{"id":71013,"date":"2026-01-20T11:11:52","date_gmt":"2026-01-20T11:11:52","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2026\/01\/20\/italy-faces-gcap-warplane-price-tag-topping-21-billion\/"},"modified":"2026-08-08T01:29:58","modified_gmt":"2026-08-08T01:29:58","slug":"italy-faces-gcap-warplane-price-tag-topping-21-billion","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2026\/01\/20\/italy-faces-gcap-warplane-price-tag-topping-21-billion\/","title":{"rendered":"Italy faces GCAP warplane price tag topping $21 billion"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ROME \u2014 Italy\u2019s outlay on the design and development of the tri-nation GCAP fighter has tripled from \u20ac6 billion to \u20ac18.6 billion \u2014 or from $7 billion to $21.8 billion \u2014 in the last five years, the country\u2019s defense minister has told parliament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The announcement of the price hike came in a request to parliament to authorize the pay-out which prompted criticism from Italy\u2019s opposition Five Star party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is the most expensive program in the history of the Italian military, overtaking the F-35 where \u20ac18 billion was spent on 90 aircraft,\u201d Five Star parliamentarians said in a statement.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2025\/11\/06\/gcap-fighter-jet-designers-push-to-keep-weapons-drone-options-open\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"195\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2162399323.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">GCAP fighter jet designers push to keep weapons, drone options open<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Integrating a variety of collaborative combat aircraft and optimizing munitions costs are key objectives in the UK-Japanase-Italy program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Italy is a member alongside the U.K. and Japan of the sixth generation GCAP fighter team which aims to put a new jet into service by 2035.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document with the new pricing of Italy\u2019s share in the program was sent this month to the defense commission of the Italian senate, where it is due to be discussed on Tuesday before a vote to approve the text is taken, likely next week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document will also be voted on by the defense commission of the lower house of parliament. It will likely be approved in the commissions due to the majority enjoyed in both by Meloni\u2019s coalition government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document is an update on a previous version submitted to parliament in 2021, which said Italy would pay out \u20ac6 billion to cover its share of Phase1 and 2 of the program &#8211; respectively \u2018Concept Assessment and Preliminary Design\u2019, followed by \u2018Full Development\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new document states the outlay, \u201cwhich was initially estimated to be \u20ac6 billion for program phases 1 and 2 has since been updated taking into account the increase in costs in technology maturation, testing and development and design, to an estimated \u20ac18.6 billion (at 2025 prices).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document, which has been seen by Defense News, reported that \u20ac2 billion in funding had already been secured, partially covering Phase 1. A further \u20ac16.6 billion was therefore needed to complete Phases 1 and 2, it added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document contains a request for approval for funding worth \u20ac8.8 billion to be dispensed in annual payments stretching out to 2037.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The remaining \u20ac7.8 billion required to hit the \u20ac16.6 billion total would be arranged at a future date, the document added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its statement, the Five Star party wrote, \u201cWe don\u2019t doubt the value of this program, but it is not acceptable that our parliamentary commissions are used as cash dispensers which issue billions like peanuts, without even supplying an in-depth and detailed explanation of this enormous increase in the expected expenditure.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a Jan. 16 meeting in Tokyo between Italian Prime Minister Giorgia Meloni and Japanese Prime Minister Takaichi Sanae, the two leaders \u201cexpressed satisfaction for the progress of the Global Combat Air Programme (GCAP),\u201d and confirmed \u201cthe importance of achieving the goal of delivering
