{"id":65987,"date":"2023-08-01T15:26:18","date_gmt":"2023-08-01T15:26:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/08\/01\/pentagons-strategy-planner-wants-china-crisis-channels\/"},"modified":"2026-08-08T00:59:19","modified_gmt":"2026-08-08T00:59:19","slug":"pentagons-strategy-planner-wants-china-crisis-channels","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2023\/08\/01\/pentagons-strategy-planner-wants-china-crisis-channels\/","title":{"rendered":"Pentagon\u2019s strategy planner wants China crisis channels"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 A Pentagon official tasked with implementing the National Defense Strategy called on China to open crisis communications channels with the U.S. as Beijing continues to expand its nuclear arsenal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mara Karlin, the assistant secretary of defense for strategies, plans and capabilities, told reporters at a Defense Writers Group roundtable on Tuesday that \u201cescalation management in the Indo-Pacific is so incredibly important\u201d when asked about China\u2019s accelerating nuclear capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have been trying really hard to set up communications channels, and they have not been enthusiastic about this,\u201d said Karlin. \u201cThat\u2019s really problematic. When we look at history, it is usually quite helpful for us to be able to sit down and speak with those whom we disagree not least so we can get an understanding of what they\u2019re doing, what we\u2019re doing, what we all think is escalatory and how we might understand it in different ways.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. Strategic Command, which oversees the nuclear arsenal, <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/02\/07\/china-surpasses-us-in-number-of-icbm-launchers\/\" target=\"_blank\">disclosed in February that China has more Intercontinental Ballistic Missile launchers than the United States<\/a>, which has 450.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s 2022 China military power report found that Beijing\u2019s nuclear warhead stockpile has surpassed 400 and projected \u201cit will likely field a stockpile of about 1,500 warheads by its 2035 timeline\u201d if it continues its current rate of nuclear expansion. The U.S. stockpile contained 3,750 nuclear warheads as of 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration\u2019s <a href=\"https:\/\/www.defensenews.com\/pentagon\/2022\/10\/27\/biden-national-defense-strategy-tackles-china-russia-nuke-deterrence\/\" target=\"_blank\">2022 National Defense Strategy prioritizes deterring China in the Indo-Pacific<\/a> followed by Russia\u2019s challenge in Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To that end, Karlin emphasized the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2023\/03\/10\/chinas-neighbors-seek-expanded-partnerships-with-us-to-deter-defend\/\" target=\"_blank\">deepening U.S. engagement with Indo-Pacific allies and partners<\/a> while noting their growing investments in their own military capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karlin singled out \u201cAustralia and Japan as two notable cases where they\u2019re investing meaningfully in their military\u201d and noted both countries \u201care putting out strategies that are very much in line\u201d with the U.S. National Defense Strategy. She also noted the two U.S. allies are forging closer ties, while Japan and South Korea are collaborating more closely as well despite their historical tensions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, she said <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/07\/26\/house-advances-aukus-authorizations-amid-sub-export-control-debate\/\" target=\"_blank\">overhauling export control regulations for Australia and the U.K as part of the trilateral AUKUS agreement<\/a> would help get the three countries\u2019 defense industrial bases \u201cknitted together.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the emphasis on the Indo-Pacific, Karlin emphasized that U.S. force posture in other areas of the world, like the Middle East, has remained steady.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s this notion, particularly held by some of our partners across the Middle East, that the United States is abandoning the region,\u201d she said. \u201cI just don\u2019t really see the evidence that that is accurate. We still have something like 25,000 to 30,000 or so troops that are out there. We still have a bunch of capabilities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also highlighted Israel\u2019s 2021 integration into U.S. Central Command, which oversees forces in the region, as well as its recent normalization agreements with several Gulf Arab countries brokered by former President Donald Trump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden recently has endeavored to follow up on these agreements by pursuing<b> <\/b>his own Israeli-Saudi normalization deal. The Saudis have reportedly asked for a mutual security pact with the U.S. as one of their conditions to normalize ties with Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karlin declined to discuss \u201cinternal deliberations\u201d regarding a mutual defense pact with the Saudis, but said \u201cto the extend you can more closely knit together across the region to help with security and
