{"id":10030,"date":"2016-11-18T15:54:29","date_gmt":"2016-11-18T15:54:29","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2016\/11\/18\/federal-acquisition-service-reports-progress-on-transactional-data-reporting-rule\/"},"modified":"2026-08-08T04:28:57","modified_gmt":"2026-08-08T04:28:57","slug":"federal-acquisition-service-reports-progress-on-transactional-data-reporting-rule","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/smr\/acquisition-smr\/2016\/11\/18\/federal-acquisition-service-reports-progress-on-transactional-data-reporting-rule\/","title":{"rendered":"Federal Acquisition Service reports progress on Transactional Data Reporting rule"},"content":{"rendered":"\n<p><span class=\"inbox-inbox-s1\">The General Services Administration\u2019s Federal Acquisition Service remains committed to improving the Multiple Award Schedules program through the collection and strategic application of transactional-level data, according to a blog entry by FSA Commissioner Tom Sharpe.<\/span><br\/><br\/> <span class=\"inbox-inbox-s1\">Posted on Nov. 15, &#8220;Transactional Data is Here: GSA Publishes Rule to Capture Data, Drive Taxpayer Savings &amp; Reduce Burdens on Industry&#8221; is a refresher on the Transactional Data Reporting (TDR) rule rolled out as a phased pilot beginning August 2016.<\/span><br\/><br\/><\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;TDR offers great value to the American taxpayer,&#8221; Sharpe said. &#8220;Through this process, we are able to collect transactional-level data on purchases made through a GSA contract vehicle \u2014 invaluable information that not only helps us craft smarter buying strategies, but allows agencies to make smarter purchasing decisions, enhances competition and gives the federal government intelligence around buying patterns.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The implementation of TDR data analytics and access fits in with governmentwide trends toward transparency and category management, streamlining the procurement and compliance process on contractors while making the Multiple Award Schedules (MAS) more attractive to federal buyers. These tools will ease barriers and costs for contracting professionals of wide-ranging sizes and sectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;In recent discussions about the MAS program, industry voiced concerns about burdensome reporting requirements and offered suggestions for improvement,&#8221; Sharpe said. &#8220;GSA took this to heart and implemented meaningful changes. By accepting TDR, contractors no longer have to report CSP disclosures or comply with the hefty PRC requirement. During our TDR pilot program, this equals an annual net burden reduction of $29 million. Even better, these reporting requirements are eliminated prior to award, translating into burden and cost reductions for companies even before winning business off GSA Schedules.&#8221; (<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CSP stands for commercial sales practices, and PRC stands for price reductions clause.)<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">Sharpe emphasized that GSA is ready to protect all data as governmentwide acquisitions systems join in with currently supported contract vehicles and the Office of Management and Budget furthers its e-invoicing initiative. Best practices for storing and sharing data will allow appropriate category managers to use it to understand demand management, craft buying strategies and negotiate schedule contracts, among other efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sharpe sees the added value of this &#8220;pivotal effort&#8221; as a way to make the schedules program the acquisition vehicle of choice and a means to reduce duplicative contracts.
