{"id":11506,"date":"2019-05-03T19:13:49","date_gmt":"2019-05-03T19:13:49","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/05\/03\/will-dhs-have-funds-to-back-up-cybersecurity-needs\/"},"modified":"2026-08-08T17:36:44","modified_gmt":"2026-08-08T17:36:44","slug":"will-dhs-have-funds-to-back-up-cybersecurity-needs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2019\/05\/03\/will-dhs-have-funds-to-back-up-cybersecurity-needs\/","title":{"rendered":"Is the DHS budget too stagnant for cyber growth?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Trump White House has aggressively prioritized cybersecurity in its policy documents, with two <a href=\"https:\/\/www.fifthdomain.com\/workforce\/2019\/05\/02\/white-house-ramps-up-efforts-to-expand-cyber-workforce\/\" target=_blank>executive orders <\/a>over the course of the administration calling on federal agencies to improve cyber operations and workforces across the government and private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But some members of Congress worry that such policy priorities are not reflected in the budget plans the Trump administration has proposed, shortchanging components of the Department of Homeland Security, in particular, that are responsible for leading cybersecurity efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDespite [the Cybersecurity and Infrastructure Security Agency]\u2019s growing mission, its budget has remained stagnant. Since taking office, the president and those around him have paid a lot of lip service to cybersecurity and innovation, but there hasn\u2019t been much follow through,\u201d said Rep. Cedric Richmond, D-La., at an April 30 House Committee on Homeland Security hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo complicate matters all of this is happening in the <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2018\/06\/12\/legislators-want-to-mandate-wh-cyber-post-again\/\" target=_blank>absence of a White House cybersecurity coordinator<\/a>, which the White House eliminated last year.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White House budget documents requested approximately $1.28 billion for CISA\u2019s operations and support for fiscal year 2020, while Congress approved nearly $1.35 billion for the same programs 2019. It also authorized an additional $336 million for procurement, construction, research and development for the new agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DHS\u2019s Science and Technology Directorate also received a significantly reduced budget in the president\u2019s proposal, going from nearly $820 million in FY19 to a proposed $582 million in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That reduction would cause the agency to close down some programs, such as established Centers of Excellence that work to develop cybersecurity and technology solutions for state and local partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI support the president\u2019s budget. Having said that, I certainly appreciate the resources that Congress has provided over the years and the support to the S&amp;T folks and the mission that we have. All of our Centers of Excellence provide great value,\u201d said William Bryan, senior official performing the duties of the under secretary of the Science and Technology Directorate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUnder the proposed budget, we\u2019re going to have to look at the Centers of Excellence \u2014 two of them frankly \u2014 that are going to have to be shut down, in the hope that we can start up three other ones, should the president\u2019s budget be executed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those potential closures include the National Urban Security Technology Laboratory in New York, which develops technologies for first responders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTough decisions have to be made,\u201d said Bryan. \u201cThe only remedy I have is to look to where capabilities like these can be performed elsewhere.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Christoper Krebs, CISA\u2019s director, said that requests for his department\u2019s assistance in securing 2020 elections are ramping up, and the money for those initiatives \u201chas got to come from somewhere.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CISA currently has approximately 1,100 cybersecurity personnel with 361 positions vacant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen we look at the budget, particularly from a personnel perspective, we are still growing as an agency, we are still filling billets,\u201d said Krebs, who said that he would have ways to spend money even if his agency\u2019s budget were doubled.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The White House proposed cutting budgets for the Department
