{"id":67446,"date":"2024-04-16T13:36:42","date_gmt":"2024-04-16T13:36:42","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2024\/04\/16\/austin-speaks-with-chinese-counterpart-in-latest-reopening-of-talks\/"},"modified":"2026-08-08T00:57:58","modified_gmt":"2026-08-08T00:57:58","slug":"austin-speaks-with-chinese-counterpart-in-latest-reopening-of-talks","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2024\/04\/16\/austin-speaks-with-chinese-counterpart-in-latest-reopening-of-talks\/","title":{"rendered":"Austin speaks with Chinese counterpart in latest reopening of talks"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">U.S. Secretary of Defense Lloyd Austin spoke Tuesday morning with China\u2019s minister of defense \u2014 the highest level of military communications to resume between the two countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a readout of the call, the Pentagon said they discussed the war in Ukraine, North Korea, operating in the South China Sea and U.S. policy toward Taiwan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last time Austin held such a conversation was in late 2022. Since then, China\u2019s defense minister seat has turned over twice \u2014 partly due to a broad anti-corruption purge in the Chinese military. The position is now held by Adm. Dong Jun, who Austin spoke with for the first time on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China ended most military talks with the U.S. in 2022, after then-House Speaker Nancy Pelosi, D-Ca., visited Taiwan, which China\u2019s government considers a rogue breakaway province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dong\u2019s predecessor \u2014 Gen. Li Shangfu \u2014 was sanctioned by the U.S. government for his former role in buying weapons for the Chinese military. China said Li wouldn\u2019t speak with his American counterpart while under sanctions, though U.S. officials disagreed with the rationale. Last year, while attending a conference in Singapore, Li and Austin shared only a handshake.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The short greeting reflected the state of U.S.-China relations, especially as it concerned their militaries. After Pelosi\u2019s visit, China became more aggressive in the Taiwan Strait. Last fall, Pentagon officials publicly criticized the Chinese military for a pattern of \u201creckless\u201d behavior around American ships and aircraft \u2014 <a href=\"https:\/\/www.pacom.mil\/Media\/News\/Spotlight\/Article\/3569987\/unprofessional-intercept-of-us-b-52-over-south-china-sea\/\" target=\"_blank\">like flying a jet just feet away from a U.S. bomber<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two countries agreed to resume military talks at a summit in November near San Francisco. There, U.S. President Joe Biden and Chinese Leader Xi Jinping pledged to have their governments speak more often in an effort to relax the relationship. Austin\u2019s call is now part of a long queue of such meetings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden and Xi spoke over the phone earlier in April.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since November, American officials have said China has stopped the unsafe behavior around U.S. forces. But that hasn\u2019t been the case around America\u2019s allies, such as the Philippines. Manila resupplies an outpost on Second Thomas Shoal, a reef in the South China Sea, about once a month. On recent trips, Chinese forces have harassed Filipino vessels, firing water cannons and even disabling one ship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A senior U.S. defense official, speaking with reporters this week, said that behavior \u201crisks escalation.\u201d America has a mutual defense treaty with the Philippines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the call Tuesday, the Pentagon has almost completed its first lap of military talks agreed to in the summit in November. The two countries\u2019 <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/3624242\/brown-speaks-with-chinese-counterpart\/\" target=\"_blank\">top military officers<\/a> have already spoken with each other, as have <a href=\"https:\/\/www.defensenews.com\/pentagon\/2024\/01\/09\/us-china-defense-talks-resume-as-two-sides-meet-in-washington\/\" target=\"_blank\">other defense officials<\/a> and <a href=\"https:\/\/www.defensenews.com\/pentagon\/2024\/04\/05\/us-restarts-third-set-of-military-to-military-talks-with-china\/\" target=\"_blank\">military operators responsible for the Pacific<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re not asking us for anything in return for holding the exchanges,\u201d the defense official said.
