Last week, in Poland, marked the first time that Russian drones <a href=\"https:\/\/www.bbc.com\/news\/live\/c2enwk1l9e1t\" rel=\"\">have been downed<\/a> over the territory of a NATO member state. Earlier this summer, Estonian naval forces <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2025\/05\/20\/estonia-russia-ship-standoff-portends-a-harsher-tone-on-the-baltic-sea\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.defensenews.com\/global\/europe\/2025\/05\/20\/estonia-russia-ship-standoff-portends-a-harsher-tone-on-the-baltic-sea\/\">intercepted<\/a> an unflagged tanker in its exclusive economic zone, operating under Russia\u2019s shadow fleet. Recent Latvian intelligence reports <a href=\"https:\/\/www.pravda.com.ua\/eng\/news\/2025\/05\/6\/7510797\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.pravda.com.ua\/eng\/news\/2025\/05\/6\/7510797\/\">suggest<\/a> that, in response to Sweden and Finland\u2019s accession to full NATO membership, Russian Armed Forces reorganized its military districts, bordering Latvia, into the newly formed Leningrad and Moscow military districts. These provocations by air, sea and land indicate Russia\u2019s willingness to test NATO member states\u2019 responsiveness and their defenses. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recognition of the evolving and increasingly aggressive cross-domain threat posed by Russia, NATO should look to one of its most often overlooked and most versatile capabilities: its amphibious vessels. With the addition of Sweden and Finland, nine NATO member states <a href=\"https:\/\/www.rand.org\/content\/dam\/rand\/pubs\/perspectives\/PEA600\/PEA695-1\/RAND_PEA695-1.pdf\" rel=\"\">operate<\/a> amphibious ships, all at high levels of readiness, regularly participating in exercises, trainings and operations in support of national and multilateral objectives. A 2018 RAND Corporation study <a href=\"https:\/\/www.rand.org\/pubs\/research_reports\/RR2928.html\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.rand.org\/pubs\/research_reports\/RR2928.html\">assessed<\/a> NATO\u2019s amphibious capacity as \u201cconsiderable,\u201d but \u201cunderrecognized\u201d and in need of improved C2 constructs to bolster interoperability among amphibious task groups (ATG). Since then, particularly in light of the integration of Swedish and Finnish capabilities, NATO\u2019s amphibious capacity has grown and is up to the challenge of providing the requisite presence needed to deter an emboldened Russia and project power at sea in the Nordic-Baltic region.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2025\/08\/01\/nato-sends-warships-to-patrol-arctic-waters\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"183\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screenshot-2025-07-31-at-12.29.14-PM.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">NATO sends warships to patrol Arctic waters<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The alliance\u2019s maritime forces assigned to the Standing Maritime Group 1, or SNMG1, have been operating in the strategic waters since this week.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In 2024, Norway, despite having no amphibious fleet of its own, <a href=\"https:\/\/www.thebarentsobserver.com\/security\/norway-establishes-nato-amphibious-warfare-center-in-sorreisa\/421592\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.thebarentsobserver.com\/security\/norway-establishes-nato-amphibious-warfare-center-in-sorreisa\/421592\">established<\/a> a NATO Amphibious Warfare Center to provide the alliance with dedicated training space in the Arctic for amphibious capabilities. By preparing to conduct amphibious operations in the Arctic region, NATO is equipping itself with a fuller menu of options. By continuing to exercise and improve the readiness of ATGs, which can be integrated into the NATO command structure near instantaneously, NATO is arming itself with a rapid response tool capable of maneuvering through open seas, fjords, littorals and straits from the GIUK Gap to Kaliningrad. The unique geographic footprint and operational environment of these waterways are marked by heavy flows of commercial shipping traffic, shallow waters, varied salinity depending on the time of year and a smattering of islands, making amphibious vessels perfect for navigating the complex environment with relative ease. