{"id":11053,"date":"2016-02-11T21:42:54","date_gmt":"2016-02-11T21:42:54","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2016\/02\/11\/can-cyber-focus-employee-emphasis-fix-dhs\/"},"modified":"2026-08-08T04:30:39","modified_gmt":"2026-08-08T04:30:39","slug":"can-cyber-focus-employee-emphasis-fix-dhs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2016\/02\/11\/can-cyber-focus-employee-emphasis-fix-dhs\/","title":{"rendered":"Can cyber focus, employee emphasis fix DHS?"},"content":{"rendered":"\n<p>Homeland Security Secretary Jeh Johnson said he would deliver a better DHS <span class=\"rte rte-comment\">Department of Homeland Security <\/span>by 2017, highlighting a slate of improvement initiatives\u00a0in a Feb. 11 speech on the state of the agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The secretary emphasized efforts to improve employee engagement\u2014a recent thorn in the side of DHS\u2014and continuing to build on the department&#8217;s cybersecurity posture as top goals before a new administration takes office in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Though our people do extraordinary work, I know we must improve the manner in which the department conducts business,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;My overarching goal as secretary this last year is to protect the homeland and leave the Department of Homeland Security a better place than I found it.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the department&#8217;s focus on cybersecurity commanded the most attention, as Johnson laid out the progress of a number of initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;As reflected in the 2017 budget request, we want to expand our cyber response teams from 10 to 48,&#8221; he said. &#8220;We&#8217;re doubling the number of cybersecurity advisors to in effect &#8216;make house calls&#8217; to assist private sector organizations with in-person, customized cybersecurity assessments and best practices.&#8221;<\/p>\n\n\n\n<p>Johnson said<span class=\"rte rte-comment\"> that<\/span> DHS would also collaborate with other partners to develop a cybersecurity assurance program to test protection levels on devices, as well as beefing up federal civilian cybersecurity through the Einstein and Continuous Diagnostics and Mitigation programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson said the latest Einstein system, Einstein 3A, blocked 700,000 potential cyberattacks last year, and in the wake of the OPM attack, DHS has expanded the availability of E3A components to all federal agencies. By the end of 2015, the secretary said 50 percent of agencies had adopted E3A and that he hoped to have all using it this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CDM detects system vulnerabilities across the federal IT systems, and Johnson said DHS delivered sensors to 97 percent of federal agencies in 2015 and will extend coverage this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But\u00a0the key to cybersecurity is not the software, but people, and Johnson has the task of improving the department&#8217;s perpetual gloomy perception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Changing the way DHS employees feel about their jobs will be a key test that the secretary said he intends to solve in 2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The challenge will not be a slight one, as the department has become a perennial doormat when it comes to engagement ratings. The <a href=\"http:\/\/www.fedview.opm.gov\/2015FILES\/2015_FEVS_Gwide_Final_Report.PDF\">2015 Federal Employee Viewpoint Survey<\/a> shows five years of declining engagement trends at DHS, but Johnson said the department is turning a corner.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It takes time to turn a 22-component workforce, of 240,000 people, in a different direction,&#8221; he said. &#8220;And though the overall results last year were disappointing, we still see signs of improvement. Employee satisfaction improved in a number of components, including at DHS headquarters.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The key initiative for DHS remains the Unity of Effort program, which aims to centralize information and resource sharing across the department&#8217;s massive multi-agency framework. Since launching Unity of Effort in 2014, Johnson said DHS has been able to streamline many of its operations.<\/p>\n\n\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Today, we focus department-wide on our mission needs, rather than through component stovepipes,&#8221; he said. &#8220;With the support of Congress, we are moving to a more simplified budget structure in which line items mean the same across all components.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Johnson added that the department is also striving for clarity in its acquisition process, with the Joint Requirement Council and other initiatives to build better communication with the contractor community, as well as a more singular procurement process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the secretary also noted that making DHS better will also hinge on improving the political climate in Washington, as he, at times, chided Congress for the gridlock on Capitol Hill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There is also too much partisanship in Washington, and especially during an election year,&#8221; he said. &#8220;Politics has become a blood sport in this town. Too often it is more important to score political points than to achieve smart, sound government policy on behalf of the American
