{"id":12623,"date":"2015-07-09T17:18:32","date_gmt":"2015-07-09T17:18:32","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2015\/07\/09\/system-outage-knocks-out-mspb-e-appeal-app\/"},"modified":"2026-08-08T04:37:00","modified_gmt":"2026-08-08T04:37:00","slug":"system-outage-knocks-out-mspb-e-appeal-app","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/cloud\/2015\/07\/09\/system-outage-knocks-out-mspb-e-appeal-app\/","title":{"rendered":"System outage knocks out MSPB e-Appeal app"},"content":{"rendered":"\n<p>Among numerous outages reported over the course of the week is the <a href=\"https:\/\/e-appeal.mspb.gov\/\" title=\"https:\/\/e-appeal.mspb.gov\/\">e-Appeal Online system<\/a><span> managed by the Merit Systems Protection Board, which reported this week that the app has been &#8220;down for an extended period of time.&#8221;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A message on <a href=\"http:\/\/www.mspb.gov\/\" title=\"http:\/\/www.mspb.gov\/\">the board&#8217;s website<\/a> states that the outage is due to an internal network issue and not related to any cyberattack or intrusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While likely not caused by malicious actors, the outage has caused some significant issues, including the &#8220;loss of some internal, employee-generated documents,&#8221; according to MSPB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Blog: <\/b><a href=\"http:\/\/askthelawyer.federaltimes.com\/2012\/09\/16\/in-filing-complaint-be-careful-in-choosing-appeals-process\/\" title=\"http:\/\/askthelawyer.federaltimes.com\/2012\/09\/16\/in-filing-complaint-be-careful-in-choosing-appeals-process\/\">In filing complaint, be careful in choosing appeals process<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;MSPB does not believe this outage resulted in the loss of any documents submitted by appellants or representatives in MSPB appeals,&#8221; a statement reads. &#8220;It impacts working documents created internally by MSPB employees.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the systems affected by the outage have been restored, though the e-Appeals system remains offline as of July 9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Federal employees can still file appeals, however they will have to do so in hardcopy formats, including mail, fax, delivery service or in-person.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this week, feds learned that they would also have to submit hardcopy forms for Office of Personnel Management background checks while the agency <a href=\"http:\/\/www.federaltimes.com\/story\/government\/omr\/opm-cyber-report\/2015\/06\/29\/opm-suspends-eqip\/29473617\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/omr\/opm-cyber-report\/2015\/06\/29\/opm-suspends-eqip\/29473617\/\">patches a security flaw in its e-QIP system<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>More: <\/b><a href=\"http:\/\/www.federaltimes.com\/story\/government\/management\/hr\/2015\/07\/06\/eqip-interim-procedures\/29763421\/\" title=\"http:\/\/www.federaltimes.com\/story\/government\/management\/hr\/2015\/07\/06\/eqip-interim-procedures\/29763421\/\">Hang on to your security clearance forms<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MSPB appellants can also request an extension for e-filing petitions for appeal, petitions for review and any other filings that require access to e-Appeals. Late submissions must explicitly state the delay was caused by the system outage in order to qualify for an extension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The clerk of the board and regional and field office judges will exercise discretion in accepting filings delayed due to this disruption,&#8221; MSPB said. &#8220;MSPB appreciates your patience as we work to resolve these issues and we apologize for any inconvenience.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The board urged anyone with questions to contact the clerk of the board or regional or field offices
