{"id":13457,"date":"2019-09-06T20:38:39","date_gmt":"2019-09-06T20:38:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2019\/09\/06\/patience-you-must-have-no-timeline-for-massive-cloud-contract-says-dod-chief\/"},"modified":"2026-08-08T04:35:19","modified_gmt":"2026-08-08T04:35:19","slug":"patience-you-must-have-no-timeline-for-massive-cloud-contract-says-dod-chief","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/it-networks\/cloud\/2019\/09\/06\/patience-you-must-have-no-timeline-for-massive-cloud-contract-says-dod-chief\/","title":{"rendered":"Patience you must have: No timeline for massive cloud contract, says DoD chief"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Secretary of Defense Mark Esper said he has no \u201cfirm timeline in mind\u201d for completing a review of the Pentagon\u2019s controversial enterprise cloud procurement and hinted that other factors may delay the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to reporters Sept. 5, Esper said the Department of Defense Office of Inspector General\u2019s review of the Pentagon\u2019s handling of the procurement, potentially worth $10 billion over 10 years, also hinders the future of the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI saw where another DoD IG is doing another review. So in some ways, the timeline isn\u2019t completely mine,\u201d Esper told reporters Sept. 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legislators, including Republican Sens. Marco Rubio of Florida and Ron Johnson of Wisconsin, have written letters to Esper asking for the award to be delayed until after the inspector general had completed its review. In early August, after pressure from Congress and reported criticism of the program by President Donald Trump, Esper announced he was <a href=\"https:\/\/www.federaltimes.com\/it-networks\/cloud\/2019\/08\/02\/does-dods-big-money-cloud-contract-really-need-a-new-new-review\/\" target=_blank>going to review<\/a> the contract. At the time, Pentagon spokesperson Elissa Smith said \u201cno decision will be made on the program until he has completed his examination.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Esper emphasized that the Pentagon needed cloud technology to develop better artificial intelligence capabilities, but did not specifically say that JEDI was the solution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI do know that cloud-based AI capability is important to the war fighter. I know that. And so we need to move in that direction, and sooner rather than later,\u201d Esper said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd the question is, as I said before, is JEDI the right strategy? Was it handled properly? Is it fair to the taxpayer? All those things. That\u2019s kind of what I\u2019m trying to understand.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, Dana Deasy, the Pentagon\u2019s chief information officer, said Esper would receive \u201cdeep education sessions&#8221; to inform him about the program. Esper, formerly the secretary of the Army, gave an indication of the depth of those sessions, telling reporters that he\u2019s taken \u201cabout two hours of briefings every week now, for the last two or three weeks.\u201d He also said that he\u2019s been learning about the program on his own time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAt the same time, as I\u2019ve gone back and I do a lot of my own research, reading on the weekends, you know. I\u2019ve read House report language on this, about JEDI and the concerns they have,\u201d Esper said, referring to House budget documents that <a href=\"https:\/\/www.federaltimes.com\/it-networks\/2019\/05\/20\/house-appropriators-lack-faith-in-jedi-plan-choke-funds\/\" target=_blank>left funding <\/a>for the migration of programs out of the bill. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve read some independent reports written about it. You know, we get letters from members of Congress about it. On all sides of the issue, right? So it\u2019s kind of ingesting all that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only Microsoft and Amazon Web Services remain in the competition for the contract.
