The unauthorized release to the press took Congress by surprise \u2014 they had yet to be informed of the cancellation and were concerned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, the Senate Committee on Environment and Public Works called a hearing Wednesday entitled, \u201cFBI Headquarters Consolidation Project \u2013 What Happened and What\u2019s Next,\u201d calling three individuals from organizations overseeing the project to report on the events and considerations leading up to the project\u2019s cancellation.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2017\/07\/11\/feds-ditching-plan-to-move-fbi-hq-out-of-dc\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635986637051002242-gettyimages-167959857jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Feds ditching plan to move FBI HQ out of DC<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The government is scrapping a decade-long plan to shutter the FBI&#039;s deteriorating downtown Washington headquarters and look for a new building in Maryland or Virginia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The FBI\u2019s headquarters \u2014 the Hoover Building \u2014 was previously evaluated and determined to be unfit for the bureau\u2019s needs. Since then, the FBI in collusion with the General Services Administration decided that the best option for the government was to undergo an exchange, swapping the Hoover building with another property. However, the two federal properties involved in the proposal were valued by two different firms to be substantially less than the GSA\u2019s appraisal, which eventually led to July 2017, when the project was canceled.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GSA acting Commissioner Michael Gelber began the testimony Wednesday. Gelber explained that GSA was ready to select a developer and make an award if the full funding of $1.4 billion had been provided. However, despite continual and regular communication for the needed funds, the fiscal 2017 omnibus only gave GSA $200 million and the FBI $323 million. With nothing included in the FY18 budget, there was a $882 million deficit that couldn\u2019t be accounted for.&nbsp;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/leadership\/2016\/04\/25\/what-should-the-fbi-call-its-new-headquarters\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635971877028511895-635800004360886172-1024px-fbi-headquartersjpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What should the FBI call its new headquarters?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Speculation surrounding the FBI\u2019s new headquarters once centered on where it would end up, at least until last week.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">After deliberation, Gelber explained, it was decided that moving forward without full funding would risk price increases. In addition, FBI Assistant Director and Chief Financial Officer Richard Haley explained that, without full funding through appropriations, the FBI did not wish to risk partial movement forward that would inevitably leave the bureau at risk.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project is \u201cvery close to square one,\u201d Gelber said during the hearing. GSA must reevaluate the initial procurement and determine how to best move forward \u2014&nbsp;and with limited funds. All options are going to be reconsidered, including close considerations of costs, security and risks that are associated with each option.&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A
