The Iran war exposed the flaws."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Vague operational planning and a lack of transparency during U.S. actions in Iran have exacerbated the <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/08\/19\/us-navy-destroyer-spent-4-days-without-power-in-south-china-sea\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/08\/19\/us-navy-destroyer-spent-4-days-without-power-in-south-china-sea\/\">U.S. Navy\u2019s<\/a> longstanding <a href=\"https:\/\/www.nytimes.com\/2026\/08\/14\/us\/politics\/uss-abraham-lincoln-trump-supplies-diego-garcia.html\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.nytimes.com\/2026\/08\/14\/us\/politics\/uss-abraham-lincoln-trump-supplies-diego-garcia.html\">logistics<\/a>, maintenance and manpower issues \u2014 and sailors are feeling the effects, congressional leaders, retired military officials and deployed sailors have told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/08\/11\/multiple-uss-abraham-lincoln-sailors-have-tried-to-go-overboard-amid-extended-deployment-families-say\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/08\/11\/multiple-uss-abraham-lincoln-sailors-have-tried-to-go-overboard-amid-extended-deployment-families-say\/\">revelations from families<\/a> about some U.S. service members aboard the USS Abraham Lincoln struggling with mental health after 250 days without a port visit, sailors, retirees and lawmakers told Military Times that troops were absorbing consequences of longtime flaws within the sea service that have been worsened by the current conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has struggled for years to meet high operational tempo demands, they said. Deployments are regularly extended, scheduled maintenance is missed and the shipbuilding pace remains glacial, leading to delays in delivery and an undersized fleet. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The issues have spanned multiple presidential administrations but have been compounded by the handling of the Iran war and ensuing military operations, sources said, leading to dire circumstances for some sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders have disputed the descriptions of deteriorating conditions aboard the Lincoln and denied reporting about quality-of-life concerns. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked recently by reporters about families\u2019 concerns over the length of the deployment, President Donald Trump dismissed the question, saying that it\u2019s \u201cnot nearly long enough.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked about those same concerns, Adm. Daryl Caudle, the service\u2019s chief of naval operations, told Military Times, \u201cSailors first is not a slogan \u2014 it\u2019s a warfighting imperative.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe sustained pace of operations in the Middle East has only reinforced that taking care of our sailors and maintaining combat readiness are inseparable,\u201d Caudle said. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018We need more ships\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Following outcry about conditions aboard the Lincoln, the Navy moved the Nimitz-class carrier <a href=\"https:\/\/www.stripes.com\/branches\/navy\/2026-08-13\/uss-george-washington-middle-east-abraham-lincoln-22541038.html\" target=\"_blank\" rel=\"\">USS George Washington<\/a> from the Indo-Pacific to the Middle East, where it <a href=\"https:\/\/x.com\/CENTCOM\/status\/2090402254071218315?s=46\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/x.com\/CENTCOM\/status\/2090402254071218315?s=46\">arrived Wednesday<\/a>. Fozzie Miller, who served as commander of U.S. Fifth Fleet and U.S. Central Command from 2012 to 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Miller joined the Navy in 1979. From his early days in uniform, the service\u2019s goal, he said, was to operate at a level that was neither too harsh for the individual sailor nor too unbearable for the equipment vital to mission success. An adequate number of warships was integral to maintaining that balance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe could use more carriers or less [operational] tempo,\u201d Miller said. \u201cIt\u2019s one or the other, but we\u2019re a global Navy with global responsibilities, and so if we\u2019re going to fulfill those, we need more ships.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rear Adm. Thomas Moore, who led the Navy\u2019s acquisition program and went on to become commander of Naval Sea Systems Command, <a href=\"https:\/\/www.aei.org\/commentary\/americas-navy-needs-12-carriers-and-3-hubs\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.aei.org\/commentary\/americas-navy-needs-12-carriers-and-3-hubs\/\">told Congress<\/a> in 2013 that the service is \u201can 11-carrier Navy in a 15-carrier world.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The demand is unlikely to dwindle, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thirteen years since Moore\u2019s statement, the Navy is still at 11 carriers. With the USS Nimitz scheduled to retire at the end of next year, that number may soon be 10. