The board, chaired by billionaire Michael Bloomberg, recommends the department give DIU \u2014 its innovation arm \u2014 a more central, sherpa-like role in helping new vendors work with the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DIU already serves as a hub to guide nontraditional firms trying to sell to the military services, and its influence in the defense innovation ecosystem has <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2023\/12\/04\/pentagons-commercial-tech-arm-to-ramp-up-role-in-military-innovation\/\" target=\"_blank\">grown significantly over the past few years<\/a>. In 2023, Defense Secretary Lloyd Austin <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2023\/04\/04\/apples-beck-to-lead-defense-innovation-unit-at-pentagon\/\" target=\"_blank\">elevated the organization<\/a> to report directly to his office. Then, in fiscal 2024, Congress <a href=\"https:\/\/www.c4isrnet.com\/unmanned\/2024\/04\/23\/defense-innovation-unit-prepares-to-execute-800-million-funding-boost\/\" target=\"_blank\">boosted its budget to $983 million<\/a> \u2013 a major increase for the small office. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DIU now plays a key role in major DOD initiatives, such as the <a href=\"https:\/\/www.defensenews.com\/pentagon\/2025\/01\/14\/the-pentagons-replicator-drone-bonanza-faces-an-uncertain-future\/\" target=\"_blank\">Replicator drone program<\/a>, and is charged with coordinating the many innovation entities dispersed throughout the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the report argues, DIU\u2019s staffing and infrastructure don\u2019t match the scope of its task. Members of the panel, which includes business executives and former Pentagon leaders, say the organization needs a bigger budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDIU is well-positioned to continue catalyzing the DOD\u2019s future engagement with non-traditional vendors,\u201d the report states. \u201cHowever, DIU still requires additional staffing and infrastructure to provide an end-to-end \u2018concierge service\u2019 for non-traditional vendors at scale.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of the cross-service, sherpa-like role that the Defense Innovation Board envisions for DIU, the organization would focus on helping companies develop rapid prototypes and transition them to production, helping firms determine where to invest as they look to deliver capabilities at a larger scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elsewhere in the report, the board offers broader recommendations for President-elect Donald Trump\u2019s incoming national security team. The board recommended Trump\u2019s administration train program offices to change the way they work with nontraditional vendors and to reduce \u201cburdensome, confusing\u201d contracting processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The board further suggests that the Pentagon craft a plan to buy and field between five and 10 \u201cgame-changing\u201d capabilities by the end of 2027. They recommend the Defense Department secure funding from Congress to support its plan and leverage organizations like DIU and the Office of Strategic Capital to coordinate and help finance the effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe DoD must &#8230; dramatically accelerate its efforts to field a focused set of emerging capabilities essential to preventing Chinese overmatch during this decisive decade,\u201d the board said in its report. \u201cThis requires a fundamental shift from past initiatives and approaches to prototyping and procuring game-changing technologies \u2013 including adopting new partnership models, scaling successful initiatives, and disrupting the service research labs.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The
