{"id":12820,"date":"2018-09-20T02:12:12","date_gmt":"2018-09-20T02:12:12","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/09\/20\/watchdog-worries-trumps-cyber-strategy-is-not-cohesive\/"},"modified":"2026-08-08T04:33:26","modified_gmt":"2026-08-08T04:33:26","slug":"watchdog-worries-trumps-cyber-strategy-is-not-cohesive","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/09\/20\/watchdog-worries-trumps-cyber-strategy-is-not-cohesive\/","title":{"rendered":"Watchdog worries Trump\u2019s cyber strategy is not cohesive"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Despite a recent flurry of strategy documents and executive orders, the Trump administration does not have a cohesive cybersecurity strategy, according to a new report from Congress&#8217; watchdog agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government Accountability Office said in a September <a href=\"https:\/\/www.gao.gov\/assets\/700\/694355.pdf\">report<\/a> that cyber proposals from the Trump administration have not included enough details about the White House\u2019s unified plan for cyber.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe federal government has been challenged in establishing a comprehensive cybersecurity strategy and in performing effective oversight as called for by federal law and policy,\u201d the report said, singling out the administration\u2019s foreign and domestic plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report, \u201c<a href=\"https:\/\/www.gao.gov\/assets\/700\/694355.pdf\" target=_blank>Urgent Actions Are Needed to Address Cybersecurity Challenges Facing the Nation<\/a>,\u201d comes after the Trump administration has laid out a series of proposals to overhaul cyberspace operations in recent months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Donald Trump has <a href=\"https:\/\/www.fifthdomain.com\/dod\/cybercom\/2018\/08\/16\/trump-has-scrapped-a-2012-policy-on-when-to-attack-in-cyberspace\/\">changed<\/a> the rules for how America operates in cyberspace. The Department of <a href=\"https:\/\/www.dhs.gov\/publication\/dhs-cybersecurity-strategy\">Homeland Security <\/a>and the <a href=\"https:\/\/www.state.gov\/s\/cyberissues\/eo13800\/281980.htm\">State Department<\/a> have both laid out new cyber proposals. And the U.S. national security strategy has <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2017\/12\/NSS-Final-12-18-2017-0905.pdf\">envisioned<\/a> a new role for America in cyberspace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But perhaps the best example of the Trump administration\u2019s commitment to cyberspace came in July, when Vice President Mike Pence spoke at the Department of Homeland Security\u2019s national cybersecurity summit in New York.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur administration has taken decisive action to fortify America\u2019s cybersecurity capabilities,\u201d Pence said, mentioning new partnerships, additional funding and a new risk management center at the Department of Homeland Security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But for the authors of the non-partisan GAO report, the proposals did not amount to a cohesive plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMost of the strategy documents lacked clearly defined roles and responsibilities for key agencies, such as DHS, the Department of Defense (DOD), and OMB,\u201d the government watchdog said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Congress have made similar complaints.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur cybersecurity responsibility is spread across 72 different inspectors general,\u201d said Sen. Sheldon White House, D-R.I., during an Aug. 21 hearing. \u201cWe need the equivalent of a roving inspector general for cybersecurity who can conduct penetration tests, FISMA audits (and) cybersecurity evaluations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, more change may be underway. Officials from the White House and Department of Homeland Security have previewed a \u201ccybersecurity moonshot\u201d that aims to make digital security a household <a href=\"https:\/\/www.fifthdomain.com\/civilian\/dhs\/2018\/09\/07\/the-trump-administration-hopes-to-change-the-entire-ecosystem-of-cybersecurity-norms\/\">issue<\/a> in the U.S. More details are
