The report did not find any instances of misuse or diversion of the U.S. equipment, as Pentagon Inspector General Robert Storch noted such an assessment would \u201cfall beyond the scope of this project.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile there has been significant improvement in the delinquency rate for inventorying this sensitive equipment, persistent gaps as identified in our evaluation may correlate with an inability to maintain complete accountability for this critical U.S. security assistance,\u201d Storch said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon released enhanced end-use monitoring guidance in December 2022. About<b> <\/b>$1.7 billion worth of equipment sent to Ukraine falls under these guidelines. The report found that $1 billion of this amount did not live up to these standards, with equipment not properly bar-code scanned and entered into the appropriate database within the required 90-day timeframe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Pentagon Inspector General,<b> <\/b>Defense Department compliance on tracking this equipment has improved, with delinquency falling by 27% from February to June 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, the Inspector General report notes \u201csignificant personnel limitations and accountability challenges remain.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It recommends the Defense Department improve<b> <\/b>inventory procedures for equipment that requires enhanced tracking and bettering<b> <\/b>\u201cthe accuracy and completeness\u201d of its database, among other measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the Pentagon press briefing Thursday, Maj. Gen. Pat Ryder said there were no credible signs American aid is being used illegally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department is taking steps to better track its equipment, include using handheld scanners to scan barcodes and working with partners to monitor inventory, Ryder said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Ukrainians have offered unprecedented access to information as it relates to the equipment that we\u2019re providing,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, Ryder said the Pentagon continues to see Ukraine use American aid on the battlefield, despite Russian \u201cdisinformation to the contrary.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Inspector General report comes at a sensitive time for Ukraine, with the fate of continued U.S. assistance to the war-torn country uncertain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President <a href=\"https:\/\/www.defensenews.com\/global\/the-americas\/2023\/10\/20\/biden-asks-for-defense-package-israel-ukraine-aukus-and-the-pacific\/\" target=\"_blank\">Joe Biden\u2019s $61 billion request to Congress<\/a> for additional military and economic support to Ukraine has stalled on Capitol Hill, with <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/12\/06\/ukraine-aid-in-peril-as-senate-republicans-walk-out-of-heated-briefing\/\" target=\"_blank\">Republicans demanding a series of unrelated immigration policy changes<\/a> to advance the package. The Pentagon notified Congress in December <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/12\/18\/biden-to-use-last-of-ukraine-funds-this-month-if-congress-doesnt-act\/#:~:text=Pentagon%20Comptroller%20Mike%20McCord%20sent,weapons%20stockpiles%20sent%20to%20Ukraine.\" target=\"_blank\">it is using the last $1 billion it has on hand to replenish U.S. equipment for Ukraine<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress has passed a cumulative $113 billion in Ukraine economic and security aid since Russia\u2019s invasion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukrainian President <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/12\/13\/zelenskyy-asks-congress-for-more-air-defenses-as-ukraine-aid-dwindles\/\" target=\"_blank\">Volodymyr Zelenskyy is pushing for additional air defenses<\/a> to ward off Russian missile barrages. He has previously <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/09\/21\/zelenskyy-warns-congress-dod-that-kyiv-will-lose-without-aid\/\" target=\"_blank\">told Congress Kyiv will lose the
