{"id":12430,"date":"2018-09-13T19:04:23","date_gmt":"2018-09-13T19:04:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/09\/13\/technology-modernization-board-to-stay-the-course-regardless-of-funding\/"},"modified":"2026-08-08T04:33:42","modified_gmt":"2026-08-08T04:33:42","slug":"technology-modernization-board-to-stay-the-course-regardless-of-funding","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2018\/09\/13\/technology-modernization-board-to-stay-the-course-regardless-of-funding\/","title":{"rendered":"Technology Modernization Board to stay the course regardless of funding"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Though fiscal year 2019 <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2018\/08\/01\/why-new-technology-modernization-funding-is-in-danger\/\" target=\"_blank\">appropriations for the Technology Modernization Fund are not a guarantee<\/a>, the board that manages the funds intends to keep moving forward with its planned awards, according to Alan Thomas, commissioner for the Federal Acquisition Service and Technology Modernization Board member.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have not had a single discussion at the board meeting about, \u2018Hey, what about the next tranche of money?\u2019\u201d said Thomas at a Sept. 13 Association for Federal Information Resource Management event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a pipeline of existing projects that we\u2019ve been looking at. You\u2019ll be hearing about some decisions soon. We did not take into account whether we were going to get another tranche of money in there. One of the key things that we\u2019re looking at for projects is the ability to pay back, so there\u2019s a revolving fund.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/2018\/05\/22\/how-agencies-can-get-money-from-the-government-shark-tank\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-675941240.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How agencies can get money from the government \u2018Shark Tank\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Technology Modernization Board encouraged agencies to submit even their most early stage proposals for how they would use some of the $100 million available to modernize IT.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The TMF was <a href=\"https:\/\/www.federaltimes.com\/management\/budget\/2018\/03\/22\/technology-modernization-fund-receives-half-funding-in-appropriations-bill\/\" target=\"_blank\">originally awarded $100 million in FY18 appropriations<\/a>, less than half of the $250 million that the original legislation establishing the fund called for.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2018\/06\/14\/committee-approves-tech-modernization-fund-increase-for-fy19\/\" target=_blank>House appropriations attempted to make up that difference<\/a> with $150 million for FY19, members of the Senate said that they were unwilling to allocate more money until the fund had shown some results. That\u2019s a tall order for a program that awarded its first grants only in June 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Elizabeth Cain, acting executive director of the Technology Modernization Fund Program Management Office at the General Services Administration, the first TMF funding transfers to agency accounts only occurred within the last month and a half.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s just a tad premature to talk about [return on investment], because we literally just funded three projects that are about half the fund. We have another set of projects that we\u2019re getting ready to fund, and some things in the pipeline,\u201d said Thomas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo I think those kinds of metrics, like ROI, you\u2019ll start to see over the next 12 months. Let\u2019s see how those projects perform.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.federaltimes.com\/it-networks\/cloud\/2018\/06\/08\/whats-in-the-technology-modernization-boards-first-awards\/\" target=_blank>board initially awarded $45 million<\/a> to the Departments of Energy, Housing and Urban Development, and Agriculture, leaving just over half for future projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And though the funding is designed to be repaid as agencies reap the benefits of newly modernized IT, agencies that received the first awards aren\u2019t scheduled to fully pay back the funding for five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Maria Roat, chief information officer for the Small Business Administration and TMB member, the second round of proposals has proven more mature than the first, largely because agencies have learned from the first round how to better put together proposal documents and pitches to the TMB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, some agencies have requested large sums of money for upcoming projects, that would wipe out the fund in one fell swoop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe did have one that came in for a big chunk of change, and we went back to them and said, \u2018We\u2019re going to fund up to this. You show us that you met this and then we\u2019ll give you the next tranche,&#8217;\u201d said Roat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She added that some proposals are also sent back to agencies, because they can be funded with existing appropriations within that agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congress is scheduled to vote Sept. 13 on a general government
