{"id":13529,"date":"2018-10-10T14:56:21","date_gmt":"2018-10-10T14:56:21","guid":{"rendered":"https:\/\/one.sightlinemg.com\/federaltimes\/uncategorized\/2018\/10\/10\/why-workforce-is-the-stuck-gear-in-government-innovation\/"},"modified":"2026-08-08T04:37:44","modified_gmt":"2026-08-08T04:37:44","slug":"why-workforce-is-the-stuck-gear-in-government-innovation","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/federaltimes\/management\/2018\/10\/10\/why-workforce-is-the-stuck-gear-in-government-innovation\/","title":{"rendered":"Why workforce is the \u2018stuck gear\u2019 in government innovation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The government\u2019s need for a greater IT- and data-knowledgeable workforce is the reason that federal innovation is not moving forward as quickly as officials would like it, according to the Office of Management and Budget\u2019s Deputy Director for Management Margaret Weichert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery time I asked, \u2018Why can\u2019t we do x, y, z differently?\u2019 I was given some version of \u2018We don\u2019t have the right people to lead the change, we don\u2019t have the right skills to deal with that challenge, we can\u2019t get people in the door fast enough with the most modern perspectives,\u2019 \u201d said Weichert Oct. 10 at a Data Foundation event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She explained that when <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/03\/20\/trump-management-agenda-to-focus-on-multi-agency-goals\/\" target=_blank>forming the President\u2019s Management Agenda<\/a>, administration officials distilled the government\u2019s innovation challenges into three \u201cgears\u201d that could drive change forward: IT infrastructure, data accountability and transparency, and workforce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the three, workforce proved to be the most central roadblock in many innovation projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe people gear is at the bottom because a lot of times that was where we got stopped,\u201d said Weichert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe made progress on IT modernization, maybe we made progress on data, but we would get stuck on this people stuff. And so thinking about this as a systems equation is how I like to solve complex problems.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Weichert <a href=\"https:\/\/www.federaltimes.com\/management\/leadership\/2018\/10\/05\/jeff-pon-out-as-opm-director\/\" target=_blank>recently took over as acting director for the Office of Personnel Management<\/a>, and while she said she has only had about 24 hours actually working on the job, she expects data to be a big component of her leadership at the agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a lot that I need to get from a baseline perspective, but what I did tell the team yesterday is that I have two primary areas of focus,\u201d said Weichert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Making progress on the President\u2019s Management Agenda was the first area, Weichert said, while the second was general management activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cData is in that category. It\u2019s an important agency \u2014 it\u2019s not unduly large \u2014 but it\u2019s a 6,000-person organization facing a lot of change, statutorily driven change that started with the [National Defense Authorization Act] and the decision to transfer background investigations,\u201d said Weichert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, managing through change with data is how I operate, so I anticipate I will be asking for tons of data.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Workforce and data are also likely to be the two top priorities of the <a href=\"https:\/\/www.federaltimes.com\/management\/2018\/08\/23\/workforce-data-likely-to-be-first-priorities-of-wh-research-center\/\" target=_blank>new Government Effectiveness Advanced Research Center<\/a>, which closed out its request for information in mid-September and, according to Weichert, will likely be stood up sometime in 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That center \u2014 which brings together government, academia and the public sector to work on complex government problems \u2014 will ideally \u201cshowcase the power of open data,\u201d according to Weichert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More open government data will also help contribute to the overall U.S. economy, she added, because entire companies are able to use government data sets to power apps and programs that employ hundreds of U.S. workers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s what you can do with open data. It\u2019s powerful, and it is a potential asset that can grow our economy,\u201d said Weichert.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow do we get the people who have the skillsets to