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2025\/06\/04\/uss-harry-s-truman-returns-to-us-after-months-of-battling-houthis\/\" target=\"_blank\" rel=\"\">USS Harry S. Truman<\/a> and USS Gerald R. Ford are currently sidelined for maintenance after deployments, the latter of which notched a post-Vietnam <a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2026\/04\/15\/uss-gerald-r-ford-breaks-record-for-longest-post-vietnam-deployment\/?contentQuery=%7B%22includeSections%22%3A%22%2Fhome%22%2C%22excludeSections%22%3A%22%22%2C%22feedSize%22%3A10%2C%22feedOffset%22%3A125%7D&amp;contentFeatureId=f0fmoahPVC2AbfL-2-1-8\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2026\/04\/15\/uss-gerald-r-ford-breaks-record-for-longest-post-vietnam-deployment\/?contentQuery=%7B%22includeSections%22%3A%22%2Fhome%22%2C%22excludeSections%22%3A%22%22%2C%22feedSize%22%3A10%2C%22feedOffset%22%3A125%7D&amp;contentFeatureId=f0fmoahPVC2AbfL-2-1-8\">record 326 days at sea<\/a> in May after it was extended to support operations in the Middle East. The Nimitz-class USS John C. Stennis is undergoing a years-long overhaul.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The USS Ronald Reagan, also a Nimitz-class, is expected to be deployable by the end of August <a href=\"https:\/\/www.stripes.com\/branches\/navy\/2026-08-10\/uss-ronald-reagan-completing-repairs-22511300.html\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.stripes.com\/branches\/navy\/2026-08-10\/uss-ronald-reagan-completing-repairs-22511300.html\">after<\/a> a 17-month repair period. The Nimitz-class <a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2026\/03\/09\/uss-george-hw-bush-completes-pre-deployment-exercise\/?contentFeatureId=f0fmoahPVC2AbfL-2-1-8&amp;contentQuery=%7B%22includeSections%22%3A%22%2Fhome%22%2C%22excludeSections%22%3A%22%22%2C%22feedSize%22%3A10%2C%22feedOffset%22%3A5%7D\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2026\/03\/09\/uss-george-hw-bush-completes-pre-deployment-exercise\/?contentFeatureId=f0fmoahPVC2AbfL-2-1-8&amp;contentQuery=%7B%22includeSections%22%3A%22%2Fhome%22%2C%22excludeSections%22%3A%22%22%2C%22feedSize%22%3A10%2C%22feedOffset%22%3A5%7D\">USS George H.W. Bush<\/a> is in the Middle East.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe just don\u2019t have enough aircraft carriers right now in this rotation to sustain all the things we want to do, and I think this is a long-standing problem,\u201d said Steven Wills, a Navy surface warfare officer who retired after 20 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In <a href=\"https:\/\/www.gao.gov\/products\/gao-16-466r\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.gao.gov\/products\/gao-16-466r\">2014<\/a>, the Navy began implementing the <a href=\"https:\/\/www.usff.navy.mil\/press-room\/news-stories\/features\/\" target=\"_blank\" rel=\"\">Optimized Fleet Response Plan<\/a>, or OFRP, deployment model, which places maintenance, training, evaluations and a single eight-month deployment within a 36-month cycle. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service says the framework is intended to produce a more comprehensively manned and trained force while providing predictability to deployment schedules for sailors and their families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2016, however, the U.S. Government Accountability Office <a href=\"https:\/\/news.usni.org\/2016\/05\/03\/document-gao-report-on-u-s-navy-optimized-fleet-response-plan\" target=\"_blank\" rel=\"\">found<\/a> that heavy operational demands led the Navy to increase ship deployment lengths and reduce or defer ship maintenance. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those decisions made deployments less predictable, ate into training time, contributed to declining ship conditions and increased the time ships required for much-needed maintenance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From fiscal 2014 through 2019, Navy ships <a href=\"https:\/\/www.gao.gov\/products\/gao-20-257t\" target=\"_blank\" rel=\"\">spent<\/a> more than 33,700 additional days in maintenance beyond intended scheduling, leading to fewer vessels available for training or operations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">An upended supply network<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While the Navy has long struggled with carrier availability, current U.S. leadership has created more operational tempo issues through poor planning and insufficient wartime support, according to lawmakers and a sailor who deployed in support of the Iran war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLogistics was a complete failure the entire time out there \u2014 food, supplies, parts,\u201d said the sailor, who served aboard an Independence-class littoral combat ship and was granted anonymity due to fear of reprisal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Iranian attacks damaged the Navy\u2019s longstanding logistics hub in <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2026\/02\/28\/no-us-casualties-reported-following-irans-retaliatory-strikes-officials-say\/\" target=\"_blank\" rel=\"\">Bahrain in February<\/a>, disrupting the regional supply network supporting ships operating in the Middle East.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"6000\" height=\"4000\" src=\"\/wp-content\/uploads\/2026\/08\/GettyImages-2263420367.jpg.jpg\" alt=\"\" class=\"wp-image-120803\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2263420367.jpg.jpg 6000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2263420367.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2263420367.