{"id":11457,"date":"2018-10-11T18:49:01","date_gmt":"2018-10-11T18:49:01","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/10\/11\/why-the-social-security-number-needs-a-digital-update\/"},"modified":"2026-08-08T17:17:06","modified_gmt":"2026-08-08T17:17:06","slug":"why-the-social-security-number-needs-a-digital-update","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/home\/2018\/10\/11\/why-the-social-security-number-needs-a-digital-update\/","title":{"rendered":"Why the Social Security number needs a digital update"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The paper Social Security card has been a staple of American life for nearly a century, but researchers say this bedrock of federal identification is due for a digital update in the face of clever cybercriminals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cModernizing the [Social Security number] gives the U.S. an opportunity to fix one of the internet\u2019s most pressing problems: authentication,\u201d according to <a href=\"https:\/\/www.mcafee.com\/enterprise\/en-us\/assets\/reports\/rp-modernizing-social-security-number.pdf\" target=\"_blank\">an October report<\/a> from McAfee and the Center for Strategic and International Studies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report comes as cybercriminals have preyed on the nine-digit number. Anywhere between 60 to 80 percent of Social Security numbers had been reported stolen by 2015, and there have been more large-scale breaches since, according to the study. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Addressing the need to secure an identifier that was never designed to participate in digital commerce would help \u201cto create the trusted foundation for innovation in improved authentication of identity.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States needs to move the Social Security card into the 21st century,\u201d the report said, recommending the solution be a \u201csmart card\u201d that includes an embedded chip like the one now ubiquitous on credit and debit cards. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chip would supply a proxy number, while the actual Social Security number would be encrypted in a digital \u201cvault.\u201d This way, if the proxy number was compromised, it wouldn\u2019t immediately provide access to all the records tied to the SSN and a new proxy could be generated without having to assign a new SSN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">McAfee and CSIS argued that smart cards would be the best path for modernization because there is already extensive experience with using chip-and-PIN cards on a mass scale, they could be slowly introduced, and they would be easier to implement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A digital smart card could have similar benefits as two-factor authentication or other types of biometrics that \u201cmake life harder for
