{"id":11329,"date":"2019-02-11T20:01:13","date_gmt":"2019-02-11T20:01:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/02\/11\/technology-modernization-fund-issues-its-largest-award-yet\/"},"modified":"2026-08-08T04:31:20","modified_gmt":"2026-08-08T04:31:20","slug":"technology-modernization-fund-issues-its-largest-award-yet","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2019\/02\/11\/technology-modernization-fund-issues-its-largest-award-yet\/","title":{"rendered":"Technology Modernization Fund issues its largest award yet"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2018\/10\/29\/it-modernization-fund-issues-235m-in-round-two-awards\/\" target=\"_blank\">Technology Modernization Fund<\/a> issued $20.7 million in funding to the General Services Administration, despite a dwindling cash supply and <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2018\/08\/01\/why-new-technology-modernization-funding-is-in-danger\/\" target=\"_blank\">reluctance from Congress<\/a> to grant the fund additional appropriations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.federaltimes.com\/acquisition\/2018\/05\/18\/gsa-wants-to-modernize-how-feds-get-paid\/\" target=_blank>GSA NewPay project<\/a> aims to be a cloud-based pay and personnel management system to be offered as a service for other federal agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSince my confirmation hearing before the U.S. Senate, I\u2019ve highlighted reducing duplication and adopting shared services as two of my top priorities for leading GSA. The TMF Board\u2019s investment in GSA\u2019s NewPay program will benefit our customer agencies and the workforce across the federal government by supporting the administration\u2019s focus on replacing legacy technology with modern solutions,&#8221; GSA Administrator Emily Murphy told Federal Times in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe adoption of commercial payroll capabilities will enable the government to function more efficiently and effectively,\u201d said Office of Management and Budget Deputy Director for Management Margaret Weichert in a news release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis project clearly aligns to the <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/03\/20\/trump-management-agenda-to-focus-on-multi-agency-goals\/\" target=_blank>President\u2019s Management Agenda<\/a>, particularly around our efforts to modernize technology and expedite toward shared services.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.federaltimes.com\/it-networks\/cloud\/2018\/09\/27\/gsa-awards-multibillion-dollar-payroll-contract-to-two-teams\/\" target=_blank>GSA awarded the original 10-year, $2.5 billion contract for NewPay<\/a> to two industry teams in September 2018, and the additional funding infusion from TMF will be used to accelerate the project, according to the news release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the last proposal accepted in 2018, the Board believes the NewPay proposal is a critical step forward to transform an antiquated technical and operational process,\u201d said Federal CIO Suzette Kent. \u201cThe TMF was created to invest in modern commercial solutions and drive faster adoption of shared services. We are pleased to support a project that will accelerate the journey to make available modern payroll services for all agencies and drive efficiency across government.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With this most recent award, the TMF has $11 million remaining to fund and boost federal IT projects.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The TMF is
