Bernie Sanders, I-Vt., forced a floor vote by invoking a previously unused provision in the Foreign Assistance Act. Had the Senate passed the resolution, it would have required the State Department to report to Congress within a month on allegations of Israeli human rights violations. Failure to submit the report would have frozen Israel\u2019s annual $3.8 billion in U.S. military aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis aggressive military campaign has led to massive destruction and widespread civilian harm,\u201d Sanders said on the Senate floor last week. \u201cThere is extensive evidence showing that it has been, far and away, the most intensive bombing campaign of the 21st century.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven all of this, the scale of the destruction, and the extensive use of U.S. arms in this campaign, including thousands of massive 2,000-pound bombs, Congress must act to conduct real oversight,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Rand Paul of Kentucky was the lone Republican to vote in favor of the resolution with Sanders and nine Democrats. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House came out against the resolution, which also would have required the State Department to report on any steps the Biden administration took to encourage Israel to limit civilian casualties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do not believe that this resolution is the right vehicle to address these issues,\u201d White House National Security Council spokesman John Kirby told reporters last week. \u201cAnd we don\u2019t think now is the right time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Israel\u2019s Gaza offensive has <a href=\"https:\/\/apnews.com\/article\/israel-hamas-war-live-updates-01-15-2024-966bd5a9375e7439dd3de5fc113a7e7d\" target=\"_blank\">killed more than 24,000 Palestinians<\/a> \u2014 mostly civilians \u2014 while wounding more than 58,000, according to the Gaza Health Ministry. It has displaced some 85% of the Gaza Strip\u2019s 2.2 million people, <a href=\"https:\/\/abcnews.go.com\/International\/grim-milestone-1-gaza-strip-population-killed-israel\/story?id=106218611#:~:text=The%20Israel%2DHamas%20war%20has,Gaza%20Strip%2C%20some%20multiple%20times.\" target=\"_blank\">per the United Nations Relief and Works Agency<\/a>, with <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/gaza-destruction-bombing-israel-aa528542\" target=\"_blank\">roughly 70% of homes destroyed<\/a>. Palestinians in Gaza also face mass starvation and dehydration<b> <\/b>amid a<a href=\"https:\/\/www.voanews.com\/a\/un-more-aid-entry-points-needed-to-gaza-to-prevent-famine\/7440759.html\" target=\"_blank\"> blockade that\u2019s allowing only a trickle of aid to enter<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamas attacked Israel on Oct. 7, prompting the offensive. The militant group had <a href=\"https:\/\/www.haaretz.com\/haaretz-explains\/2023-10-19\/ty-article-magazine\/israels-dead-the-names-of-those-killed-in-hamas-massacres-and-the-israel-hamas-war\/0000018b-325c-d450-a3af-7b5cf0210000\" target=\"_blank\">killed some 1,200 Israelis<\/a>, mostly civilians, according to the Israel Defense Forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Sanders resolution would also have required the State Department to certify that no Israeli security units receiving U.S. assistance committed \u201cany gross violations of human rights\u201d since January 2018. It also would have requested more details on State Department and Pentagon vetting procedures for Israel under the <a href=\"https:\/\/www.state.gov\/key-topics-bureau-of-democracy-human-rights-and-labor\/human-rights\/leahy-law-fact-sheet\/\" target=\"_blank\">Leahy law<\/a>, which requires the suspension of security aid to any foreign military unit that commits gross human rights violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the Senate has yet to reach a compromise on a massive foreign aid spending bill that includes another $14 billion in Israel military aid. That bill is tied up in <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/12\/06\/ukraine-aid-in-peril-as-senate-republicans-walk-out-of-heated-briefing\/\" target=\"_blank\">a separate debate over unrelated immigration policy changes<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/11\/02\/house-passes-israel-military-aid-bill\/#:~:text=Granger's%20bill%20also%20allocates%20%243.5,requirement%20for%20Foreign%20Military%20Financing.\" target=\"_blank\">House in November passed 226-196 a stand-alone $14 billion Israel aid bill<\/a> based on President <a href=\"https:\/\/www.defensenews.com\/global\/the-americas\/2023\/10\/20\/biden-asks-for-defense-package-israel-ukraine-aukus-and-the-pacific\/\" target=\"_blank\">Joe Biden\u2019s supplemental spending request in October<\/a>. But most Democrats oppose that legislation because Republicans added<b> <\/b>a provision requiring<b> <\/b>an equal level of cuts to the
