While federal employee and retiree health insurance premiums are set to go up by an average of 3.2 percent in 2015, each plan is unique.
The Blue Cross Blue Shield benefit plans —the most popular plans in the Federal Employee Health Benefits Program —will go up $3.21 per paycheck for an individual and $8.33 for a family.

Reg Jones, the former head of OPM’s Retirement and Insurance Services, said plans drop in cost when something expensive is removed from the coverage or technology has made a procedure or test that used to be expensive significantly cheaper.
But what matters most is how much federal employees and retirees have to pay out of pocket, Jones said.
“The plan might go up but the amount that goes up from out of pocket might not be all that bad,” he said.
