Roger Wicker, R-Miss., chair of the Senate Armed Services Committee, said at a <a href=\"https:\/\/www.youtube.com\/watch?v=kHwRmwTKTm0\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.youtube.com\/watch?v=kHwRmwTKTm0\">June 10 hearing<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Navy is prioritizing the revitalization of the U.S. shipbuilding industry, its proposed budget for fiscal 2026<b> <\/b>would trim shipbuilding costs in the apparent expectation of additional funding from congressional reconciliation funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI must say I am deeply disappointed with the administration\u2019s fiscal year 2026 budget request for the Navy. In particular, I am disturbed about the shipbuilding account, which plummeted to $20.8 billion from last year\u2019s $37 billion,\u201d Wicker said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis shortfall reflects efforts to game the budget in anticipation of congressional reconciliation funds, which were intended as supplemental \u2014 not a substitute,\u201d he pointed out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cuts in the proposed budget come amid the Trump administration\u2019s vow to <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/04\/14\/trump-signs-shipbuilding-order-as-navy-leaders-call-for-381-ship-fleet\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/04\/14\/trump-signs-shipbuilding-order-as-navy-leaders-call-for-381-ship-fleet\/\">revitalize U.S. shipbuilding<\/a> and the Navy\u2019s goal of growing its battle fleet over the next 30 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to a sharp decrease in requested funding, the fiscal 2026 budget has also left off allocated funding for the purchase of the usual two Virginia-class submarines and two Arleigh-Burke class destroyers requested by the Navy each year. Funding for guided-missile frigates was also absent, while funding for the Columbia-class nuclear submarine program was cut by $4 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis budget ignores this congressional intent. Failing to include two destroyers in this year\u2019s budget request destabilizes industry, shows bad faith, and slows our shipbuilding efforts,\u201d Wicker said. \u201cEqually troubling is the omission of any Virginia-class submarine procurement.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the AUKUS agreement between the U.S., U.K. and Australia, which would see the U.S. deliver <a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2025\/04\/23\/enlisted-australian-sailors-trained-to-use-us-nuclear-attack-subs\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2025\/04\/23\/enlisted-australian-sailors-trained-to-use-us-nuclear-attack-subs\/\">three Virginia-class fast-attack submarines to Australia<\/a> in the 2030s, is currently <a href=\"https:\/\/www.militarytimes.com\/pentagon\/2025\/06\/11\/pentagon-to-review-aukus-submarine-deal-with-australia-and-britain\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/pentagon\/2025\/06\/11\/pentagon-to-review-aukus-submarine-deal-with-australia-and-britain\/\">under review by the Pentagon<\/a>, potentially complicating matters further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be noted that the Navy\u2019s budget has not been delivered to Congress in full detail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Concurrently, the House Appropriations Committee defense subcommittee has released a bill calling for $36.9 billion dedicated to shipbuilding \u2014 a move made largely on the subcommittee\u2019s own initiative, according to USNI News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThough we\u2019re making some improvements, Navy shipbuilding remains in an abysmal condition overall,\u201d Wicker said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The future of naval aviation also faces significant challenges, Wicker said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy continues to rely on the 30-year-old Super Hornet designed as the mainstay of its carrier-based fleet, while capability gaps have been exacerbated with reduced F-35 orders,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wicker drew attention to the <a href=\"https:\/\/url.usb.m.mimecastprotect.com\/s\/zJGJCJEnPnu8qrg1tvtWhyWuh5?domain=militarytimes.com\/\" rel=\"\" title=\"https:\/\/url.usb.m.mimecastprotect.com\/s\/zJGJCJEnPnu8qrg1tvtWhyWuh5?domain=militarytimes.com\/\">demise of three FA-18s<\/a> deployed on the carrier Harry S.
