No sector is a greater target than government, as much of the information it&#8217;s protecting has national security and citizen identity implications. As breaches become common occurrences, they are considered somewhat of an accepted cost of doing business in a connected world. What creates a large scale problem for a company or agency is when criminals are able to gain access to the network, dwell inside undetected for significant periods of time and collect confidential and classified information before making their getaway, assets in hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Declaring perimeter security a lost cause may be a bit strong, but the reality is that we are never going to keep cyber criminals completely out of our networks. Unlike physical government installations with a controlled number of access points, there are too many entry points and potential vulnerabilities on the network. And, what if the intruder is already inside? The only way to truly ensure that your organization will not be breached is to be completely disconnected. Most would agree that this is neither practical, nor feasible. Instead, agencies should be focused on securing the assets that carry the highest value and risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a comparison, think of an art museum that opens its doors to the public. It readily invites visitors, some who may represent potential threats, to view its valuable, and sometimes priceless, collections. Whenever a government agency communicates with outside sources across its network, it invites similar risk. However, in order to function, a certain amount of risk has to be assumed so the focus should be protecting and containing threats rather than trying to prevent it every time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once that line of thinking has been accepted, government entities need to focus on ensuring that threats are controlled and contained to minimize damage. There are three key areas to defend against today&#8217;s sophisticated threats that will safeguard the integrity of your assets:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><b>Identification:<\/b> The faster you identify a threat the greater the chance that it can be neutralized before inflicting significant damage. To do this, an agency needs end-to-end visibility in the contextual sense, to gain an understanding of malicious activity as it may be transpiring across the network. The longer an attacker is allowed to stay active on the network, the higher the compromise.<\/li><li><b>Isolation:<\/b> The best course of action in dealing with any virus is to quickly isolate it and prevent it from infecting additional areas of the network. Most cyber-attacks gain entry through a weak point and make their way through the network to the sensitive information they seek. By quickly isolating the threat, you can limit its potential impact. Isolation here refers to quarantining the attacker&#8217;s movements and preventing him from laterally moving across the network and communicating outside to his controllers.<\/li><li><b>Intelligence<\/b>: An important step in safeguarding your network and information extends beyond identifying and isolating the threat. The most secure organizations take it one step further, seeking to understand the threat and incorporate lessons learned from the insights, essentially to enhance their efforts to ensure the same threat can be identified earlier the next time. Once the immediate threat has been dealt with, information gleaned from the attack can prove invaluable.<\/li><\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Today&#8217;s hackers are more strategic, better financed and more highly-motivated by political and financial gain than ever before. Breaches are not a matter of &#8216;if&#8217;, but &#8216;when.&#8217; This is the new reality. While prevention is necessary, the most effective and pragmatic approach is to contain and control threats. Recognizing that breaches are going to occur, agency-wide focus should be on protecting important assets\u2014known as high value targets\u2014from being compromised. This approach is more achievable and ensures you can manage risk appropriately. By adhering to this principle and following the steps outlined above, you will be better positioned to turn an attacker&#8217;s foray beyond your perimeter into a fruitless
