Gen. Saddam Haftar, <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2025\/03\/14\/libya-where-us-and-russia-joust-could-test-trump-putin-vibes\/\">commander of the Libyan<\/a> National Army (LNA) Ground Forces, met with senior Turkish officials in Ankara on April 4, 2025 \u2014 the anniversary of Libya\u2019s second civil war that began in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Haftar, son of eastern Libyan strongman Khalifa Haftar, was hosted by Turkish Land Forces commander Gen. Sel\u00e7uk Bayraktaro\u011flu. Defence Minister Ya\u015far G\u00fcler also held talks with him. The visit marks a rare instance of direct contact between the Turkish Armed Forces and the LNA, which were on opposing sides during Libya\u2019s most recent civil conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting comes <a href=\"https:\/\/www.msn.com\/en-us\/money\/markets\/chevron-interested-in-gas-exploration-off-crete\/ar-AA1BHvtF\">shortly after reports<\/a> that U.S. oil giant Chevron has expressed interest in exploring a 47,000 km\u00b2 area south of Crete. The designated area overlaps with Libya\u2019s claimed Exclusive Economic Zone (EEZ) and aligns with Greece\u2019s position based on the equidistance principle, as seen in the so-called Seville Map.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greek officials have called this development a \u201cgame changer\u201d and a sign of U.S. support for their maritime claims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Serhat S\u00fcha \u00c7ubuk\u00e7uo\u011flu, a senior fellow at the Abu Dhabi-based TRENDS Research and Advisory consultancy, the timing of Haftar\u2019s visit is no coincidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt appears to be Ankara\u2019s response to Greece\u2019s moves in the Eastern Mediterranean,\u201d he said. The visit signals a growing dialogue between Turkey and the Benghazi-based government, which had previously rejected a 2019 maritime memorandum of understanding signed between Ankara and the Tripoli government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c7ubuk\u00e7uo\u011flu noted that Haftar agreed in principle to procure Turkish-made armed unmanned aerial vehicles and receive training and equipment for LNA forces. If this cooperation progresses, it could revive the stalled maritime deal and pave the way for Turkish hydrocarbon activity in Libyan waters\u2014similar to Turkey\u2019s recent moves in Somalia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkish Ministry of Defence sources described the visit as a step toward reconciliation and national unity in Libya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the Second Libyan Civil War, Turkey provided military support to the UN-recognized Government of National Accord (GNA) in Tripoli. This included the deployment of drones and personnel, helping the GNA repel Haftar\u2019s forces and recapture strategic sites such as the al-Watiya airbase in 2020.
