{"id":68716,"date":"2025-01-24T19:14:14","date_gmt":"2025-01-24T19:14:14","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2025\/01\/24\/power-generation-challenges-could-overshadow-stargate-ai-initiative\/"},"modified":"2026-08-08T01:18:38","modified_gmt":"2026-08-08T01:18:38","slug":"power-generation-challenges-could-overshadow-stargate-ai-initiative","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2025\/01\/24\/power-generation-challenges-could-overshadow-stargate-ai-initiative\/","title":{"rendered":"Power generation challenges could overshadow Stargate AI initiative"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">While the Defense Department is likely to benefit from OpenAI\u2019s announcement this week that it would invest <a href=\"https:\/\/openai.com\/index\/announcing-the-stargate-project\/\" target=\"_blank\">half a trillion dollars to build new artificial intelligence data centers<\/a> around the country, Pentagon officials warned that the U.S. lacks the energy resources and computing power to support the new infrastructure \u2014 and solving that problem won\u2019t be easy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OpenAI announced the project, dubbed Stargate, on Tuesday, pledging an initial $100 billion \u2014 plus another $400 billion over the next five years \u2014 to build new AI infrastructure across the U.S. and create \u201chundreds of thousands of American jobs\u201d in the process. Early funders include Softbank, OpenAI, Oracle and MGX \u2014 a technology investment firm based in the United Arab Emirates \u2014 and OpenAI will partner with Oracle, Microsoft, Arm and NVIDIA on technology development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a press conference Tuesday at the White House, President Donald Trump called the effort a \u201cmonumental undertaking\u201d and said the White House would support the project, in part, through issuing emergency declarations, though he didn\u2019t expand on details.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department has an ambitious vision for <a href=\"https:\/\/www.c4isrnet.com\/artificial-intelligence\/2024\/07\/02\/pentagon-wants-to-make-ai-acceleration-initiative-a-long-term-fixture\/\" target=\"_blank\">using AI across a range of military missions<\/a>, including data collection, intelligence analysis, campaigning and logistics. But running those tools and applications takes more computing power and space than DOD has access to.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roy Campbell, deputy director of advanced computing in the Office of the Undersecretary of Defense for Research and Engineering, said Thursday that many times, bases outside of the U.S. don\u2019t have the computing power they need to retrain new AI tools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn some cases, for you to be able to handle a situation a forward operating base can\u2019t handle, you have to kick that back to [the continental United States] and use the DOD supercomputing centers that we have there,\u201d he said during a panel at the Potomac Officers Club\u2019s annual Research and Development Summit in McLean, Virginia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jeff Waksman, who\u2019s leading an effort in the Pentagon\u2019s Strategic Capabilities Office to <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2022\/06\/09\/pentagon-chooses-design-for-project-pele-portable-nuclear-reactor-prototype\/\" target=\"_blank\">develop a mobile nuclear reactor<\/a>, said the strain that technologies like AI and high-power computing place on the electric grid raises questions about who should have access to data and how to mitigate the risk of blackouts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is not a problem that industry or the DOD can figure out by itself. It\u2019s about the nation\u2019s grid as a whole,\u201d said Waksman, who spoke on a panel with Campbell. \u201cIt\u2019s probably the most underrated challenge of this huge $500 billion announcement.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Waksman\u2019s nuclear reactor program, known as Project Pele, offers one answer to that challenge: using nuclear power to source energy for AI computing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The effort, initiated in 2019, aims to demonstrate the first-ever U.S. prototype of a portable nuclear reactor within five years. The mobile reactor, which the department estimates could deliver one to five megawatts of electrical power over a minimum<b> <\/b>three-year operating life, would support DOD\u2019s growing energy needs by providing power to austere locations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3915633\/dod-breaks-ground-on-project-pele-a-mobile-nuclear-reactor-for-energy-resiliency\/\" target=\"_blank\">broke ground at the Project Pele test site<\/a> at the Idaho National Laboratory last September and plans to begin assembling the reactor \u2014 built by BWXT Advanced Technologies \u2014 as soon as next month. The department aims to demonstrate the technology in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s going to be the first generation portable nuclear reactor built anywhere in the world, outside of China,\u201d Waksman said. \u201cIt\u2019s very much not a paper project anymore.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another potential solution to the AI power problem is making processors more effective at crunching data. Steven Meier, associate director of space technology at the Naval Research Center, said his lab is exploring the use of more efficient neuromorphic processors that can be 100 times more efficient than a standard processor. Essentially, neuromorphic processors take up less space, work faster and use less energy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s huge gains to be made in terms of neuromorphic processors making AI and [machine learning] more accessible on autonomous vehicles of all shapes and sizes,\u201d Meier said at the
