{"id":67180,"date":"2024-06-13T20:58:19","date_gmt":"2024-06-13T20:58:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2024\/06\/13\/are-we-sure-china-views-sea-power-the-same-way-the-west-does\/"},"modified":"2026-08-08T01:07:12","modified_gmt":"2026-08-08T01:07:12","slug":"are-we-sure-china-views-sea-power-the-same-way-the-west-does","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/opinion\/2024\/06\/13\/are-we-sure-china-views-sea-power-the-same-way-the-west-does\/","title":{"rendered":"Are we sure China views sea power the same way the West does?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><i>This is part of a series exploring ways to strengthen the U.S. Navy\u2019s fleet. <\/i><a href=\"https:\/\/www.defensenews.com\/author\/douglas-robb\/\" target=\"_blank\"><i>Click here<\/i><\/a><i> to see the entire series.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chinese People\u2019s Liberation Army Navy now includes multiple <a href=\"https:\/\/digital-commons.usnwc.edu\/cmsi-maritime-reports\/5\/\" target=\"_blank\">warship classes<\/a>, fifth-generation <a href=\"https:\/\/www.scmp.com\/news\/china\/military\/article\/3253044\/fresh-sightings-chinas-j-35-fighter-plans-deck-liaoning-aircraft-carrier\" target=\"_blank\">fighters<\/a> and an <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/09\/21\/satellite-images-reveal-chinese-expansion-of-submarine-base\/\" target=\"_blank\">expanding submarine force<\/a>. These means \u2014 combined with, in the <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/Indo-Pacific\/China-s-territorial-claims-illegal-deceptive-U.S.-Indo-Pacific-chief\" target=\"_blank\">words<\/a> of U.S. Indo-Pacific Command leader Adm. Samuel Paparo, illegal, coercive, aggressive and deceptive maritime <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2020\/11\/04\/the-military-must-learn-to-operate-more-in-the-gray-zone\/\" target=\"_blank\">gray zone activities<\/a> \u2014 seemingly imply that China\u2019s strategic ends are self-evident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, on closer examination, strategists are right to ask if the U.S. \u2014 or more broadly the West \u2014 understands the extent to which China values sea power as an enabler for grand strategy. Are we <a href=\"https:\/\/www.heritage.org\/europe\/report\/the-mirror-image-fallacy-understanding-the-soviet-union\" target=\"_blank\">mirroring or projecting<\/a> our reasonable and rational expectations onto Beijing?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem with mirroring is that it catalyzes policies aimed at eliciting certain behaviors on the assumption that two actors think alike. Such mirroring can be the product of institutionalization or a lack of imagination, something that took Western naval analysts decades <a href=\"https:\/\/www.cna.org\/archive\/CNA_Files\/pdf\/cop-2013-u-005622-final.pdf#page=13\" target=\"_blank\">to discern during the Cold War<\/a>. Even <a href=\"https:\/\/www.defensenews.com\/pentagon\/2024\/05\/07\/how-dc-became-obsessed-with-a-potential-2027-chinese-invasion-of-taiwan\/\" target=\"_blank\">referring to China as the United States\u2019 strategic \u201cpacing challenge\u201d<\/a> implies an element of mirroring by benchmarking one against the other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consequently, policymakers should ask three questions to help frame our understanding of China\u2019s view on sea power to <a href=\"https:\/\/www.usni.org\/magazines\/proceedings\/2024\/april\/enhance-naval-deterrence-near-and-far\" target=\"_blank\">formulate<\/a> sound naval <a href=\"https:\/\/www.usni.org\/magazines\/proceedings\/2022\/august\/campaign-plan-south-china-sea\" target=\"_blank\">strategy<\/a> and optimize resources for the future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>First, why isn\u2019t China employing its naval force like we do? <\/b>China is <a href=\"https:\/\/www.popularmechanics.com\/military\/navy-ships\/a60116121\/china-building-a-4th-aircraft-carrier\/\" target=\"_blank\">building<\/a> aircraft carriers, but construction is not the same as operation. Ample evidence suggests China will <a href=\"https:\/\/news.usni.org\/2024\/05\/01\/chinese-aircraft-carrier-fujian-leaves-for-first-set-of-sea-trials\" target=\"_blank\">employ<\/a> its ships differently than the U.S. or U.K. navies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, <a