Federal agencies are at a variety of skill levels when it comes to fighting improper payments and financial fraud, but a playbook released Oct. 18 by the Bureau of the Fiscal Service aims to push agencies to get better no matter where they\u2019re starting from.<\/p>\n\n\n\n

The Antifraud Playbook<\/a>, developed by the Chief Financial Officers Council and Fiscal Service in consultation with various oversight and user agencies, is designed for use by the entire financial management community at agencies on the federal, state, local and tribal levels.<\/p>\n\n\n\n

\u201cSometimes agencies pick up legislation or OMB guidance and think that they need to put together a large, elaborate initiative or project at their organization,\u201d Adam Goldberg, executive architect for the office of financial innovation and transformation at the Fiscal Service, said in an interview with Federal Times.<\/p>\n\n\n\n

\u201cAnd one of the things that [the Government Accountability Office] said that was quite telling was basically two words: do something. GAO wasn\u2019t looking for people to put in elaborate fraud data analytics tools on day one, they just wanted to see an agency do something to start out on their effort for preventing and detecting fraud. And that might mean that Excel is the tool that we can start using, and, in very simple cases, begin to identify fraud.\u201d<\/p>\n\n\n\n

The playbook started after the Fiscal Service conducted a strategic study for financial management a few years ago, and the Department of Veterans Affairs \u2014 which was on the advisory panel for the study \u2014 approached the Fiscal Service asking for their help in using advanced data analytics to prevent fraud at the VA.<\/p>\n\n\n\n

\u201cWhat we said was \u2018we would really like to partner with you on this, but we want to find a way that we can promote the things that we learn with [the VA] to other agencies,\u201d said Goldberg.<\/p>\n\n\n\n

According to Goldberg and other Fiscal Service officials, the playbook is a part of the \u201cGetting Payments Right\u201d cross agency priority goal of the President\u2019s Management Agenda<\/a>.<\/p>\n\n\n\n

\u201cWe\u2019ve been working very closely with [the Office of Management and Budget] on the development of this playbook,\u201d said Goldberg.<\/p>\n\n\n\n

While the playbook doesn\u2019t necessarily contain new information, according to Goldberg, it is the first time that the Fiscal Service has pulled together all of the disparate recommendations from the past into a single, straightforward document.<\/p>\n\n\n\n

The playbook is designed in four phases \u2014 Create a Culture; Identify and Assess; Prevent and Detect; and Insight into Action \u2014 which allow agencies to enter into the process at whatever stage best fits their current fraud prevention maturity and promotes a continuous cycle of fraud prevention actions.<\/p>\n\n\n\n

\u201cWe did divide the playbook into four stages so that we can look at building that culture, because that\u2019s key to getting started: making sure that people are fraud-aware and that it is alright to bring up those risks,\u201d said Tammie Johnson, management and program analyst at the office of financial innovation and transformation, in an interview with Federal Times.<\/p>\n\n\n\n

For some agencies, earlier stages of the playbook may already be covered by activities they\u2019ve previously taken, and the stages are designed to bring in an agency wherever best suits them.<\/p>\n\n\n\n

\u201cThis morning we were with some of the agencies at the launch, and one of them said \u2018I was going through the plays and saying, got it, got it, got it \u2014 oh, this one, I really need to focus on this one,\u2019\u201d said Goldberg. \u201cWhat we tried to do is tailor the document so that anyone could pick it up and really find the plays that apply best to them.\u201d<\/p>\n\n\n\n

John Hill, assistant commissioner for financial innovation and transformation, called the playbook an \u201copportunity to make the whole system more efficient\u201d even for financial offices that fall outside the Treasury Department.<\/p>\n\n\n\n

\u201cTreasury has a responsibility to really be a leader in this community of financial management,\u201d said Hill.<\/p>\n\n\n\n

Agencies also have the ability to add their input or thoughts for improvement of the playbook through a link at the top of the document.<\/p>\n\n\n\n

Even on Day One of the playbook, Johnson has already received three suggestions for improvement.<\/p>\n\n\n\n

\u201cWe want to keep the discussion going, so, these were our ideas, but if agencies have others, please submit them,\u201d said Hill.<\/p>\n\n\n\n

Goldberg said that the Fiscal Service also plans on meeting with agencies after the playbook\u2019s roll out to talk about what works and what doesn\u2019t.<\/p>\n","protected":false},"excerpt":{"rendered":"
