{"id":11289,"date":"2018-05-09T14:41:07","date_gmt":"2018-05-09T14:41:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/05\/09\/will-a-citizenship-question-derail-the-2020-census\/"},"modified":"2026-08-08T04:17:58","modified_gmt":"2026-08-08T04:17:58","slug":"will-a-citizenship-question-derail-the-2020-census","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2018\/05\/09\/will-a-citizenship-question-derail-the-2020-census\/","title":{"rendered":"Will a citizenship question derail the 2020 Census?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">It depends on who you ask.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department of Commerce officials at a May 8 hearing said that there is no evidence a recent addition to the <a href=\"https:\/\/www.federaltimes.com\/smr\/acquisition\/2017\/07\/17\/gsa-helping-census-bureau-lease-spaces-so-it-can-count-faces\/\" title=\"\" class=\"selected-link\" target=\"_blank\">2020 Decennial Census <\/a>that asks respondents to disclose their citizenship status will have a negative impact on response numbers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is no definitive evidence that this will adversely affect responses,\u201d said Earl Comstock, director of the Office of Policy and Strategic Planning at the Department of Commerce, speaking before the House Oversight and Government Reform Committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The citizenship question was added at the request of the Department of Justice, which said that greater accuracy of citizenship numbers across the U.S. will better help them enforce the Voting Rights Act, which gives the federal government oversight of voter registration in minority-dense areas to prevent discrimination.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.federaltimes.com\/video\/2017\/10\/09\/the-roadmap-to-the-2020-census\/\" class=\"smg-interstitial-link__fallback-link\">Video: The roadmap to the 2020 Census<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Comstock added that the fear surrounding the citizenship question has largely been drummed up by politicians, as questions of citizenship have been asked on the Census Bureau\u2019s smaller American Community Survey without issue, and all responses are kept confidential even from other branches of government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Loyola Law School Associate Dean for Research Justin Levitt, however, cited the Census\u2019s own recent findings on the public\u2019s lack of trust in government negatively impacting responses to citizenship and immigration question testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy November 2017 \u2014 months before Secretary [Wilbur] Ross announced that he would add a citizenship question to the decennial instrument \u2014 the alarm bells had grown significantly louder,\u201d said Levitt, explaining that career Census Bureau staff had experienced an \u201cunprecedented groundswell\u201d of concern about the confidentiality of their responses, particularly as they related to immigration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Levitt, a lack of trust in the government can cause many to forego responding to certain questions, and that immigration tensions with the current administration make a citizenship question all the more contentious.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe last time we asked every person in the country about their citizenship, 73 percent of the public trusted the government. That figure is now 18 percent. If you add a toxic issue to a toxic climate, people won\u2019t open the door,\u201d said Levitt. \u201cAdding any individual question is a big change. Adding this question is a behemoth.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Comstock said that people who don\u2019t trust the government right now likely made their response decisions before the citizenship question was added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New questions aside, the upcoming Census already faces a series of systemic and environmental challenges that could cause problems in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Dave Powner, director of IT Management Issues at the Government Accountability Office, the Census Bureau has only completed development on 30 of their <a href=\"https:\/\/www.federaltimes.com\/smr\/census-roundtable\/2017\/10\/09\/census-cio-kevin-smith-how-it-is-changing-the-bureau-and-the-count\/\" title=\"\" class=\"\" target=\"_blank\">total 44 IT systems needed for the 2020 Census<\/a>, and many of those systems still require approval by agency leadership.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/federal-oversight\/2018\/05\/09\/gaos-it-expert-talks-what-to-expect-on-the-next-fitara-scorecard\/\" evaluation of agency commitment to IT modernization.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For those that are concerned about the security of the information they provide to the Census, 39 of the systems contain personally identifiable information, and many still need better security controls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMaking sure things are secure, that\u2019s probably the highest risk item,\u201d Powner said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2020 Census has also proven to be <a href=\"https:\/\/www.federaltimes.com\/smr\/census-roundtable\/2017\/10\/12\/commerce-chief-billions-more-dollars-needed-for-2020-census\/\" title=\"\" class=\"\" target=\"_blank\">significantly over budget<\/a>, $3 billion over the original $15.6 billion estimate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Census could also struggle in accounting for those displaced by recent natural disasters, as 2005\u2019s Hurricane Katrina was proven to have just such an impact on the 2010 Census.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Incorrect accounting of persons for any reason can have a negative impact on the federal funding and congressional representation that goes to various locations across the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEveryone in an area with an undercount loses clout and loses cash,\u201d said Levitt.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some experts argued that
