Snowdon, Ph.D., is the chief innovation officer at IBM Federal and leads the IBM Federal Cloud Innovation Center. She has responsibility for defining and driving strategy and designing new solutions that address client mission requirements through innovation and technology adoption.<\/i><br\/><br\/>In the spirit of awards season, earlier this month I had the privilege of attending the American Council for Technology and Industry Advisory Council (ACT-IAC) Igniting Innovation Summit. The event brought together government and industry professionals who are passionate about creating new innovations to solve some of the grandest challenges of our time in areas such as healthcare, education, agriculture and transportation.<br\/><br\/>In fact, in the area of education, attendees had the opportunity to hear from U.S. Chief Technology Officer Megan Smith. She talked about ideas to attract more women to Science, Technology, Engineering &#038; Math (STEM) and computer science career paths, and how best to attract the brightest talent for careers in government. Many of the innovations shown at the summit certainly can help on both fronts. <br\/><br\/>At the event, several technology initiatives were recognized for incorporating key elements such as risk and novelty, effectiveness and efficiency, collaboration and engagement, and transferability and scalability.<br\/><br\/>These criteria are paramount in developing strong public-private partnerships that drive innovations to new boundaries. The federal government has long been a source of helping drive these kinds of partnerships. Government programs such as the Defense Advanced Research Projects Agency (DARPA) have fueled the private sector by fully or partially supporting innovations such as the Internet, global positioning system (GPS), and Apple&#8217;s Siri. <br\/><br\/>The National Institutes of Health (NIH) has funded scientists to make advances against heart disease and cancer, and develop new vaccines. In-Q-Tel was launched in 1999 as an independent, not-for-profit organization to bridge the gap between the needs of the U.S. Intelligence Community and commercial viability of innovative technology. <br\/><br\/>At the event, the overall winner was the New York City Department of Transportation for the NYCStreets Permit Management System. The system replaced a 30-year old mainframe system and enables utilities and contractors to apply for a permit at all times using a desktop, tablet, or smartphone. Other award winners included:<br\/><br\/><b>The Greatest Citizen Impact Dynamite Award:<\/b> The Transportation Security Administration for TSA Pre \u00e8. With 890,000 passengers enrolled and 345 airports with enrollment centers since December 2013, TSA Pre \u00e8 provides the most effective security in the most efficient way. <br\/><br\/><b>The High Risk-High Reward Dynamite Award:<\/b> The U.S. Department of Veteran Affairs (VA) and SyntheSys for the Emergency Medicine Management Tool (EMMT) Process Analytics Application. EMMT implements a business process management approach to emergency care delivery, allowing for greater transparency and line-of-sight and improved real-time situational awareness.<br\/><br\/><b>The Incubator Dynamite Award:<\/b> The State of Colorado Governor&#8217;s Office of Information Technology for Program Eligibility and Application Kit (PEAK) Real Time Eligibility. Using a self-service portal, citizens in Colorado can submit an electronic application for medical assistance and receive a real-time eligibility determination in most cases. <br\/><br\/><b>The Most Disruptive Dynamite Award:<\/b> The U. S. Army and NCI Information Systems for the Army NETCOM Secure Passive Optical Network (SPON). The SPON implementation for delivering voice, video and data over a fiber infrastructure is significantly faster, more cost-effective, more secure, and more sustainable than traditional networks and the dashboard delivers insights for better decision-making. <br\/><br\/><b>The Reduce, Reuse, Recycle Disruptive Award:<\/b> The Social Security Administration (SSA) and Lockheed Martin Corporation for an innovative architecture that exploits Big Data to prevent fraud and misuse. The team developed a custom enterprise web service and graphical user interface running on a 36-node Hadoop secure cluster infrastructure built from recycled commodity hardware. <br\/><br\/>There are countless examples of public-private collaboration providing the basis for innovations. It&#8217;s exciting to see ACT-IAC recognize these accomplishments, and I look forward to seeing what comes next in the enhancement of government services.
