{"id":13112,"date":"2019-11-05T20:43:43","date_gmt":"2019-11-05T20:43:43","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/11\/05\/will-a-new-strike-force-stop-collusion-on-government-contracts\/"},"modified":"2026-08-08T04:39:08","modified_gmt":"2026-08-08T04:39:08","slug":"will-a-new-strike-force-stop-collusion-on-government-contracts","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/acquisition\/2019\/11\/05\/will-a-new-strike-force-stop-collusion-on-government-contracts\/","title":{"rendered":"Will a new strike force stop collusion on government contracts?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Department of Justice launched an initiative Nov. 5 that aims to prevent trillions of dollars in government spending from being wasted on purchases where contractors rigged their bidding prices or participated in other <a href=\"https:\/\/www.federaltimes.com\/smr\/acquisition\/2017\/02\/06\/fighting-federal-procurement-fraud-commentary\/\" target=\"_blank\">fraudulent schemes<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Procurement Collusion Strike Force \u2014 an interagency partnership between the DOJ Antitrust Division, prosecutors from 13 U.S. Attorneys\u2019 Offices, as well as investigators from the FBI, the Department of Defense Office of Inspector General, the U.S. Postal Service Office of Inspector General and other partner federal Offices of Inspector General \u2014 will both investigate potential government contracting fraud and teach agency contracting officers to detect such behavior on their own.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strike force will work with U.S. attorney\u2019s offices in the Central and Eastern Districts of California; the District of Colorado; the District of Colombia; the Southern District of Florida; the Northern District of Georgia; the Northern District of Illinois; the Eastern District of Michigan; the Southern District of New York; the Southern District of Ohio; the Eastern District of Pennsylvania; the Northern District of Texas; and the Eastern District of Virginia.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/federaltimes\/acquisition\/2017\/11\/17\/federal-procurement-officer-indicted-in-23m-fraud-scheme\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"230\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635623661537307995-sandia-signjpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Federal procurement officer indicted in $2.3M fraud scheme<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A former Sandia National Laboratories procurement officer received an 11-count indictment concerning the fraudulent appropriation of a federal contract.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cTo protect taxpayer dollars, the Justice Department is doing its part to eliminate anticompetitive collusion, waste and abuse from government procurement,\u201d said Deputy Attorney General Jeffrey Rosen at a press conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo ensure taxpayers the full benefits of competitive bidding, experienced investigators and prosecutors with the necessary expertise will partner in this strike force to deter, detect and prosecute antitrust crimes and related schemes in government procurements.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program will focus on reaching out to and training procurement officials in 13 districts throughout the country to recognize antitrust behavior on a federal, state and local level. The team of prosecutors and investigators on the strike force will then pursue cases that result from those outreach efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cInspectors General throughout the federal government have a long history of rooting out waste, fraud and abuse in government contracting,\u201d said Michael E. Horowitz, inspector general of the Department of Justice and chair of the Council of Inspectors General on Integrity and Efficiency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe welcome the opportunity to contribute our expertise to the important work of the Procurement Collusion Strike Force. We look forward to partnering with the other participating members of the law enforcement community to hold accountable actors who seek to defraud the government and cheat taxpayers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new task force is not the Department of Justice\u2019s first foray into dealing with contractors that conspire to rig government bids in such a way that the agency ends up spending more than market value on a particular contract or one bidder is guaranteed to receive the contract. The Antitrust Division has targeted five South Korean oil companies in a bid-rigging conspiracy targeting U.S. military bases, individuals that rigged bids on GSA contracts and several other conspiracies that resulted in millions of dollars of civil settlements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a <a href=\"https:\/\/www.justice.gov\/atr\/video\/us-department-justice-recognizing-antitrust-conspiracies-and-working-antitrust-division\" target=\"_blank\">video posted to the DOJ Antitrust Division website<\/a>, antitrust behavior often occurs between competitors in the same industry, who work together to ensure that there is lower scrutiny on a contract and create a false sense of competition so that one business is guaranteed to win the contract.