href=\"https:\/\/www.defensenews.com\/naval\/2022\/06\/17\/china-launches-third-aircraft-carrier\/\" target=\"_blank\">Chinese carriers<\/a> sail almost exclusively in the so-called near seas, rarely venturing beyond the first island chain, which stretches from Japan\u2019s East China Sea islands through the Philippines. (An Ni\/Xinhua via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Conversely, Western naval doctrine prioritizes safeguarding high-value assets, employing carriers in the open ocean to exert sea and air control over a wide area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, whereas Western navies use carriers for power projection, China appears to use them to protect other naval forces. China has armed the capable Renhai-class cruiser with long-range anti-ship missiles that could make <a href=\"https:\/\/www.defensenews.com\/naval\/2017\/06\/28\/china-launches-its-most-advanced-homegrown-class-of-guided-missile-destroyers\/\" target=\"_blank\">this ship<\/a>, rather than a carrier, the centerpiece of a task force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some assess that China\u2019s aircraft carrier program is a \u201c<a href=\"https:\/\/www.reuters.com\/world\/chinas-aircraft-carriers-play-theatrical-role-pose-little-threat-yet-2023-05-05\/\" target=\"_blank\">propaganda showpiece<\/a>.\u201d Perhaps China\u2019s naval buildup is about number parity or another <a href=\"https:\/\/foreignaffairs.house.gov\/wp-content\/uploads\/2020\/02\/Egregious-Cases-of-Chinese-Theft-of-American-Intellectual-Property.pdf\" target=\"_blank\">instance<\/a> of <a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy-defence\/article\/2094627\/why-china-still-cant-beat-us-become-worlds-most\" target=\"_blank\">copycatting<\/a>. Or maybe China <a href=\"https:\/\/interpret.csis.org\/translations\/comrade-xi-jinpings-remarks-to-the-eighth-collective-study-session-of-the-ccp-politburo\/#:~:text=A%20strong%20country%20is%20a%20strong%20maritime%20power,%20and%20a%20weak%20country%20is%20a%20weak%20maritime%20power\" target=\"_blank\">believes<\/a> carriers are a mark of superpower status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Irrespective of the rationale, we fall into the trap of mirroring if we assume similar ships flying different ensigns will be employed similarly.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2023\/03\/24\/why-is-china-strengthening-its-military-its-not-all-about-war\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"187\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1235533987.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why is China strengthening its military? It\u2019s not all about war.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A grasp of the myriad drivers could help observers more accurately assess the danger posed by the People&#039;s Liberation Army modernization.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Second, why doesn\u2019t China seek maritime partnerships like we do? <\/b>The U.S. Navy values multilateral maritime partnerships in the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2024\/04\/03\/pacific-problems-why-the-us-disagrees-on-the-cost-of-deterring-china\/\" target=\"_blank\">Indo-Pacific region<\/a> and strengthens them through exchanges, exercises, combined operations and industry cooperation. China has not pursued the same capacity-building approach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although China carries out periodic exercises in the Indian Ocean with Iranian and Russian warships, the commitment is lukewarm at best; in 2021, the Chinese <a href=\"https:\/\/www.al-monitor.com\/originals\/2024\/03\/are-iran-russia-china-naval-drills-symbolic-or-security-tilt-east\" target=\"_blank\">didn\u2019t show up<\/a>. The interoperability practiced by the U.S. and its allies remains beyond the scope of Chinese naval ambition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More recently, China has eschewed an opportunity for maritime multilateralism by <a href=\"https:\/\/www.politico.com\/news\/2023\/12\/21\/beijing-u-s-red-sea-shipping-00132861\" target=\"_blank\">declining<\/a> to participate in <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/12\/19\/us-unveils-international-force-to-defend-red-sea-heres-what-we-know\/\" target=\"_blank\">Operation Prosperity Guardian<\/a> in <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2024\/02\/12\/all-the-houthi-us-navy-incidents-in-the-middle-east-that-we-know-of\/\" target=\"_blank\">the Red Sea<\/a>. This move underscores Beijing\u2019s unilateral and skeptical approach, possibly out of fear of losing face in a congested maritime space or a <a href=\"https:\/\/www.hudson.org\/chinese-perspectives-alliance-alignment-entrapment-concerns-chinas-foreign-relations-liselotte-odgaard\" target=\"_blank\">belief<\/a> that partnerships are liabilities rather than enablers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By assuming that partnership-building is a cornerstone of all regional naval strategies, Western navies risk projecting allied diplomatic and military expectations onto China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Third, why doesn\u2019t China use its overseas naval facilities like we do? <\/b>One of the key features of a global blue-water navy is a <a href=\"https:\/\/www.defensenews.com\/opinion\/2024\/05\/03\/with-chinese-warships-anchoring-in-cambodia-the-us-needs-to-respond\/\" target=\"_blank\">network of bases and port-access agreements<\/a> in friendly countries. (Courtesy of BlackSky)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.cfr.org\/blog\/chinas-strategy-djibouti-mixing-commercial-and-military-interests\" target=\"_blank\">China\u2019s military facility in Djibouti<\/a> is its sole overseas base but is only used regularly by China\u2019s modest, three-ship Middle East <a href=\"https:\/\/thediplomat.com\/2024\/03\/back-to-engagement-chinas-escort-task-force-naval-diplomacy-post-covid\/\" target=\"_blank\">task force<\/a>. And while the hydrographics and piers can <a href=\"https:\/\/news.usni.org\/2021\/04\/20\/africom-chinese-naval-base-in-africa-set-to-support-aircraft-carriers\" target=\"_blank\">reportedly accommodate<\/a> carriers, none have entered the Indian Ocean to date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has favored direct commercial investment rather than military facility construction. Consequently, it holds relatively little maritime influence in the Indian Ocean. Though Chinese warships refuel in Sri Lanka; repairs and rearming are conducted back home.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mirroring happens when we expect China to use its overseas facilities as an extension of its naval might. These assumptions can then form the basis for U.S. policy decisions that allocate time and finite resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fairness, it can be easy to commit the mirroring fallacy. To an untrained eye, China\u2019s warships, aircraft, weapons and even uniforms look recognizably similar. And its tit-for-tat scorekeeping and documented belligerency makes it easy to assume the worst.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the truth may be that our views on sea power fundamentally differ. Look no further than <a href=\"https:\/\/www.defensenews.com\/global\/asia-pacific\/2019\/05\/31\/testing-the-waters-chinas-maritime-militia-challenges-foreign-forces-at-sea\/\" target=\"_blank\">China\u2019s use<\/a> of a <a href=\"https:\/\/www.foyles.co.uk\/book\/naval-constabulary-operations-and-fisheries-governance\/sean-a-g-andrews\/9781032641973\" target=\"_blank\">\u201cpara-naval\u201d militia<\/a> to enforce maritime policies, a tactic anathema to Western conceptions of the rule of law at sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scale and impact of China\u2019s \u201copaque second navy\u201d are monumental: Its <a href=\"https:\/\/www.csis.org\/analysis\/responding-more-coercive-chinese-coast-guard-and-potential-prc-quarantine-taiwan\" target=\"_blank\">Coast Guard<\/a> alone forms the world\u2019s largest of its kind, and its <a href=\"https:\/\/openknowledge.fao.org\/server\/api\/core\/bitstreams\/9df19f53-b931-4d04-acd3-58a71c6b1a5b\/content\/sofia\/2022\/fishing-fleet.html\" target=\"_blank\">fishing fleet<\/a> is the world\u2019s largest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analysis must be clear-eyed given the stakes involved with two nuclear powers. Therefore, as the U.S. and its allies position their policies and platforms for the future, we would be wise to recognize if and when we may be mirroring our perceptions onto competitors. Only then can we appreciate that the beauty of sea power may be in the eyes of the beholder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Cmdr.
