{"id":12802,"date":"2014-12-12T22:15:31","date_gmt":"2014-12-12T22:15:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2014\/12\/12\/what-the-ndaa-means-for-feds\/"},"modified":"2026-08-08T04:32:48","modified_gmt":"2026-08-08T04:32:48","slug":"what-the-ndaa-means-for-feds","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2014\/12\/12\/what-the-ndaa-means-for-feds\/","title":{"rendered":"What the NDAA means for feds"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Senate passed the National Defense Authorization Act (NDAA) Friday evening, funding several policy changes for civilian federal employees along with a host of defense initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The $584.2 billion bill passed the Senate 89-11. <a href=\"http:\/\/www.federaltimes.com\/article\/20141204\/MGMT04\/312040025\/House-passes-sweeping-Defense-authorization-bill\">It passed the House on Dec. 4<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Carl Levin, D-Mich., chairman of the Armed Services Committee, noted that the 2015 NDAA is the 53rd straight defense authorization bill to pass in as many years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along with defense spending, the bill contains a number of provisions for civilian agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One such section allows <a href=\"http:\/\/www.federaltimes.com\/article\/20141204\/MGMT04\/312040025\/House-passes-sweeping-Defense-authorization-bill\">retired employees to return to the federal workforce<\/a> without taking a cut to their salaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another requires agencies to conduct a survey of employees every two years to identify instances of harassment and discrimination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill also includes the Federal Information Technology Acquisition Reform Act (FITARA), sweeping legislation that <a href=\"http:\/\/www.federaltimes.com\/article\/20141212\/FEDIT03\/312120006\/Major-reform-pending-NDAA-vote\">redefines the roles of chief information officers in civilian agencies<\/a>. Defense Department CIOs are specifically left out of the FITARA language, as <a href=\"http:\/\/www.federaltimes.com\/apps\/pbcs.dll\/article?AID=2014312050015\">defense is addressed later in the bill<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a
