{"id":12466,"date":"2021-11-03T16:07:58","date_gmt":"2021-11-03T16:07:58","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2021\/11\/03\/federal-labor-nominees-pass-senate-committee\/"},"modified":"2026-08-08T04:33:46","modified_gmt":"2026-08-08T04:33:46","slug":"federal-labor-nominees-pass-senate-committee","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2021\/11\/03\/federal-labor-nominees-pass-senate-committee\/","title":{"rendered":"Federal labor nominees pass Senate committee"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">President Joe Biden\u2019s choices to fill out leadership at the Federal Labor Relations Authority \u2014 the body responsible for resolving disputes between federal employee unions and agency leadership \u2014 moved closer to confirmation, as the Senate Homeland Security and Government Affairs Committee voted Nov. 3 to advance <a href=\"https:\/\/www.federaltimes.com\/management\/2021\/10\/20\/federal-labor-nominees-promise-to-tackle-case-backlog-understaffing\/\" target=\"_blank\">all three nominees<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ernest DuBester, who serves as the chair of the FLRA, was nominated for a second term in that same position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Susan Tsui Grundmann, who previously served on the Merit Systems Protection Board and as the executive director of the Office of Congressional Workplace Rights, was <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2021\/08\/05\/biden-picks-two-experienced-officials-for-federal-labor-office\/\" target=\"_blank\">nominated to also serve as a member of the FLRA<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And Kurt Rumsfeld, currently assistant general counsel for the FLRA, was chosen to take up the general counsel position, which has <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2021\/03\/25\/biden-fills-long-vacant-labor-investigative-position\/\" target=\"_blank\">not had a permanent official<\/a> since January 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese are three extraordinarily qualified nominees who are ready for these very vital roles,\u201d said Sen. Gary Peters, D-Mich.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All three nominees received votes of 6-5, split along the committee\u2019s party lines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Sen. Rob Portman, R-Ohio, the Republican members voted against the nominations because the FLRA has been less productive under DuBester\u2019s leadership. He added that his fellow party members would prefer to maintain the existing quorum of two members on the board until the Republican member\u2019s position \u2014 currently held by Collen Kiko \u2014 is up for nomination in July 2022, to have a politically balanced set of nominees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the nominees got a majority of committee votes, they now move on
