{"id":10149,"date":"2019-05-08T19:01:04","date_gmt":"2019-05-08T19:01:04","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/05\/08\/opm-nominee-promises-open-communication-faces-opposition\/"},"modified":"2026-08-08T04:30:52","modified_gmt":"2026-08-08T04:30:52","slug":"opm-nominee-promises-open-communication-faces-opposition","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2019\/05\/08\/opm-nominee-promises-open-communication-faces-opposition\/","title":{"rendered":"OPM nominee promises open communication, faces opposition"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">President Donald Trump\u2019s <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2019\/03\/04\/trump-chooses-a-new-opm-director\/\" target=_blank>choice to lead the Office of Personnel Management<\/a> reassured members of Congress at a May 7 hearing that she would make every effort to maintain open communication between herself, lawmakers and federal employees if confirmed to the position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dale Cabaniss, who was nominated March 4 to serve as director of OPM, has had experience leading both federal agencies and working for lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI believe my experience working with members of Congress, the executive branch, congressional leadership, congressional staff and other stakeholders on legislative and policy matters critical to the efficient and effective functioning of government have given me a clear understanding of the challenges facing federal employees and agencies,\u201d said Cabaniss, speaking before the Senate Homeland Security and Government Affairs Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, members of the committee were concerned about the <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/2019\/04\/25\/va-congressman-i-think-we-are-about-to-enter-a-constitutional-crisis\/\" target=_blank>lack of communication<\/a> they had received from current administration officials concerning the proposed removal of OPM and placement of its responsibilities at other agencies.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2019\/03\/05\/management-organizations-support-new-potential-opm-head\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-869694202.jpg_163376.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Management organizations support new potential OPM head<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Government Managers Coalition cited the longstanding lack of Senate-confirmed leadership at the agency as the reason to quickly confirm the new nominee.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But Cabaniss said that her reading of the President\u2019s Management Agenda and reorganization plan indicates that any OPM reorganization would require legislative involvement and therefore open communication with members of Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFrom sitting on the other side, I know that you\u2019ve got to get all of the information you need to best understand it, particularly since the management agenda, as I understand it, envisions the need for legislation,\u201d said Cabaniss.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat I would want to do would be to work with Congress and all of the stakeholders to make sure that we can work on reaching a conclusion that we think will actually be effective.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She added that, should she be confirmed, she would also be frank with members of the administration about which of their proposals concerning OPM would be unable to move forward without congressional support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cabaniss also pointed to her leadership time at the Federal Labor Relations Authority as an example of her ability to mange and modernize a federal workforce, as would be required of her as OPM director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen I arrived at the agency, I realized the agency was acting as if it were three separate agencies. There were duplicative functions in different offices, employees were not treated the same \u2014 or often fairly \u2014 across components, offices had difficulty justifying their budget requests and preferred budget and staffing levels based on historical levels, rather than current workload,\u201d said Cabaniss.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But opponents of her nomination also point to Cabaniss\u2019s tenure at FLRA as exactly why she is unqualified to lead OPM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen she headed the Federal Labor Relations Authority, an independent measure of morale at the agency indicated that employees\u2019 job satisfaction declined, resulting in a loss of more than 40 percent of its career workforce and a significant drop-off in productivity. As a measure of her effectiveness, 55 percent of the FLRA\u2019s decisions issued during her tenure were overturned on appeal,\u201d American Federation of Government Employees Legislative Director Alethea Predeoux wrote to the committee leadership May 7.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe job should go to someone with a record of effective employee management, one who understands the importance of an apolitical civil service and employee morale and respects the mission of the agency. It is essential that she or he be someone with a solid record of federal personnel management.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cabaniss justified the dissatisfaction as a reaction to external factors \u2014 such as the Department of Homeland Security and Department of Defense rethinking their policies concerning FLRA \u2014 and to a natural resistance to change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese changes were not necessarily welcome, particularly by those who preferred their component\u2019s need take priority over another part of the agency,\u201d said Cabaniss, promising that as OPM director she would \u201ccommunicate more to help them manage that anxiety and valid feelings about that
