{"id":65673,"date":"2023-12-18T20:51:44","date_gmt":"2023-12-18T20:51:44","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/12\/18\/congress-demands-quicker-fielding-of-hypersonic-weapons-interceptor\/"},"modified":"2026-08-08T01:03:12","modified_gmt":"2026-08-08T01:03:12","slug":"congress-demands-quicker-fielding-of-hypersonic-weapons-interceptor","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2023\/12\/18\/congress-demands-quicker-fielding-of-hypersonic-weapons-interceptor\/","title":{"rendered":"Congress demands quicker fielding of hypersonic weapons interceptor"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Congress is pushing the Missile Defense Agency to field <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/06\/24\/raytheon-northrop-advance-in-competition-to-develop-hypersonic-weapons-interceptor\/\" target=\"_blank\">interceptors that can defeat hypersonic weapons <\/a>more quickly than planned in the recently passed fiscal 2024 National Defense Authorization Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the most recent projections from the agency for delivering a<a href=\"https:\/\/www.defensenews.com\/pentagon\/2021\/11\/20\/heres-the-three-companies-selected-to-design-hypersonic-missile-interceptors-for-mda\/\" target=\"_blank\"> Glide Phase Interceptor, or GPI<\/a> \u2014 capable of intercepting a <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/smd\/2022\/08\/12\/missile-defense-agency-priorities-include-hypersonics-guam-hill-says\/\" target=\"_blank\">hypersonic missile in its glide phase <\/a>of flight \u2014 have been <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/02\/02\/budget-uncertainty-throttles-mdas-development-of-a-hypersonic-missile-interceptor\/\" target=\"_blank\">rough estimates around the early 2030s<\/a>, Congress is mandating the program reach initial operational capability by the end of 2029.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means MDA must not only prove the capability can counter hypersonic weapons in tests, but deliver and field \u201cnot fewer than 12\u2033 GPIs by the deadline, according to the NDAA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, the legislation notes the program is required to reach full operational capability by the end of 2032, and adds that the Pentagon must field \u201cnot fewer than 24\u2033 GPIs by the end of 2040.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Establishing full operational capability also would include the ability for the GPI \u201cto be operated collaboratively with space-based or terrestrial sensors that the Department of Defense expects to be deployed before the end of 2032,\u201d according to the legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To boost the effort, Congress authorized $225 million in additional funding beyond the agency\u2019s FY24 ask of $209 million for hypersonic defense development efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers also authorized MDA\u2019s director to enter a cooperative development agreement \u201cwith one or more international partners\u201d to develop the capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/20\/us-japan-exploring-partnership-on-hypersonic-missile-interceptor\/\" target=\"_blank\">MDA and Japan have been in talks regarding a co-development arrangement for GPI<\/a>, much like the program to develop and procure the Navy\u2019s SM-3 Block IIA program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raytheon Technologies \u2014 an RTX company \u2014 and Northrop Grumman are each developing hypersonic weapons interceptors in an MDA-led competition. Each company has received roughly $61 million to date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Developing interceptors capable of defeating a hypersonic missile that can travel more than five times the speed of sound and can maneuver in the glide phase of flight is expected to be challenging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The interceptors will be designed to fit into the U.S. Navy\u2019s current Aegis Ballistic Missile Defense destroyers. It will be fired from its standard vertical launching system and integrated with the modified Baseline 9 Aegis Weapon System that detects, tracks, controls and engages hypersonic threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is pressure on the United States to develop an interceptor to counter hypersonic weapons as its adversaries like Russia and China sprint ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia and China are making a lot of headway; they might be slightly ahead of us. But we\u2019re spending $4 billion a year to catch up in offensive hypersonics,\u201d Mark Montgomery, a defense expert at the Foundation for Defense of Democracies, told Defense News in a recent interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe would have no defense against that,\u201d he said, and \u201cyou would expect that we would be taking risks, pushing fast to get hypersonic defense done, but we\u2019re<a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/13\/missile-defense-agency-prioritizes-guam-in-budget-proposal\/\" target=\"_blank\"> only spending about $250 million<\/a> \u2026 a year on hypersonic defense, so less than 10% of hypersonic offense.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lawmakers have mandated the Pentagon