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2263420367.jpg.jpg?resize=1024,683 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2263420367.jpg.jpg?resize=1536,1024 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-2263420367.jpg.jpg?resize=2048,1365 2048w\" sizes=\"auto, (max-width: 6000px) 100vw, 6000px\" \/><figcaption class=\"wp-element-caption\">Smoke rises after Iran carried out a missile strike on the main headquarters of the U.S. Navy&#8217;s 5th Fleet in Manama, Bahrain. (Stringer\/Anadolu via Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy shifted the new logistics hub to Naval Support Facility Diego Garcia, an atoll in the Indian Ocean that sits more than 2,000 miles <a href=\"https:\/\/www.nytimes.com\/2026\/08\/14\/us\/politics\/uss-abraham-lincoln-trump-supplies-diego-garcia.html\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.nytimes.com\/2026\/08\/14\/us\/politics\/uss-abraham-lincoln-trump-supplies-diego-garcia.html\">away<\/a> from the service\u2019s carrier strike groups in the Middle East.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Diego Garcia\u2019s distance proved to be problematic, the sailor said, with the hub requiring the LCS to place a food order 30 days in advance. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those orders were nearly impossible, however, with an influx schedule exacerbated by poor planning, the sailor added. Sailors were unable to resupply from the hub, instead grabbing whatever could be salvaged from replenishment-at-sea oilers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s no excuse for why, if we\u2019re at war, we can\u2019t get an expedited food order,\u201d the sailor said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Mike Levin, D-Calif., told Military Times that the logistical issues described by the sailor were due to preparation failures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve spoken to a lot of people who\u2019ve been deployed, and you know, the basic problem seems to be that if they were going to use Bahrain as a hub to restock, to get food and to provide rest and all that,\u201d Levin said. \u201cIf that was the idea, well, clearly that didn\u2019t work out. After February, March \u2014 [the administration] should have thought of that.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018People can break, too\u2019 <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At least two sailors attempted to jump overboard from the USS Abraham Lincoln, families of Lincoln sailors previously told Military Times. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the individual mental circumstances of the incidents remain unknown, the frantic operational tempo of combat operations inevitably takes a natural toll on service members, according to one sailor who has deployed to the Middle East aboard an aircraft carrier during the current conflict. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJust like machines, people can break, too,\u201d said the service member, who was granted anonymity for fear of reprisal from leadership. \u201cThey need rest.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Time to rest was not always available. Losing sleep was sometimes part of ensuring safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If equipment broke, sailors would, at times, work well beyond normal shifts until it was fixed. In some instances, completion of the task could mean the difference between life and death. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a 2021 review, the GAO <a href=\"https:\/\/www.gao.gov\/products\/gao-21-366\" target=\"_blank\" rel=\"\">found<\/a> that just 14% of Navy officers surveyed slept at least seven hours per night during a recent deployment, while 67% reported five hours or less. GAO also found that the Navy routinely assigned fewer sailors to ships than workload studies indicated were needed to safely operate them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By 2023, surface-fleet sailors were averaging 5.25 hours of sleep every 24 hours, below the Navy\u2019s standard of providing at least 7.5 hours of sleep opportunity. (U.S. Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">For its part, the Navy has implemented measures to try to address the issue, including initiating a <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/05\/27\/starlink-oura-rings-to-help-monitor-sailor-fatigue-underway\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/news\/your-military\/2025\/05\/27\/starlink-oura-rings-to-help-monitor-sailor-fatigue-underway\/\">study<\/a> involving about 1,600 sailors wearing Oura rings to monitor sleep and other biometric indicators while underway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But lack of sleep, according to personnel, has been just one detriment experienced during the conflict with Iran. Service members have also faced food shortages onboard the carrier, the sailor said, with quality that fluctuated between bad and horrible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was either undercooked, overcooked or unrecognizable at all,\u201d the sailor said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As extensions piled on, a decline in morale took on a recognizable tone at the phone center or in conversations at the galleys. Humor darkened even more than usual, and port visits meant less and less.