{"id":67957,"date":"2024-05-08T18:44:41","date_gmt":"2024-05-08T18:44:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2024\/05\/08\/senate-defense-panel-faces-uphill-battle-in-ditching-debt-ceiling-caps\/"},"modified":"2026-08-08T01:07:12","modified_gmt":"2026-08-08T01:07:12","slug":"senate-defense-panel-faces-uphill-battle-in-ditching-debt-ceiling-caps","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2024\/05\/08\/senate-defense-panel-faces-uphill-battle-in-ditching-debt-ceiling-caps\/","title":{"rendered":"Senate defense panel faces uphill battle in ditching debt ceiling caps"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The bipartisan duo leading the Senate defense spending panel faces an uphill battle in their bid to increase<a href=\"https:\/\/www.defensenews.com\/congress\/2024\/03\/12\/republican-hawks-denounce-defense-budget-caps-from-debt-ceiling-deal\/\" target=\"_blank\"> the fiscal 2025 military budget beyond the $895 billion cap<\/a> imposed by <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/05\/29\/debt-ceiling-agreement-locks-in-bidens-proposed-defense-budget\/#:~:text=WASHINGTON%20%E2%80%94%20The%20debt%20ceiling%20agreement,defense%20spending%20to%20%24704%20billion.\" target=\"_blank\">last year\u2019s debt ceiling deal<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate defense appropriations Chairman Jon Tester, D-Mont., and the top Republican appropriator, Sen. Susan Collins of Maine, made the case for a higher FY25 defense top line during a Wednesday hearing with Gen. CQ Brown, Chairman of the Joint Chiefs, and Defense Secretary Lloyd Austin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we\u2019re going to invest in future technologies, this number has to be bigger,\u201d said Tester. \u201cThe military services and combatant commands are telling us they\u2019re having <a href=\"https:\/\/www.defensenews.com\/congress\/2024\/03\/19\/pacific-forces-wish-list-seeks-11-billion-more-than-defense-proposal\/\" target=\"_blank\">unfunded priorities<\/a> in excess of $20 billion. The price of fuel is much higher. Our military is engaged in operations around the world.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden\u2019s $895 billion defense budget request for FY25 matches the cap laid out in last year\u2019s debt ceiling deal, which allows for a 1% increase in military spending over FY24. The Pentagon\u2019s share of that total is $850 billion for FY25. By contrast, inflation rose 3.4% in 2023, according to the Consumer Price Index.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe must be clear eyed that this budget request would represent a real cut in funding for the Department of Defense as it fails to keep pace with inflation,\u201d said Collins, noting a $22.5 billion yearly increase would be needed to keep up with must-pay costs like fuel, military and civilian pay and medical care. \u201cThe president\u2019s request shifts funding away from modernization, readiness and procurement to cover these must-pay costs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the world were becoming safer, then perhaps such a reduction could be absorbed with little risk to national security. But unfortunately that is not the world in which we live.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, it\u2019s unclear whether a bid to revisit the debt ceiling spending caps could win enough support in the Senate, let alone the House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe 1% increase provided for FY25 under the caps is as inadequate for non-defense spending as it is for defense,\u201d said Senate Appropriations Chairwoman Patty Murray, D-Wash. \u201cWhen it comes to additional resources above the caps\u2026I\u2019m going to insist on parity for non-defense spending.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tester told Defense News \u201cwe\u2019ve got to influence\u201d Senate leaders, including Collins and Murray, \u201cto figure out a way to raise the caps.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLet\u2019s get a budget that works both near-term \u2013 and this one does work near-term \u2013 it\u2019s the long-term stuff that\u2019s going to get short-changed and it\u2019s going to cost more money the later we go,\u201d said Tester. \u201cThe negotiations on the budget caps are still in flux.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brown noted at the Senate hearing that the debt ceiling caps has forced the military to \u201cdefer\u201d some modernization priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want to make sure that we actually have that capability and capacity to modernize,\u201d said Brown. \u201cI also want to have a strong defense industrial base so we can produce those munitions and capabilities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austin acknowledged that the debt ceiling caps impede modernization goals but defended the Pentagon\u2019s budget request as \u201caligned to our strategy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe made tough but responsible decisions that prioritize near-term readiness, modernization of the joint force and support for our troops and their families,\u201d said Austin. \u201cOur approach dials back some of the near-term modernization for programs not set to come on line until the 2030s.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, Senate defense appropriators <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2023\/07\/27\/senators-rally-to-boost-defense-spending-with-1-billion-for-taiwan\/#:~:text=Taiwan%20aid,to%20Ukraine%20from%20U.S.%20stockpiles.\" target=\"_blank\">unsuccessfully sought to use emergency provisions laid out in the debt ceiling deal to increase defense spending<\/a> by $8 billion above the caps. But the bipartisan effort ran into resistance in the Republican-held House, which resisted changes to the caps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress ultimately passed an $886 billion <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2024\/03\/23\/congress-passes-defense-spending-bill-after-months-of-delays\/\" target=\"_blank\">base defense budget for FY24<\/a> in line with the debt ceiling caps. Total FY24 defense spending came to $953 billion after <a href=\"https:\/\/www.defensenews.com\/congress\/2024\/04\/24\/congress-sends-ukraine-israel-taiwan-aid-package-to-presidents-desk\/\" target=\"_blank\">Congress passed a massive foreign aid bill for Ukraine, Israel and Taiwan<\/a> last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think this budget is too low,\u201d House Appropriations <a href=\"https:\/\/www.defensenews.com\/congress\/2024\/04\/10\/republicans-pick-defense-hawk-to-usher-spending-bills\/\" target=\"_blank\">Chairman Tom Cole, R-Okla.<\/a>, said last month. \u201cI think that\u2019s been consistently true with the administration. I also recognize we\u2019re under the constraints of the [debt ceiling deal], and that\u2019s going to make it difficult for us to do some things I think we need to
