Eric Smith and Navy Adm. James Kilby, acting chief of naval operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kilby told lawmakers that the Navy is \u201claser-focused on China as our most consequential opponent\u201d and noted the service has set an \u201cambitious goal to make 80% of our ships, submarines and aircraft combat surge-ready by 1 January 2027.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s proposed base budget garnered the most controversy during the hearing \u2014 not because of potential over-budgeting, but because committee members were surprised by the lack of funds requested. Their concerns echoed those recently <a href=\"https:\/\/www.militarytimes.com\/congress\/2025\/06\/16\/navys-preliminary-budget-undercuts-shipbuilding-senator-says\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.militarytimes.com\/congress\/2025\/06\/16\/navys-preliminary-budget-undercuts-shipbuilding-senator-says\/\">expressed by Sen. Roger Wicker, R-Miss,<\/a> who said he was deeply disappointed as well as disturbed by the budget request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think at the end of the day, we\u2019re going to need both the mandatory and discretionary funding to operate in fiscal year 26 \u2014 so we call it one budget, two bills,\u201d Phelan said in response to budget questions. \u201cWe need both in order to operate and meet our objectives.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hearing grew somewhat testy at different points as senators from across party lines voiced concerns about the lack of requested funding in the Navy\u2019s base budget and what they perceived as an overreliance on reconciliation bill funding to compensate. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Susan Collins, R-Maine, said the budget as requested \u201cwould keep up on the prior administration\u2019s completely inadequate trajectory in terms of shipbuilding,\u201d and strongly recommended an increase to the base budget. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cReconciliation was always meant to be just a one-time funding surge,\u201d Collins said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was also bipartisan concern regarding the lack of firm timelines for ship deliveries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to questions from Sen. Jack Reed, D\u2013R.I., about schedule delays of the Columbia-class nuclear submarine, Kilby told the committee that submarine production remains stalled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe now are on a pace to deliver that sub approximately two years late: March of 2029. We are trying desperately to claw back that schedule,\u201d Kilby said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. John Kennedy, R-La., leveled the sharpest criticism at those testifying. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAdmiral, in the last two decades, we have doubled the amount of money we\u2019ve given the Navy to build ships,\u201d he said to Kilby. \u201cWe\u2019ve actually had fewer ships today because we\u2019ve retired more than we\u2019ve built. Tell me why in 30 seconds.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe simple answer, sir, is we were building four DDGs [guided-missile destroyers] per year in the 1990s and we\u2019re building two a year now,\u201d Kilby explained. He told the committee that shipbuilding costs have increased and that production is still lagging. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are behind in every ship class [by] different rates, but at least years,\u201d Kilby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kennedy urged those testifying to provide more concrete details to the committee to guarantee funding. He said that it was possible to create more than one reconciliation bill, but planning was needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Addressing Phelan, Sen. Lindsey Graham, R-S.C., said, \u201cI don\u2019t know if it\u2019s the right number, and I don\u2019t know how long it\u2019s going to take, but I do know this: China has 400 ships, and by 2030 they\u2019re going to have 435. So we need to get on with it.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Graham suggested the Navy should be provided funding from outside the budget top line to ensure it meets its
