Lisa Franchetti said Tuesday at the WEST 2024 conference in San Diego.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2024\/02\/13\/northrop-to-showcase-project-scion-tech-payloads-for-unmanned-vessels\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/MARTAC-T38-With-NGC-Scion-Payload.png.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Northrop to showcase Project Scion tech payloads for unmanned vessels<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Payloads produced by Northrop Grumman&#039;s Project Scion were recently tested aboard a Martac T38 in the Chesapeake Bay.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">She said the Navy is focused on the eventual incorporation of unmanned systems into real-world operations, even if they largely exist today as one-off prototypes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/naval\/2023\/04\/12\/us-navy-aims-to-field-manned-unmanned-fleet-within-10-years\/\">Defense News reported last year<\/a> that the Navy viewed its manned-unmanned hybrid fleet in three phases: prototyping and experimentation in the five-year Future Years Defense Program, from fiscal 2024 through 2028; buying programs of record and beginning to use them in the next FYDP, from FY29-33; and having a fully operational unmanned fleet in the third FYDP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Franchetti told attendees at the conference hosted by the U.S. Naval Institute and AFCEA that she stands by that timeline and that the Navy would be operating unmanned systems \u201cat speed and scale\u201d in real-world missions by that third FYDP.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"6016\" height=\"4016\" src=\"\/wp-content\/uploads\/2026\/08\/Franchetti-2.jpg.jpg\" alt=\"U.S. Chief of Naval Operations Adm. (Colin Demarest\/C4ISRNET)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the experimentation the U.S. Navy is undertaking today, the CNO said the service is focused on creating the infrastructure, networks, concepts of operations and other enablers of future unmanned operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Franchetti said many of her foreign counterparts are also eyeing unmanned systems for warfighting or for maritime surveillance, creating an opportunity to learn together and partner as the technology matures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also noted the U.S. Navy already has the <a href=\"https:\/\/www.defensenews.com\/naval\/2021\/12\/16\/us-navy-triton-uav-returns-from-guam-ahead-of-transition-to-more-capable-variant\/\">MQ-4C Triton flying today<\/a> out of Guam, with the next detachment standing up \u201csoon\u201d in at Naval Air Station Sigonella in Italy, and another detachment out of Bahrain to follow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CNO added the Navy is still on track to hit initial operational capability for its MQ-25 Stingray carrier-based unmanned refueling aircraft in 2026, which will add range and lethality to the carrier air wing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018Not about numbers\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Franchetti addressed ongoing concerns and criticisms that the Navy\u2019s manned fleet is too small, sitting at 292 compared to a requirement for more than 380.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s clear that we do need a larger navy,\u201d she noted, adding that every Navy study supports that notion. But she added, \u201cI look at our navy as part of a broader warfighting ecosystem. It\u2019s not about numbers; it\u2019s about how you put it all together. It\u2019s platforms on, under and above the sea; it\u2019s the networks that enable them; it\u2019s the cyber; it\u2019s our work in space; it\u2019s work with all the joint force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With this all, coupled with the Navy\u2019s incorporation of emerging technologies, \u201cwe are the dominant combat warfighting force,\u201d she concluded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Franchetti addressed four key technology focus areas during her prepared remarks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, she said, the fleet is using artificial intelligence and machine learning to allow for condition-based maintenance that frees up sailors to do more important work to keep their ships ready to fight; it\u2019s using additive manufacturing on large ships like aircraft carriers and amphibious assault ships to keep the ships ready; and it\u2019s using robotics to assess the material condition of ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, she said the drive to incorporate unmanned systems will increase the range and lethality of the manned fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Third, she said the Project Overmatch fleetwide connectivity effort will support distributed maritime operations and decision superiority, allowing data to flow reliably when needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And lastly, she said, the Navy is focused on getting its people ready to use these technologies. In addition to creating more training opportunities and empowering junior sailors who are proficient in using unmanned systems, big data, additive manufacturing and other highly sought-after skills, she said the service is also exploring the establishment of a robotics rating to create a cadre of experts to manage the future manned-unmanned
