{"id":13150,"date":"2018-07-11T20:31:30","date_gmt":"2018-07-11T20:31:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/07\/11\/senators-warn-against-piling-on-national-parks-bill\/"},"modified":"2026-08-08T04:34:51","modified_gmt":"2026-08-08T04:34:51","slug":"senators-warn-against-piling-on-national-parks-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/congress\/2018\/07\/11\/senators-warn-against-piling-on-national-parks-bill\/","title":{"rendered":"Senators warn against piling on national parks bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A Senate <a href=\"https:\/\/www.federaltimes.com\/federal-oversight\/congress\/2018\/06\/29\/senators-propose-funding-to-restore-national-parks\/\" title=\"\" class=\"\" target=\"_blank\">bill to establish a fund for long-deferred repairs <\/a>in the National Park System looks primed to receive enthusiastic passage through Congress and the White House, with bipartisan support and advanced administrative approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Senators on the Subcommittee on National Parks warned their fellow congressmen at a July 11 hearing against the temptation of piling on other legislation, as doing so could threaten the bill\u2019s passage at a crucial window of support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have the right mix of policy, we have the right mix of bipartisan support, we\u2019ve got an excellent product,\u201d said Sen. Lamar Alexander, R-Tenn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAny time in the United States Senate, when you see a train moving that you\u2019re sure will get to the station, you start throwing as much baggage on it as you can, because you want to get to the station, too. But if we try to put too much baggage, or maybe even any more baggage, on this train, we won\u2019t get to the station, because this is a pretty big lift to start with.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill would make inroads at addressing the $12 billion backlog of deferred maintenance at the nation\u2019s national parks by creating a specific account within the Department of Treasury that would be filled with revenue from offshore energy and mineral revenue sources, such as royalties for offshore drilling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bill has outspoken support from many parts of the Trump administration \u2014 from Department of Interior Secretary Ryan Zinke to Office of Management and Budget Director Mick Mulvaney \u2014 which Alexander called \u201cessential\u201d to passage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe time is right, the bipartisan nature is right, the support of the administration is critical, and \u2014 echoing Senator Alexander \u2014 let\u2019s make sure it doesn\u2019t get loaded up with too many more other items,\u201d said bill sponsor Sen. Mark Warner, D-Va.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a letter by the National Wildlife Federation President and CEO Collin O\u2019Mara to the subcommittee, the bill is also part of a larger ecosystem of legislation to support conservation in the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAmerica\u2019s National Parks and wildlife are inextricably linked \u2014 and we are confident Congress can address the significant challenges facing both. We urge the Committee to think of the Restore Our Parks Act as one leg of a three-legged stool that provides the foundation for conservation in America,\u201d wrote O\u2019Mara, encouraging the passage of the Restore Our Parks Act alongside the Recovering America\u2019s Wildlife Act and the renewal of the Land and Water Conservation Fund.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are also extremely committed to the Land and Water Conservation Fund. I do not see this bill in any way competitive with that, and we need to move forward with a permanent reauthorization,\u201d said Sen.
