{"id":65373,"date":"2023-09-14T20:04:28","date_gmt":"2023-09-14T20:04:28","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/09\/14\/aukus-agreement-requires-submarine-production-boost-franchetti-says\/"},"modified":"2026-08-20T14:07:39","modified_gmt":"2026-08-20T14:07:39","slug":"aukus-agreement-requires-submarine-production-boost-franchetti-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2023\/09\/14\/aukus-agreement-requires-submarine-production-boost-franchetti-says\/","title":{"rendered":"AUKUS agreement requires submarine production boost, Franchetti says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><i>Correction: A previous version of this story referred to the Chief of Naval Operations as the Chief Naval Officer in one instance. <\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 The <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/03\/13\/leaders-unveil-a-circuitous-path-to-nuke-powered-australian-subs\/#:~:text=U.S.%20officials%20have%20emphasized%20that,invested%20by%20all%20three%20participants.\" target=\"_blank\">AUKUS agreement<\/a>, under which the U.S. will provide Australia with Virginia-class attack vessels,will require a submarine production increase, the nominee to serve as Chief of Naval Operations told Congress Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Admiral <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/07\/21\/how-franchettis-experience-made-her-bidens-pick-to-lead-the-navy\/\" target=\"_blank\">Lisa Franchetti,<\/a> who would be the first woman to serve in the position and on the Joint Chiefs of Staff, said at her Senate confirmation hearing that AUKUS will require the production of 2.2 Virginia-class submarines per year. That\u2019s a significant increase above the current production rate of 1.2 vessels per year, but slightly less than what senators had anticipated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy understanding is we need to reach 2.2 to meet those requirements, as well as our commitment to continue to produce on Columbia-class submarine,\u201d Franchetti said. \u201cAUKUS is a strategic opportunity for us to knit together the strong partnership we already have with Australia and the U.K. and I think this will again change the adversaries\u2019 decision calculus.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the submarine-industrial base is behind this production goal, Franchetti expressed confidence that the Navy \u201cwill be able to meet and achieve all of those requirements.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/09\/08\/the-us-navy-is-spending-billions-to-stabilize-vendors-will-it-work\/\" target=\"_blank\">Navy expects to achieve production of two Virginia-class submarines per year<\/a> \u2013 its pre-AUKUS goal \u2013 by 2028. Under AUKUS, <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/09\/07\/allies-target-early-aukus-milestones-to-keep-20-year-plan-on-track\/\" target=\"_blank\">the U.S. plans to sell between three to five Virginia-class submarines to Australia<\/a> as an interim capability in the early 2030s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/06\/13\/key-lawmakers-flex-new-positions-to-bolster-shipbuilding-industry\/\" target=\"_blank\">Roger Wicker<\/a> of Mississippi, the top Republican on the Armed Services Committee, led half the GOP caucus in a July letter to President Joe Biden <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/05\/aukus-standoff-australia-uk-wait-on-congress-to-approve-pact\/\" target=\"_blank\">arguing that the Navy needs to invest additional funding the submarine-industrial base <\/a>beyond the $647 million the White House requested for fiscal 2024. The letter projected that the U.S. would need to produce 2.3 to 2.5 Virginia-class submarines per year to \u201cavoid further shrinking our fleet\u2019s operational capacity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wicker <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/07\/26\/house-advances-aukus-authorizations-amid-sub-export-control-debate\/\" target=\"_blank\">blocked two AUKUS authorizations from the Fiscal 2024 defense policy bill<\/a>, demanding additional money for the submarine-industrial base. One authorization would permit the transfer of two Virginia-class submarines to Australia, while the other would allow the Biden administration to accept the $3 billion Canberra intends to invest in the U.S. submarine-industrial base as part of the AUKUS agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Franchetti laid out a roadmap to bolstering Virginia-class production capacity from 1.2 to 2.2 submarines per year during her confirmation hearing by \u201ccontinuing to partner with industry to get after their biggest challenges.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those steps include workforce development at the yards working on submarines \u2013 \u201cmaking sure that we can go out and help them recruit the people they need\u201d \u2013 and data analytics \u201cto understand throughput through the shipyards so we can be more effective with the workforce that we do have.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also said the Navy needs to make sure industry has \u201call the long-lead time materials \u2013 the parts, the spare parts \u2013 that they need to be able to move through that production line very quickly.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Franchetti warned that the Navy would not be able to begin construction of the next Virginia-class and Columbia-class submarines under a government shutdown or stopgap funding bill. House <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/13\/freedom-caucus-derails-pentagon-spending-bill-foreshadowing-shutdown\/\" target=\"_blank\">Republicans on Wednesday cancelled votes on the defense spending bill<\/a> amid a litany of additional demands from the right-wing Freedom Caucus, increasing the prospect of a government shutdown at the end of the month.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><b>The Tuberville blockade<\/b><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Franchetti told senators she has not yet received a briefing on AUKUS submarine-industrial base investments from the Pentagon\u2019s Cost Assessment and Program Evaluation office, citing a lack of \u201cbandwidth\u201d given the fact that she\u2019s currently performing two roles simultaneously. However, she committed to expeditiously putting the briefing on her calendar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the vice chief of naval operations, Franchetti currently serves as the acting chief of naval operations. The former chief, Admiral Mike Gilday, left the post in August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the Senate Armed Services Committee did not hold Franchetti\u2019s nomination hearing until this month, her confirmation would nonetheless run up against <a href=\"https:\/\/www.airforcetimes.com\/air\/2023\/09\/13\/at-air-force-conference-officials-call-out-effect-of-tuberville-holds\/\" target=\"_blank\">a blanket hold on the swift confirmation of all general and flag officer promotions instated by Sen. Tommy Tuberville<\/a>, R-Ala.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The six-month hold, which Tuberville instated over the Pentagon\u2019s abortion leave policy, has already ensnared more than 300 military confirmations, including <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/06\/08\/joint-chiefs-vacancies-loom-amid-tubervilles-senate-standoff\/\" target=\"_blank\">two other joint chiefs nominees<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During her hearing, Franchetti testified that it would take \u201cyears to recover\u201d from Tuberville\u2019s promotion delays, even if the Senate eventually confirms them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust at the three-star level, it would take about three to four months just to move all the people around,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuberville has argued that Senate Majority Leader Chuck Schumer, D-N.Y., should <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2023\/09\/12\/senate-republicans-now-blame-democrats-for-military-leadership-gaps\/\" target=\"_blank\">put the joint chiefs nominees on the floor for stand-alone votes<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it would take until at least the middle of next year to do individual floor votes on the hundreds of other military nominees, even if the Senate neglected its other duties like funding the government and military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Congressional Research Services report released this week found it would take the Senate some 700 hours of floor time to confirm the 301 outstanding nominees.
