-08T01:01:43","slug":"navy-aims-to-hasten-remaining-columbia-sub-work-in-case-of-test-delays","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2023\/10\/23\/navy-aims-to-hasten-remaining-columbia-sub-work-in-case-of-test-delays\/","title":{"rendered":"Navy aims to hasten remaining Columbia sub work in case of test delays"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">DANVILLE, Va. \u2014 The U.S. Navy is working to accelerate remaining construction work on the first Columbia-class ballistic missile submarine to brace for potential delays during the first-in-class boat\u2019s testing later this decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy and prime contractor General Dynamics\u2019 Electric Boat originally built a six-month buffer into the construction schedule for the future District of Columbia, the first ballistic missile submarine built since the 1990s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/01\/24\/gao-concerned-columbia-program-may-struggle-to-stay-on-schedule\/\">buffer has been fully eroded<\/a> due to both <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/01\/24\/gao-concerned-columbia-program-may-struggle-to-stay-on-schedule\/\">pandemic-related challenges and contractor performance<\/a>, leaders have confirmed, though the boat is still on its contractually mandated schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rear Adm. Scott Pappano, the program executive officer for strategic submarines, told Defense News at a summit here earlier this month he\u2019s working with the shipbuilders to regain that buffer \u201cto give us the opportunity to have problems in testing as the lead ship.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pappano said District of Columbia is through the first phase of structural work and well into the second phase of outfitting. The boat began advanced construction in 2019 and construction in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eyeing the upcoming final assembly and test phase, Pappano said \u201cthe good news is we know how to test ships. We know how to do final assembly and test.\u201d But there are differences between this Columbia-class boomer and the Virginia-class attack submarine the Navy has built for the past 20 years \u2014 chiefly, a strategic weapon system for the nuclear weapons the boomer carries and a first-of-its-kind integrated propulsion system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want to buy more margin back\u201d to allow for challenges in these areas, he said, noting the Navy and industry are seeking to accelerate the remaining outfitting and final assembly work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the Columbia-class SSBN is the Navy\u2019s top acquisition priority and a key effort for the Defense Department as well, the government-industry team has given the Columbia program the resources it needs to stay on schedule, even at the expense of the Virginia submarine program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense News previously reported that, because the Columbia production line was filled first with experienced workers, the Virginia production line at shipbuilding partner HII\u2019s Newport News Shipbuilding <a href=\"https:\/\/www.defensenews.com\/industry\/2023\/02\/09\/newport-news-has-fully-staffed-attack-sub-line-after-years-of-delays\/\">wasn\u2019t fully staffed until February<\/a>. At Electric Boat, the <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/01\/06\/workforce-development-process-improvements-will-make-or-break-the-virginia-class-submarine-program\/\">newest employees were assigned to the Virginia program<\/a>, meaning there were more mistakes and longer rework time, exacerbating existing delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pappano confirmed the industrial base is prioritizing Columbia work, but said it needs to do so even more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGet me the best people, the best crews, the best supervisors,\u201d he said. \u201cHave the right people working to drive that first-time quality. First-time quality is going to be the key to buying back margin.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the Navy will formally procure the second sub of the class, the future Wisconsin, this fiscal year \u2014 facilitated by <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/27\/exemption-given-for-navy-to-build-nuclear-sub-in-stopgap-funding-bill\/\">a measure Congress included in the continuing resolution<\/a> now funding the government \u2014 advanced construction work has already been underway for a couple years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pappano said, in that advanced construction work, he\u2019s already seeing improvements on Wisconsin compared to District of Columbia, which is necessary to meet Wisconsin\u2019s shorter contractual build schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first submarine was allotted 84 months for the build and test cycle; Wisconsin will have 80.