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Baltic, amphibious vessels maneuver through clusters of islands and <a href=\"https:\/\/www.rand.org\/content\/dam\/rand\/pubs\/perspectives\/PEA2100\/PEA2111-1\/RAND_PEA2111-1.pdf\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.rand.org\/content\/dam\/rand\/pubs\/perspectives\/PEA2100\/PEA2111-1\/RAND_PEA2111-1.pdf\">provide<\/a> forces with enhanced intelligence, surveillance and reconnaissance opportunities and ideal positioning for forward deployment. Sweden\u2019s stealth Visby-class corvette ships are <a href=\"https:\/\/www.naval-technology.com\/projects\/visby\/?cf-view\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.naval-technology.com\/projects\/visby\/?cf-view\">designed<\/a> for mine countermeasures and anti-submarine warfare, but can also serve as take-off, landing and refueling platforms for helicopters. <a href=\"https:\/\/www.naval-technology.com\/projects\/visby\/?cf-view\" rel=\"\">Tailored<\/a> for the Baltic Sea, the ship\u2019s torpedo system can navigate shallow waters and complex topography while locating submarines. In recent years, enhancements <a href=\"https:\/\/www.naval-technology.com\/projects\/visby\/?cf-view\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.naval-technology.com\/projects\/visby\/?cf-view\">have been made<\/a> to position air missile defense systems aboard these ships, thereby extending their combat range. Similarly, the lightweight and fast Swedish Combat Boat 90 (CB 90) can <a href=\"https:\/\/www.naval-technology.com\/projects\/combatboat90\/?cf-view\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.naval-technology.com\/projects\/combatboat90\/?cf-view\">operate<\/a> as a floating command post or transform into a gunboat with repositioned armaments. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The range and versatility of these vessels make them ideal for hunting Russian submarines in High North waterways, gathering intelligence in hard-to-navigate waters and rapidly deploying troops throughout the region. The vessels\u2019 size allows for the low-signature mobility needed to conduct expeditionary advanced base operations. Furthermore, vessels such as Finland\u2019s Jehu-class landing craft are able to operate in potentially contested environments and <a href=\"https:\/\/www.marines.mil\/News\/News-Display\/Article\/3149619\/finnish-assault-craft-improves-22nd-meu-coastal-maneuverability\/\" rel=\"\">offer sustainment<\/a> for a larger fleet composition or units deployed in a weapons engagement zone. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By strategically expanding the use of amphibious vessels in the High North, NATO can preemptively occupy waterways to promote sea control and deny Russian subversion. Their presence will be critical to protecting undersea cable infrastructure and sea lines of communication, both of which Russia has aggressively <a href=\"https:\/\/jsis.washington.edu\/news\/baltic-sea-undersea-cable-security\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/jsis.washington.edu\/news\/baltic-sea-undersea-cable-security\/\">tampered<\/a> with in recent years. Furthermore, information operations and surveillance measures will benefit from amphibious ships\u2019 ability to access waterways difficult for other parts of the fleet to access. As launch pads for unmanned systems, the vessels can increase the fleet\u2019s lethality and penetration into possible weapons engagement zones. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO\u2019s most recent maritime strategy, released in July 2025, <a href=\"https:\/\/www.humanrightsatsea.org\/sites\/default\/files\/media-files\/2025-08\/20250729_Revision%2520of%2520the%2520Alliance%2520Maritime%2520Strategy.pdf\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.humanrightsatsea.org\/sites\/default\/files\/media-files\/2025-08\/20250729_Revision%2520of%2520the%2520Alliance%2520Maritime%2520Strategy.pdf\">calls<\/a> for upgraded technology for underwater reconnaissance and undersea warfare. While NATO member states are making strides to advance undersea capabilities, states with amphibious vessels can supplement force posture in the High North, particularly in the Baltic, with existing sensors and undersea detection capabilities aboard amphibious ships. Continued demonstration of amphibious capacity and exercise of C2 will improve the ships\u2019 integration into the NATO command structure.
