{"id":68352,"date":"2024-07-22T15:35:52","date_gmt":"2024-07-22T15:35:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2024\/07\/22\/delivery-of-am-generals-first-joint-light-tactical-vehicles-delayed\/"},"modified":"2026-08-08T01:12:33","modified_gmt":"2026-08-08T01:12:33","slug":"delivery-of-am-generals-first-joint-light-tactical-vehicles-delayed","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2024\/07\/22\/delivery-of-am-generals-first-joint-light-tactical-vehicles-delayed\/","title":{"rendered":"Delivery of AM General\u2019s first Joint Light Tactical Vehicles delayed"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">AM General\u2019s <a href=\"https:\/\/www.defensenews.com\/industry\/2023\/02\/10\/am-general-unseats-oshkosh-to-build-joint-light-tactical-vehicle\/\" target=\"_blank\">initial delivery of Joint Light Tactical Vehicles<\/a>, or JLTVs, to the U.S. Army has been delayed by six months, according to a program spokesperson with the service, due to challenges starting up a new production line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn addition to normal start of production headwinds, the transition from an incumbent vendor has presented unique challenges for AM General related to sourcing directed parts, intellectual property, tooling and part qualification,\u201d the spokesperson from Program Executive Office Combat Support and Combat Systems Support told Defense News in an interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAM General is proactively addressing these issues, however, a six-month schedule adjustment to the initial delivery orders will be required to safeguard quality and manufacturing readiness requirements.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AM General upset JLTV-maker Oshkosh in the Army\u2019s new competition to build more of the vehicles in February 2023, winning a contract valued at $8.66 billion. Oshkosh won the original 2015 competition to build JLTV, beating out AM General and Lockheed Martin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oshkosh <a href=\"https:\/\/www.defensenews.com\/land\/2023\/03\/07\/oshkosh-files-protest-over-armys-light-tactical-vehicle-award\/\" target=\"_blank\">protested the decision<\/a> with the Government Accountability Office in March 2023, but the <a href=\"https:\/\/www.defensenews.com\/industry\/2023\/06\/12\/auditors-reject-oshkosh-protest-of-9-billion-jltv-contract-loss\/\" target=\"_blank\">GAO denied the incumbent\u2019s protest in June 2023.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a redacted copy of the protest obtained by Defense News, <a href=\"https:\/\/www.defensenews.com\/land\/2023\/03\/30\/oshkosh-to-shutter-jltv-line-next-year-if-protest-fails\/\" target=\"_blank\">Oshkosh contended<\/a> the Army took \u201cglaring risks\u201d by selecting AM General, noting the company had \u201czero experience manufacturing the JLTV\u201d and \u201cby its own admission, must build out its own facilities before it can start production.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the protest states that AM General \u201clacks the existing supplier relations needed to manufacture the JLTV.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AM General was given 18 months to begin building new JLTVs \u2013 equating to a rough start time of August 2024 \u2013 but that has slipped by half a year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army noted the \u201cschedule adjustment also provides an opportunity for the vehicle baseline to \u2018catch-up\u2019 due to its configuration freezing in 2022 to support the contract recompete effort.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AM General is incorporating all required configuration changes, to include hardware and software, into the initial production of its JLTV variant that will \u201cminimize\u201d retrofitting activities and add capability to the vehicle, the Army spokesperson said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new variant will be quieter, have greater fuel efficiency, a higher degree of corrosion resistance, and \u201ca more robust\u201d electrical architecture, the spokesperson said, and numerous lessons learned are also being incorporated into AM General\u2019s version, known as the A2, that will improve operational tempo rates and realize sustainment savings over the vehicle\u2019s planned 30-year life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Appropriations defense subcommittee\u2019s version of the defense spending bill would reduce the Army\u2019s fiscal 2025 budget of $653 million by $119 million due to the JLTV production schedule delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe JLTV program is fully prepared to execute the FY25 budget position and will continue to meet all its program, fielding, and integration requirements while delivering an estimated $1 billion in savings over the life of the
