{"id":12395,"date":"2021-03-23T19:35:44","date_gmt":"2021-03-23T19:35:44","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2021\/03\/23\/new-usps-10-year-plan-prioritizes-workforce-needs\/"},"modified":"2026-08-08T04:33:17","modified_gmt":"2026-08-08T04:33:17","slug":"new-usps-10-year-plan-prioritizes-workforce-needs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2021\/03\/23\/new-usps-10-year-plan-prioritizes-workforce-needs\/","title":{"rendered":"New USPS 10-year plan prioritizes workforce needs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Workforce retention, safety and career planning are central components of the U.S. Postal Service\u2019s 10-year initiative to make the agency more efficient and financially solvent, according to the plan released March 23.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInvesting in the Postal Service\u2019s future means investing in our people,\u201d said Postmaster Louis DeJoy, in a news release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cFor too many years, Postal employees have been asked to do more with less \u2014 forced to employ antiquated systems, utilize outmoded equipment, and drive outdated vehicles. This drives up costs and slows down service for customers. We cannot afford to keep this up. We believe firmly in putting the 644,000 women and men of the Postal Service in the best possible position to succeed in their mission of service, while also enabling a more predictable progression from non-career employees into the career workforce. Our goal is to significantly reduce non-career annual turnover rates.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2021\/02\/10\/pandemic-causes-record-revenues-and-challenges-for-usps\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"171\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/USPS.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Pandemic causes record revenues and challenges for USPS<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The pandemic has driven package delivery to the top of U.S Postal Service revenue, with dramatically increasing volume during the 2020 holiday season.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In particular, the plan intends to shore up the non-career workforce at the agency, who do not receive the same employee benefits and have more variable schedules than career employees, by working to cut turnover and provide a clear path for advancement at the agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUSPS senior managers should be given credit for already acting on those recommendations by hiring 11,000 additional career workers to staff sorting facilities at the start of 2021 and adding 1,700 more this month,\u201d American postal Workers Union President Mark Dimondstein said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">USPS intends to expand diversity at the agency across the board and in leadership positions in particular while giving frontline leaders greater capability to manage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new plan also aims to enhance workplace safety, a critical goal, as USPS <a href=\"https:\/\/www.federaltimes.com\/management\/2020\/01\/21\/the-federal-workplace-is-safer-than-ever-but-is-it-safe-enough\/\" target=_blank>constitutes the most injury, illness and on-the-job fatality cases<\/a> in the federal government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of that safety improvement will include the introduction of new vehicles \u2014 which will be deployed to carrier routes starting in 2023 \u2014 that will include the most modern safety features, air conditioning and increased cargo space for package delivery. These vehicles will replace trucks that are currently 28 years old on average.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1218\" height=\"904\" src=\"\/wp-content\/uploads\/2026\/08\/USPS-vehicle.png.png\" alt=\"\" class=\"wp-image-37759\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/USPS-vehicle.png.png 1218w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/USPS-vehicle.png.png?resize=300,223 class=\"wp-element-caption\">(USPS Delivering For America Plan)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The investment in new vehicles is at the core of several operational and cost-saving strategies outlined in the plan, as the new vehicles will have electric capability to get the agency to a planned all-electric fleet by 2035 and the larger cargo space will accommodate for projected rises in package volume.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, the plan aims to convert sorting and processing space to accommodate for that increased package volume.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are in the process of procuring and deploying more than 185 new package sorters as we continue to adjust to the growing package demand,\u201d the plan states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo supplement our customers\u2019 growing package volume, we are currently evaluating the addition of approximately 45 annex facilities to be placed near processing centers in key locations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the meantime, first-class mail timeframes would be extended to a one-to-five-day service standard, rather than one-to-three-day, to enable the agency to keep more mail on ground transportation and increase the efficiency of mail handling overall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plan also requests that Congress remove the <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2020\/02\/05\/house-votes-to-do-away-with-massive-usps-financial-burden\/\" target=_blank>prefunding mandate<\/a> for employee retiree health care \u2014 which has been repeatedly characterized as one of the largest and most unnecessary financial strains on the agency \u2014 while requiring <a href=\"https:\/\/www.federaltimes.com\/management\/pay-benefits\/2018\/03\/27\/senate-bill-would-force-postal-service-retirees-onto-medicare\/\" target=_blank>all future postal retirees to enroll in Medicare<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/2020\/08\/03\/house-panel-calls-new-postal-chief-to-explain-mail-delays\/\" target=_blank>past management changes<\/a> instituted by DeJoy that caused widespread criticism from both members of Congress and Postal employee unions, major elements of this 10-year plan have union support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are many positive elements in the USPS Delivering for America Plan, including: its adoption of a credible growth strategy (worth $24 billion in revenues over 10 years) focused on helping millions of small- and medium-sized companies reach all Americans, particularly those in rural and under-served communities with direct mail and e-commerce services; its commitment to maintaining 6- and 7-day delivery; its plans to invest $40 billion in new vehicles, improved post offices, technology improvements, and infrastructure upgrades; its openness to  expanding services provided by the Postal Service\u2019s unmatched retail network; its embrace of the electrification of its delivery vehicle fleet; and its recognition that improving the work experience of postal employees and reducing turnover are essential to improving the quality of service,\u201d said Fredric Rolando, president of the National Association of Letter Carriers, in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have obvious concerns with certain operational elements of the plan, but we look forward to engaging the Postal Service in productive discussions regarding any changes to ensure that our members\u2019 contractual rights and career interests are protected and that we achieve timely and reliable service to the American people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dimondstein said that his organization had \u201cdeep concerns\u201d about the plans to lengthen service times and potentially consolidate action, the agency will fall further and further behind its ability to financially recover, whereas these initiatives will get the agency to a <a href=\"https:\/\/www.federaltimes.com\/management\/2021\/02\/24\/postmaster-promises-new-operating-plan-will-get-usps-to-break-even\/\" target=_blank>break-even state by fiscal year 2023<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe need for the U.S. Postal Service to transform to meet the needs of our customers is long overdue,\u201d said
