{"id":70211,"date":"2025-04-21T11:01:00","date_gmt":"2025-04-21T11:01:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2025\/04\/21\/next-gen-air-defense-radar-approved-for-low-rate-production\/"},"modified":"2026-08-08T01:20:26","modified_gmt":"2026-08-08T01:20:26","slug":"next-gen-air-defense-radar-approved-for-low-rate-production","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2025\/04\/21\/next-gen-air-defense-radar-approved-for-low-rate-production\/","title":{"rendered":"Next-gen air defense radar approved for low-rate production"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The U.S. Army has formally<a href=\"https:\/\/www.defensenews.com\/land\/2025\/03\/28\/army-to-make-new-missile-defense-radars-after-year-of-troubleshooting\/\" target=\"_blank\"> approved a new air and missile defense sensor <\/a>to replace its aging Patriot for low-rate production, according to its system developer Raytheon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service has been working<a href=\"https:\/\/www.defensenews.com\/land\/2021\/10\/11\/army-closes-in-on-replacement-for-patriot-air-defense-system\/\" target=\"_blank\"> on replacing its aging Patriot air and missile defense system<\/a> for over 15 years, initially running a competition for a full system before canceling those plans in favor of developing a new command-and-control system and a new radar separately.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s Lower-Tier Air and Missile Defense Sensor, or LTAMDS, \u201cis a huge, significant capability,\u201d Maj. Gen. Frank Lozano, program executive officer for missiles and space, said in an exclusive interview with Defense News at Redstone Arsenal, Alabama, last month. \u201cWe anecdotally say it doubles legacy Patriot radar capability and not only does it double it, it provides you 360-degree capability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The radar is a major modernization element for the Army\u2019s Integrated Air and Missile Defense system, along with a fully modernized \u2014 and already fielded \u2014 command-and-control capability called the<a href=\"https:\/\/www.defensenews.com\/land\/2023\/04\/12\/us-army-greenlights-key-battle-command-system-for-full-rate-production\/\" target=\"_blank\"> Integrated Battle Command system<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/14\/no-time-for-a-blind-spot-raytheon-goes-big-with-patriot-radar-replacement\/\" target=\"_blank\">awarded Raytheon a contract in 2019 <\/a>to deliver prototypes over five years. Building the radar rapidly was an ambitious challenge, according to Lozano, and the service <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/smd\/2023\/08\/09\/us-army-splits-testing-phase-of-future-missile-defense-radar\/\" target=\"_blank\">decided to keep the sensor in testing for an extra year<\/a> to ensure it was fully mature and ready for prime time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, following several <a href=\"https:\/\/www.defensenews.com\/training-sim\/2023\/03\/28\/us-army-plans-test-for-combining-new-air-defense-capabilities\/\" target=\"_blank\">successful flight tests<\/a>, including ones that combined other major air and missile defense elements over last fall and early this year, the system has been deemed ready for low-rate initial production and the service is preparing to <a href=\"https:\/\/www.defensenews.com\/land\/2025\/03\/27\/us-army-ships-its-newest-air-defense-tech-to-units-in-asia-europe\/\" target=\"_blank\">send two prototype systems used during testing to Guam<\/a> as <a href=\"https:\/\/www.defensenews.com\/land\/2024\/10\/14\/army-weighing-sending-missile-defense-prototypes-forward-into-theater\/\" target=\"_blank\">it builds up<\/a> the island\u2019s<a href=\"https:\/\/www.defensenews.com\/outlook\/2023\/12\/04\/us-faces-hurdles-next-year-for-guams-missile-defense-experts-warn\/\" target=\"_blank\"> air defense capability<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve been at Raytheon almost 40 years and worked a lot of large development programs and I have to say, I really don\u2019t know of one that\u2019s gone better,\u201d Tom Laliberty, the company\u2019s president of land and air defense systems, told Defense News. \u201cTo go from &#8230; contract award, build six prototype units, test them over a few years and &#8230; now ready to deploy them into theater is just unprecedented.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">LTAMDS went through eight <a href=\"https:\/\/www.defensenews.com\/land\/2024\/11\/06\/patriot-missile-knocks-out-threat-target-in-test-with-new-radar\/\" target=\"_blank\">major missile flight tests<\/a> along with roughly 10,000 hours of other testing, including radiate time, radar tracking time and testing against wind, rain, dust and road marches, during which soldiers \u201ckind of beat on them a little bit to see how they stand up,\u201d Laliberty said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, LTAMDS is part of a larger air defense system, so the company and the Army worked to mature interfaces with the Northrop Grumman-made Integrated Battle Command System and integrate two different missiles: Patriot Advanced Capability 2 and <a href=\"https:\/\/www.defensenews.com\/land\/2024\/04\/09\/how-companies-plan-to-ramp-up-production-of-patriot-missiles\/\" target=\"_blank\">PAC-3 Missile Segment Enhancement.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s really what that &#8230; extra year was all about, the maturity of all that,\u201d Laliberty noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s low-rate production lot will consist of roughly 10 radars. The service plans to build 94 radars total over the course of the program. Raytheon will also simultaneously build<a href=\"https:\/\/www.defensenews.com\/land\/2023\/09\/05\/poland-is-first-foreigner-to-buy-us-armys-new-missile-defense-radar\/\" target=\"_blank\"> Poland\u2019s 12 LTAMDS radars<\/a> on order. Poland is the first foreign customer for the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently the time to build an LTAMDS is about 40 months on the production line, but the Army is working with Raytheon and has hired a consulting company to work on supply chain management in order to accelerate production time to 36 months (a formal program objective).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom a cost perspective \u2014 [$13 billion across its life] \u2014 I think there\u2019s a huge win here,\u201d Lozano said. \u201cIt\u2019s a huge program, and it\u2019s likely going to be within the Army inventory for multiple decades. Because it\u2019s a digital radar that is software driven, it\u2019s going to mature and keep pace with the evolving threat.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe build the legacy Patriot radar for $110 to $115 million a copy,\u201d he added. \u201cRight now, the initial cost of the LTAMDS radar is about $125 to $130 million a copy. That cost will continue to come down. We\u2019re building the newest, most advanced radar at almost the same exact price that we\u2019re building the legacy radar.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army\u2019s low-rate production period will last roughly two and a half years. The service is planning for the LTAMDS initial operational test and evaluation to take place in the fourth quarter of fiscal 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service aims to reach