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese things have been happening on deployments for always,\u201d said Parker Moore, a nuclear reactor operator who served aboard the USS Abraham Lincoln before its recent deployment. \u201cIt is bad, but it is always bad.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During Moore\u2019s time on Lincoln, the stigma surrounding mental health remained prevalent. There were mental health professionals aboard the ship, but if a sailor sought help, the service member could be taken off their job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re terrified to disappoint the people around them,\u201d Moore said. \u201cIf I don\u2019t do my job, there\u2019s only 30 people who can do it, right? So now there\u2019s only 29 people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the report on mental health issues aboard Lincoln, the Navy said it had not observed an increase in suicidal ideation or suicide attempts. The service did note, however, that additional counselors and <a href=\"https:\/\/taskandpurpose.com\/news\/navy-secretary-responds-lincoln\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/taskandpurpose.com\/news\/navy-secretary-responds-lincoln\/\">resources were being sent<\/a> to the crew.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adm. Brad Cooper, commander of U.S. Central Command, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2026\/08\/17\/centcom-commander-visits-uss-abraham-lincoln-amid-mental-health-concerns\/\" target=\"_blank\" rel=\"\" title=\"https:\/\/www.navytimes.com\/news\/your-navy\/2026\/08\/17\/centcom-commander-visits-uss-abraham-lincoln-amid-mental-health-concerns\/\">visited<\/a> Lincoln on Saturday and issued a statement claiming that the ship had the lowest number of mental health cases among the Navy\u2019s 11 active aircraft carriers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Lack of transparency<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon under the Trump administration has become increasingly tight-lipped over the information it provides to Congress. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense Secretary Pete Hegseth <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2025\/10\/22\/hegseth-changes-policy-on-how-pentagon-officials-speak-with-congress\/\" target=\"_blank\" rel=\"\"><u>released<\/u><\/a> a memo in October 2025 informing Defense Department personnel, including the chairman of the Joint Chiefs of Staff, that authorization was required for any communication to leaders on Capitol Hill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hegseth also dodged several questions from lawmakers during a July Senate hearing on the Iran War. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Sen. Jon Ossoff, D-Ga., <a href=\"https:\/\/www.youtube.com\/watch?v=JMFw71IV5oQ\" target=\"_blank\" rel=\"\"><u>asked<\/u><\/a> the Pentagon leader whether previous statements about Iran\u2019s military being \u201cdestroyed\u201d and \u201cmade combat ineffective\u201d were true, Hegseth declined to answer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hegseth has also not held a Pentagon press briefing about the Iran war for more than 100 days, with the last coming on <a href=\"https:\/\/www.war.gov\/News\/Transcripts\/Transcript\/Article\/4478065\/secretary-of-war-pete-hegseth-and-chairman-of-the-joint-chiefs-of-staff-gen-dan\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.war.gov\/News\/Transcripts\/Transcript\/Article\/4478065\/secretary-of-war-pete-hegseth-and-chairman-of-the-joint-chiefs-of-staff-gen-dan\/\">May 5<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To alleviate concerns over short-term problems with current military operations like those aboard the Lincoln, Congress must be able to carry out oversight, lawmakers said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Betty McCollum, D-Minn., told Military Times that the Pentagon should be sharing information that would allow political leaders to assess whether the president and defense secretary were deploying assets in the most mission-effective way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Invoking the <a href=\"https:\/\/www.militarytimes.com\/veterans\/military-history\/2026\/05\/01\/a-history-of-the-war-powers-resolution-and-what-it-means-for-the-iran-war\/\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.militarytimes.com\/veterans\/military-history\/2026\/05\/01\/a-history-of-the-war-powers-resolution-and-what-it-means-for-the-iran-war\/\">War Powers Resolution<\/a> would allow lawmakers to hold the current administration accountable, some Democrats have argued. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution requires the executive branch to notify Congress within 48 hours of deploying military forces and allows lawmakers to enforce the removal of military forces within 60 to 90 days unless Congress has declared war or authorized military force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Levin supports that approach, he said, and asked that his Republican colleagues stand up and ask tough questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican members of the House and Senate armed services committees did not respond to Military Times\u2019 requests for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think back to George W. Bush,\u201d Levin said. \u201cI disagreed wholeheartedly with Iraq, but you think about the steps that he took.
