Agencies have obligated about $200 million so far on the General Services Administration’s OASIS contract, according to an agency official.<\/p>\n\n\n\n
OASIS is a multibillion dollar contract that offers professional services, such as financial management and engineering, scientific and logistics services that GSA awarded last year. OASIS also features separate contracts for small businesses and larger firms.<\/p>\n\n\n\n
Jim Ghiloni, the executive program officer for OASIS, said the task orders so far also have a total ceiling value of about $900 million with options \u2013 with most of the contract activity – about 40 task orders – centered around the small business portion of the contract.<\/p>\n\n\n\n
The agency spending so far is a “really good start” but he expects to see big growth in contract obligations toward the end of the year and in early 2016, Ghiloni said at the AFCEA Bethesda OASIS and FEDSIM Update in Washington, D.C. April 29.<\/p>\n\n\n\n
Ghiloni said most contracts start off slower and then quickly build up until the plateau after a few years, but OASIS has had a strong start because of early commitments from the Army and the Air Force.<\/p>\n\n\n\n
“We are seeing a lot of activity, more coming every day. We are in the early part of the curve and we should see the exponential expansion by the end of this year and early next year,” Ghiloni said.<\/p>\n\n\n\n
About one-third of the task orders awarded on the contract so far come from the Air Force, while a smaller number come from the Army and civilian agencies across government, Ghiloni said. The eventual goal is to capture about 10 percent of the more than $60 billion in governmentwide spending on professional services.<\/p>\n\n\n\n
The Air Force signed an agreement last year to spend up to $500 million on the contract vehicle. The Army followed suit in March, also agreeing to spend $500 million through OASIS. By agreeing to $500 million a year the Army gets a break on the contracting fee, dropping the rate from 0.75 percent to 0.1 percent.<\/p>\n\n\n\n
“There are going to be plenty of opportunities for companies that invested the time and the energy in the contract and received awards,” Ghiloni said.<\/p>\n","protected":false},"excerpt":{"rendered":"
