{"id":68162,"date":"2024-03-14T20:21:01","date_gmt":"2024-03-14T20:21:01","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2024\/03\/14\/pacific-leaders-say-they-need-more-funding-to-compete-with-china\/"},"modified":"2026-08-20T16:09:51","modified_gmt":"2026-08-20T16:09:51","slug":"pacific-leaders-say-they-need-more-funding-to-compete-with-china","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2024\/03\/14\/pacific-leaders-say-they-need-more-funding-to-compete-with-china\/","title":{"rendered":"Pacific leaders say they need more funding to compete with China"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">America\u2019s military leaders in the Pacific are asking Congress for a surge in funding to keep their edge against China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The request comes in the form of an annual review Indo-Pacific Command sends lawmakers, listing what it thinks is necessary to stay the region\u2019s top military power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense News obtained an unclassified copy of this year\u2019s report, which requests around $26.5 billion. That\u2019s more than $11 billion above what <a href=\"https:\/\/www.politico.com\/f\/?id=00000186-c6b5-db60-a3bf-eefd33e10000\" target=\"_blank\">INDOPACOM asked for <\/a>in 2023 and more than four times the figure from two years ago. Much of the money would go toward precision weapons, infrastructure on Islands where American forces could operate and the missile defense of Guam \u2014 a longtime<b> <\/b>focus of the combatant command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2024 defense policy bill allotted $14.7 billion for the Pacific Deterrence Initiative \u2014 a select list of what the Defense Department spends in the region. Congress, though, hasn\u2019t yet passed a full defense budget for this fiscal year, so the Pentagon doesn\u2019t know how much it will actually get to use. Meanwhile, the Defense Department\u2019s newly requested budget for FY25 includes about <a href=\"https:\/\/comptroller.defense.gov\/Portals\/45\/Documents\/defbudget\/FY2025\/FY2025_Pacific_Deterrence_Initiative.pdf\" target=\"_blank\">$9.9 billion for the initiative<\/a>, around $800 million more than requested for FY24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking with Defense News on the condition of anonymity, a senior defense official said about $15 billion of the $26.5 billion listed in this year\u2019s report is also included in the FY25 budget request. That leaves $11 billion in \u201cunfunded priorities,\u201d which the combatant command details in another review it sends each year to Congress. Munitions, infrastructure projects and the defense of Guam make up most of that $11 billion disparity, the official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More broadly, the gap between what INDOPACOM says it needs and what the Pentagon requests in the Pacific Deterrence Initiative is an enduring point of tension among lawmakers, the combatant command and the Defense Department. Congress created the program in part to give military leaders in the Pacific a chance to pitch what they need directly to lawmakers, rather than risk it getting lost in the Pentagon\u2019s budgeting process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Motivating that change has been China\u2019s recent military buildup. The People\u2019s Liberation Army is the world\u2019s largest active-duty force \u2014 some 4 million strong \u2014 and has spent the last <a href=\"https:\/\/media.defense.gov\/2023\/Oct\/19\/2003323409\/-1\/-1\/1\/2023-MILITARY-AND-SECURITY-DEVELOPMENTS-INVOLVING-THE-PEOPLES-REPUBLIC-OF-CHINA.PDF\" target=\"_blank\">20 years improving its weapons and working toward its goal of building a \u201cworld class\u201d military. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s annual assessment of China\u2019s military says the PLA\u2019s goal is to be able to win in a fight against a \u201cstrong enemy,\u201d <a href=\"https:\/\/media.defense.gov\/2023\/Oct\/19\/2003323409\/-1\/-1\/1\/2023-MILITARY-AND-SECURITY-DEVELOPMENTS-INVOLVING-THE-PEOPLES-REPUBLIC-OF-CHINA.PDF\" target=\"_blank\">a likely reference to the U.S.<\/a> A secondary goal is to keep another country from intervening in a conflict over Taiwan, which Beijing considers part of its rightful territory and has threatened to invade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe security environment in the Indo-Pacific is becoming more dangerous and defined by an increasing risk of confrontation and crisis,\u201d reads INDOPACOM\u2019s new report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By far the largest section in the new request is for \u201cposture and presence\u201d in the region, with a price tag of almost $19 billion. Many items in that group have appeared in past reports, but now include a higher dollar figure. For example, the document asks for just over $2 billion in funding to defend Guam and $125 million to defend Hawaii \u2014 the latter nearly three times more than last year\u2019s request as the combatant command seeks a new radar installation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trove of weapons included \u2014 from long-range missiles to mines to torpedoes \u2014 is listed at just under $8 billion, near triple that of last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also includes a new $1.7 billion request for \u201call domain attritable autonomous capabilities,\u201d or drones, for the Navy. Those programs are listed as classified, but closely resemble the goal of Replicator \u2014 an effort by the Pentagon to buy thousands of drones that could be useful against China before next August.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other major increase in this year\u2019s report is for military construction: $4.8 billion, which is more than double the amount requested last year.
