{"id":68594,"date":"2025-02-07T21:15:46","date_gmt":"2025-02-07T21:15:46","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2025\/02\/07\/pentagon-acquisition-office-orders-review-of-space-development-agency\/"},"modified":"2026-08-08T01:07:45","modified_gmt":"2026-08-08T01:07:45","slug":"pentagon-acquisition-office-orders-review-of-space-development-agency","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/space\/2025\/02\/07\/pentagon-acquisition-office-orders-review-of-space-development-agency\/","title":{"rendered":"Pentagon acquisition office orders review of Space Development Agency"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s acting acquisition executive has ordered a review of the Space Development Agency\u2019s progress toward fielding a proliferated constellation of missile tracking and data transport satellites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am requesting the Secretary of the Air Force rapidly form an independent review team (IRT) to assess SDA\u2019s organizational performance and acquisition approach,\u201d Steven Morani, who is performing the duties of Under Secretary of Defense for Acquisition and Sustainment, said in a Jan. 31 memo obtained by Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Breaking Defense <a href=\"https:\/\/www.defensenews.com\/space\/2024\/12\/09\/sda-a-canary-in-the-coal-mine-for-supply-chain-woes-space-force\/\" target=\"_blank\">first reported on the memo<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2022\/12\/05\/how-the-space-development-agency-could-have-died-any-number-of-ways\/\" target=\"_blank\">SDA was created in 2019<\/a> to quickly field a constellation of hundreds of data transport and advanced missile tracking satellites in low Earth orbit, about 1,200 miles above the Earth\u2019s atmosphere. Those spacecraft will augment existing fleets of large satellites, and SDA plans to upgrade its capabilities on a two-year cycle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency began launching its first batch of satellites, dubbed Tranche 0, in April 2023 and is slated to start launching the next round, Tranche 1, this spring. Both tranches, which are meant to demonstrate that the concept works, <a href=\"https:\/\/www.defensenews.com\/space\/2024\/12\/09\/sda-a-canary-in-the-coal-mine-for-supply-chain-woes-space-force\/\" target=\"_blank\">have faced delays<\/a> due to supplier issues, but <a href=\"https:\/\/www.defensenews.com\/space\/2025\/01\/03\/money-musk-and-mission-creep-how-trump-could-shape-dods-space-drift\/\" target=\"_blank\">the agency says it\u2019s on track to have its first operational satellites in orbit by 2026<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The review, according to the memo, is meant to ensure that SDA is on track to deliver that constellation, known as the Proliferated Warfighter Space Architecture, as well as the ground support required to operate fleets of missile tracking, communication and navigation satellites. The team will also consider any risks related to SDA\u2019s contracting strategy, funding and schedule and propose remedies to mitigate any challenges it identifies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SDA and the Air Force deferred comment on the memo to the Office of the Secretary of Defense, which did not respond to questions about the memo by press time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beyond performance, Morani\u2019s memo directs the review team to assess \u201cthe efficacy of the SDA\u2019s organizational staffing, structure, processes and position as a direct reporting unit within the United States Space Force.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SDA today is a standalone acquisition organization within the Space Force that doesn\u2019t fall under the purview of the service\u2019s primary development and procurement arm, Space Systems Command. Rather, the agency\u2019s director reports to the assistant secretary of the Air Force for space acquisition and integration and the chief of space operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo comes weeks after SDA Director Derek Tournear was placed on administrative leave due to an ongoing investigation into past contracting actions by the Air Force Office of Inspector General. Lt. Gen. Philip Garrant, who leads Space Systems Command, had been serving as acting SDA director since Jan. 16, but the Space Force announced this week that Deputy Director of the Air Force Rapid Capabilities Office William Blauser will now lead SDA in an acting capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The memo notes that the review team will note interfere with the ongoing investigation and
