{"id":68759,"date":"2024-05-16T21:05:02","date_gmt":"2024-05-16T21:05:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2024\/05\/16\/house-passes-bill-to-undo-bidens-partial-israel-weapons-hold\/"},"modified":"2026-08-08T01:08:27","modified_gmt":"2026-08-08T01:08:27","slug":"house-passes-bill-to-undo-bidens-partial-israel-weapons-hold","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2024\/05\/16\/house-passes-bill-to-undo-bidens-partial-israel-weapons-hold\/","title":{"rendered":"House passes bill to undo Biden\u2019s partial Israel weapons hold"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The House on Thursday passed 224-187<b> <\/b>a bill aimed at forcing President Joe Biden to reverse his recent hold on a shipment of some 3,500 air-to-ground munitions for Israel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden withheld the munitions transfer, which includes 2,000-<b> <\/b>and 500-pound bombs, in April in protest of Israel\u2019s decision to move ahead with its ongoing offensive in Rafah, which has already <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-69008173\" target=\"_blank\">displaced an additional 450,000 Palestinians<\/a> of the roughly 1.4 million people who have fled to the southern Gaza city<b> <\/b>since October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Israel Security Assistance Support Act, introduced by defense appropriations chairman Ken Calvert, R-Calif., would ban all presidential holds on arms transfers to Israel. It would withhold funds from the offices of the defense secretary, secretary of state, National Security Council and the White House\u2019s Homeland Security Council until Biden certifies the U.S. has transferred the withheld weapons. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also requires the prompt approval and delivery of all weapons transfers to Israel in fiscal 2024 and 2025, \u201cincluding those for the Ministry of Public Security,\u201d which is headed by far-right politician Itamar Ben-Gvir. Ben-Gvir on Tuesday <a href=\"https:\/\/www.timesofisrael.com\/ben-gvir-calls-to-encourage-emigration-resettle-gaza-at-ultra-nationalist-rally\/\" target=\"_blank\">called for Israeli settlements in Gaza<\/a> and the expulsion of Palestinians from the strip.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Biden administration is defying the will of Congress and withholding weapons shipments to Israel,\u201d House Speaker Mike Johnson, R-La., said at a Thursday press conference ahead of the vote. \u201cWe want the president to hear this loud and clear.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe said just not long ago that we had to have \u2018ironclad\u2019 support for Israel. Well, that\u2019s what he previously proclaimed, but his actions are doing exactly the opposite,\u201d he added. \u201cThis is a catastrophic decision with global implications. It is obviously being done as a political calculation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite a White House veto threat, some House Democrats joined forces with Republicans to vote in favor of the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House\u2019s veto threat argued the bill infringes on the president\u2019s constitutional authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe strongly oppose attempts to constrain the president\u2019s ability to deploy U.S. security assistance consistent with U.S. foreign policy and national security objectives,\u201d the White House said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bill is a misguided reaction to a deliberate distortion of the administration\u2019s approach to Israel. The president has been clear: We will always ensure Israel has what it needs to defend itself. Our commitment to Israel is ironclad.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill is also unlikely to pass the Senate, with Senate Majority Leader Chuck Schumer, D-N.Y., declining to hold a floor vote on it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe president has already said he\u2019d veto it, so it\u2019s not going anywhere,\u201d Schumer told reporters Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden <a href=\"https:\/\/www.cnn.com\/2024\/05\/08\/politics\/joe-biden-interview-cnntv\/index.html\" target=\"_blank\">told CNN last week<\/a> \u201ccivilians have been killed in Gaza as a consequence of those bombs and other ways in which they go after population centers,\u201d referring to the withheld shipment of roughly 3,500 heavy air-to-ground munitions. He added that he\u2019s \u201cnot supplying the weapons that have been<b> <\/b>used historically to deal with Rafah\u201d as Israel scaled up its offensive and seized the southern border crossing with Egypt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Other arms transfers continue<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Still, Biden continues to provide other offensive weapons as well as air defense systems to Israel. The Biden administration has transferred tens of thousands of munitions to Israel since Hamas\u2019 Oct. 7 attack. Most of those were purchased<b> <\/b>through direct commercial sales, a portion of which are subsidized with U.S. cash assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, the State Department on Tuesday told Congress it wants to proceed with a roughly $1 billion foreign military sale to Israel consisting of around $700 million in tank ammunition, $500 million worth of tactical vehicles and $60 million of mortar rounds. The <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/biden-moves-forward-on-1-billion-in-new-arms-for-israel-844b761c\" target=\"_blank\">Wall Street Journal first reported<\/a> on the pending sale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the delivery would not arrive in Israel for another two to three years, the sale could replenish many of the weapons now being used in Gaza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Gregory Meeks of New York, the top Democrat on the Foreign Affairs Committee, has <a href=\"https:\/\/www.defensenews.com\/congress\/2024\/04\/09\/israel-f-15-sale-in-jeopardy-as-congressional-support-wanes\/\" target=\"_blank\">placed his own hold on a separate $18 billion sale of Boeing-made F-15 fighter jets to Israel<\/a> over the humanitarian crisis in Gaza. If that sale is approved, Israel would not receive the aircraft until the end of the decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meeks told Defense News he is still reviewing Biden\u2019s proposed $1 billion sale for tank shells and armored vehicles, noting he has not yet decided to approve it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s best for me to go through it before making any comment or anything else,\u201d said Meeks. \u201cI had been concerned, as the president was, about 2,000-pound bombs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s not contained therein as far as what they\u2019re looking at. But I take all of these things very seriously.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration submitted a report to Congress last week on Israel\u2019s compliance with international humanitarian law and U.S. human rights laws in its Gaza operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report found Israel may have used U.S.-supplied weapons to violate international humanitarian law, but stopped short of a conclusive determination. A conclusive determination would have required the Biden administration to suspend offensive military aid to Israel, as <a href=\"https:\/\/www.defensenews.com\/congress\/2024\/01\/18\/pressure-mounts-on-biden-to-leverage-human-rights-laws-on-israel-aid\/\" target=\"_blank\">required under U.S. human rights laws<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Chris Van Hollen, D-Md., who pushed the Biden administration to issue the report, said \u201cit largely fails to meet the mark\u201d of what was required in the White House\u2019s February executive memorandum seeking assurances all U.S. military aid recipients \u2014 including Israel \u2014 would comply with human rights laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Van Hollen said in a statement the \u201creport also indicates a disturbing pattern where the expertise and analyses of those working most closely on these issues at the State Department and at USAID have been swept aside to facilitate a predetermined policy outcome based on political convenience.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress in April <a href=\"https:\/\/www.defensenews.com\/congress\/2024\/04\/24\/congress-sends-ukraine-israel-taiwan-aid-package-to-presidents-desk\/#:~:text=Congress%20sends%20Ukraine%2C%20Israel%2C%20Taiwan%20aid%20package%20to%20president's%20desk,-By%20Bryant%20Harris&#038;text=The%20Senate%20overwhelmingly%20passed%2079,months%20of%20delays%20in%20Congress.\" target=\"_blank\">overwhelmingly passed an additional $14 billion in Israel military aid<\/a>. Israel also receives an annual $3.8 billion in U.S. military aid via the regular appropriations process.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The House passed a bill that would force
