{"id":11184,"date":"2021-02-25T17:46:20","date_gmt":"2021-02-25T17:46:20","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2021\/02\/25\/biden-revokes-trump-memo-threatening-dod-unions\/"},"modified":"2026-08-08T04:30:47","modified_gmt":"2026-08-08T04:30:47","slug":"biden-revokes-trump-memo-threatening-dod-unions","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2021\/02\/25\/biden-revokes-trump-memo-threatening-dod-unions\/","title":{"rendered":"DoD workers will retain union rights, Biden says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Bargaining unit employees at the Department of Defense will retain their right to union representation, after President Joe Biden signed an executive order Feb. 24 revoking previous policy that would have <a href=\"https:\/\/www.federaltimes.com\/management\/2020\/02\/21\/trump-moves-to-cut-union-bargaining-for-dod-feds\/\" target=_blank>allowed the secretary of defense to exempt those employees<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That previous policy, established by a January 2020 memorandum signed by former President Donald Trump, would have allowed the secretary of defense to designate agencies or subcomponents that performed intelligence, counterintelligence, investigation or national security work as exempt from collective bargaining guarantees, effectively removing any union agreement that got in the way of those missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The authority to exempt certain employees from collective bargaining for national security reasons is granted to the president, and in the past has only been utilized for specific offices and subcomponents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump\u2019s memo was the first time the president had delegated that authority to another official, though the secretary of defense under Trump never made use of the delegation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOn behalf of the 300,000 DoD civilian employees AFGE represents, I applaud President Biden\u2019s action to revoke the previous administration\u2019s union-busting memorandum. DoD workers have had the right to join a union and bargain collectively since 1962, and since that time they have proudly supported our service members during wartime and peacetime and helped keep our country safe,\u201d said American Federation of Government Employees National President Everett Kelley in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe previous administration\u2019s attempt to strip DoD civilians of their union rights under the guise of national security was a blatant union-busting tactic that was repudiated by lawmakers from both political parties and never acted upon by the secretary of defense. President Biden\u2019s decision to revoke this memo ensures that DoD workers will retain the right to join a union and bargain collectively for better working conditions, and it is yet another positive step by his administration to support the working people who serve our country with honor and distinction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden\u2019s revocation of the memo is the latest in a <a href=\"https:\/\/www.federaltimes.com\/management\/2021\/01\/22\/biden-orders-federal-employee-protections-minimum-wage-guarantees\/\" target=_blank>series of actions<\/a> he has taken overturning <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/05\/25\/trump-targets-feds-in-latest-series-of-executive-orders\/\" target=_blank>Trump administration policy<\/a>, particularly toward organized labor in the federal government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Biden administration has stated that it plans to be pro-union in its policymaking, both
